| For purposes of implementing the arrangements and deployments of the State Council on reducing the number of certificates, bringing convenience to the people, and optimizing services, the Ministry of Water Resources has conducted a review of the departmental rules based on the progress of cancelling certification matters, and has decided to amend four departmental rules: | | 为了贯彻落实国务院关于减证便民、优化服务的部署要求，结合证明事项清理工作进展，水利部对部门规章进行了清理，决定修改4件部门规章： |
I. Subparagraph 3 of Article 7 of the Interim Provisions on the Administration of Construction Procedures of Water Conservancy Projects is amended to read: “3. Before the preliminary design documents are submitted for approval, it is generally required that the legal person of the project assesses the major issues of the preliminary design. The design entity shall, based on the assessment opinions, supplement, amend, and optimize the preliminary design documents. The preliminary design shall be submitted to the competent department for approval in accordance with the authorities as specified by the current national regulations after the examination organized by the legal person of the project.”
