| Article 1 For the purposes of regulating the Internet Group information services, safeguarding national security and public interest, and protecting the lawful rights and interests of citizens, legal persons, and other organizations, these Provisions are developed in accordance with the Cybersecurity Law of the People's Republic of China and the Notice of the State Council on Charging the Cyberspace Administration of China with the Content Management of Information on the Internet. | | 第一条 为规范互联网群组信息服务，维护国家安全和公共利益，保护公民、法人和其他组织的合法权益，根据《中华人民共和国网络安全法》《国务院关于授权国家互联网信息办公室负责互联网信息内容管理工作的通知》，制定本规定。 |
| Article 2 These Provisions shall apply to the provision and use of Internet group information services within the territory of the People's Republic of China. | | 第二条 在中华人民共和国境内提供、使用互联网群组信息服务，应当遵守本规定。 |
| For the purposes of these provisions, “Internet Groups” means the network space established by the Internet users through Internet websites, and mobile Internet apps, among others, and used for the online exchange of information by groups. “Internet group information service providers” means the platforms for providing Internet group information services. “Internet group information service users” includes the group founders, administrators, and members. | | 本规定所称互联网群组，是指互联网用户通过互联网站、移动互联网应用程序等建立的，用于群体在线交流信息的网络空间。本规定所称互联网群组信息服务提供者，是指提供互联网群组信息服务的平台。本规定所称互联网群组信息服务使用者，包括群组建立者、管理者和成员。 |
| Article 3 The Cyberspace Administration of China (“CAC”) shall take charge of the national supervision and administration of law enforcement on the Internet group information services. Local cyberspace administrations shall, according to their functions, take charge of the supervision and administration of law enforcement on the Internet group information services within their respective administrative regions. | | 第三条 国家互联网信息办公室负责全国互联网群组信息服务的监督管理执法工作。地方互联网信息办公室依据职责负责本行政区域内的互联网群组信息服务的监督管理执法工作。 |
| Article 4 Internet group information service providers and users shall adhere to the correct orientation, uphold the socialist core value, cultivate active and healthy network culture, and maintain a good network ecology. | | |
Article 5 Internet group information service providers shall fulfill their primary responsibility for information security management, employ professionals and own technical capabilities suitable for the service scale, and establish adequate and effective rules for user registration, information review, emergency response, and safety protection.
