Since the Provisions of the Supreme People's Court on Some Issues concerning the Jurisdiction of Civil and Commercial Cases Involving Foreign Elements (No. 5 [2002]) issued by the Supreme People's Court on March 1, 2002 came into effect, the courts of all places have carefully implemented them, have built a new mechanism for the trial of foreign-related commercial cases, have enhanced the trial quality and the capabilities of judges responsible for foreign-related commercial cases, and have made important contributions in responding to the challenge after our country's accession to the WTO. For the purposes of further facilitating the litigation matters for the parties concerned, preventing the loss of foreign-related commercial cases, fostering and making full use of the judicial resources, and ceaselessly upgrading capabilities in trying foreign-related commercial cases, you are hereby notified of the following matters in accordance with Article 1 (4) of the Provisions of the Supreme People's Court on Some Issues concerning the Jurisdiction of Civil and Commercial Cases Involving Foreign Elements:

最高人民法院2002年3月1日法释[2002]5号《关于涉外民商事案件诉讼管辖若干问题的规定》施行以来，各地法院认真贯彻落实，建立了涉外商事审判工作的新格局，提高了审判质量和涉外商事法官素质，为应对我国加入世界贸易组织后所面临的挑战作出了较大贡献。为进一步方便当事人诉讼，防止涉外商事案件流失，培育并充分利用司法资源，不断提高涉外商事审判能力，现根据最高人民法院《关于涉外民商事案件诉讼管辖若干问题的规定》第一条第(四)项的规定，通知如下：
