| The Decision of the Standing Committee of the National People's Congress on Amending Seven Laws Including the Marine Environment Protection Law of the People's Republic of China, as adopted at the 6th session of the Standing Committee of the Twelfth National People's Congress of the People's Republic of China on December 28, 2013, is hereby issued. | | 《全国人民代表大会常务委员会关于修改〈中华人民共和国海洋环境保护法〉等七部法律的决定》已由中华人民共和国第十二届全国人民代表大会常务委员会第六次会议于2013年12月28日通过，现予公布。 |
| The amendments to the Marine Environment Protection Law of the People's Republic of China, the Pharmaceutical Administration Law of the People's Republic of China, the Metrology Law of the People's Republic of China, the Fisheries Law of the People's Republic of China, the Customs Law of the People's Republic of China, and the Tobacco Monopoly Law of the People's Republic of China made by the Decision of the Standing Committee of the National People's Congress on Amending Seven Laws Including the Marine Environment Protection Law of the People's Republic of China shall come into force on the date of issuance; and the amendments to the Company Law of the People's Republic of China shall come into force on March 1, 2014. | | 《全国人民代表大会常务委员会关于修改〈中华人民共和国海洋环境保护法〉等七部法律的决定》对《中华人民共和国海洋环境保护法》、《中华人民共和国药品管理法》、《中华人民共和国计量法》、《中华人民共和国渔业法》、《中华人民共和国海关法》、《中华人民共和国烟草专卖法》所作的修改，自公布之日起施行；对《中华人民共和国公司法》所作的修改，自2014年3月1日起施行。 |

| It is decided at the 6th session of the Standing Committee of the Twelfth National People's Congress of the People's Republic of China that: | | 第十二届全国人民代表大会常务委员会第六次会议决定： |
| I. The Marine Environment Protection Law of the People's Republic of China is amended as follows: | | 一、对《中华人民共和国海洋环境保护法》作出修改 |
| 1. Article 43 is amended to read: “Any entity undertaking a coastal engineering construction project must, at the stage of feasibility study for the construction project, conduct a scientific survey of the marine environment, rationally select a site based on the natural and social conditions, and prepare an environmental impact report. The environmental impact report shall be submitted to the environmental protection administrative department for approval. | | （一）将第四十三条修改为：“海岸工程建设项目的单位，必须在建设项目可行性研究阶段，对海洋环境进行科学调查，根据自然条件和社会条件，合理选址，编报环境影响报告书。环境影响报告书报环境保护行政主管部门审查批准。 |
| “The environmental protection administrative department must, before approving the environmental impact report, solicit opinions of the oceanic, maritime affairs, and fishery administrative departments as well as the environmental protection department of the armed forces.” | | “环境保护行政主管部门在批准环境影响报告书之前，必须征求海洋、海事、渔业行政主管部门和军队环境保护部门的意见。” |
| 2. Article 54 is amended to read: “For the exploration and development of offshore oil, an oil spill contingency plan must be prepared as legally required and submitted to the local sea area office of the state oceanic administrative department for recordation.” | | （二）将第五十四条修改为：“勘探开发海洋石油，必须按有关规定编制溢油应急计划，报国家海洋行政主管部门的海区派出机构备案。” |
| 3. In Article 80, “examined and” is deleted. | | （三）删去第八十条中的“审核和”。 |
| II. The Pharmaceutical Administration Law of the People's Republic of China is amended as follows: | | 二、对《中华人民共和国药品管理法》作出修改 |
| Article 13 is amended to read: “With the approval of the drug regulatory department of the people's government of a province, autonomous region, or municipality directly under the Central Government, a pharmaceutical producing enterprise may produce pharmaceuticals as authorized by others.” | | 将第十三条修改为：“经省、自治区、直辖市人民政府药品监督管理部门批准，药品生产企业可以接受委托生产药品。” |
| III. The Metrology Law of the People's Republic of China is amended as follows: | | 三、对《中华人民共和国计量法》作出修改 |
| 1. In paragraph 2 of Article 10, “which shall be submitted to the metrological administrative department of the State Council for recordation” is deleted. | | （一）删去第十条第二款中的“并向国务院计量行政部门备案”。 |
2. In Article 14, “metrological administrative department of the State Council” is replaced with “metrological administrative department of the people's government of a province, autonomous region, or municipality directly under the Central Government.”
