Notice from the General Office of the China Banking and Insurance Regulatory Commission Regarding Promoting Adherence of Village Banks to Their Positioning and Improving Their Ability to Serve the Rural Revitalization Strategy

For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council to deepen supply-side structural reform in the financial sector, promoting the return of small and medium-sized banks to their original business, supervising village banks in better adhering to their positioning, and effectively enhancing the ability to serve the rural revitalization strategy by finance, the relevant matters are hereby notified as follows: 为贯彻落实党中央、国务院关于深化金融供给侧结构性改革,推动中小银行回归本源相关要求,督促村镇银行更好坚守定位,有效提升金融服务乡村振兴战略的能力,现就有关事项通知如下:
I. Strictly focusing on the county-level areas and the main business: Supporting rural affairs and both micro and small-sized enterprises is the cultivation target and market positioning of village banks. The principle of taking root in county-level areas shall be adhered to, and it is prohibited to grant credit and loans or conduct negotiable instrument acceptance and discount business across its business areas. The main business of credit must be always focused on. The new loanable funds for the current year shall be mainly used for local credit granting, and loans shall be mainly provided to rural households, community residents and both micro and small-sized enterprises in county-level areas. If conditions permit, credit support may be appropriately increased for new agricultural business entities according to local conditions. A system for single-household line of credit shall be established to ensure that the outstanding loans per household remain low. No offline inter-bank business shall be carried out across provinces, except for inter-bank deposit business for the purpose of settlement and inter-bank business conducted between a principal promoter bank and a village bank promoted by the same principal promoter bank.   一、严格坚守县域和专注主业。支农支小是村镇银行的培育目标和市场定位。必须始终坚持扎根县域,不得跨经营区域办理授信、发放贷款、开展票据承兑和贴现。必须始终坚持专注信贷主业,当年新增可贷资金应主要用于当地信贷投放,贷款应主要投向县域农户、社区居民与小微企业,有条件的可根据当地实际适度加大对新型农业经营主体的信贷支持。要建立单户贷款限额制度,保证户均贷款余额始终保持低位。除结算性用途的同业存放业务、与主发起行及同一主发起行发起的村镇银行之间的同业业务外,不得跨省开展线下同业业务。
II. Effectively enhancing the adaptability and capability of serving rural revitalization through finance: Village banks shall make full use of their advantages of taking root at the grassroots level, mastering sufficient information, having a short working chain and high decision-making efficiency, and shall establish and improve a distinctive business model that meets the financial needs of supporting rural affairs and both micro and small-sized enterprises. Emphasis shall be placed on constantly improving innovative products and services, thus providing differentiated and distinctive financial services to farming households, community residents and both micro and small-sized enterprises. The term of a loan shall be reasonably set in light of the characteristics of production, operation and consumption, which shall match up with the cycle of production, operation and capital. Efforts shall be made to gradually reduce excessive reliance on mortgage guarantee, reasonably increase the proportion of credit loans and scientifically determine the line of micro-credit according to the local economic development level and the borrower's production and operation status, solvency and credit standing and on the basis of effective risk prevention and control. Re-lending for the support of rural affairs and both, micro and small-sized enterprises, as well as for poverty alleviation, in conjunction with other policy tools, shall be fully used to reduce the cost of funding sources. Efforts to expand the sources of funds through multiple channels shall be supported, and development and policy banks shall be encouraged and used to on-lend funds to village banks.   二、有效提升金融服务乡村振兴的适配性和能力。村镇银行要充分发挥扎根基层、掌握信息充分、工作链条短、决策效率高等特点,构建完善符合支农支小金融需求的特色经营模式。要注重不断改进创新产品与服务方式,为农户、社区居民和小微企业提供差异化、特色化的金融服务。要结合生产经营和消费特点,合理设定贷款期限,与生产经营和资金循环周期相匹配。要根据当地经济发展水平及借款人生产经营状况、偿债能力和信用状况,在有效做好风险防控的基础上,逐步减少对抵押担保的过度依赖,合理提高信用贷款比重,科学确定小额信用贷款额度。要充分运用支农支小再贷款、扶贫再贷款等政策工具,降低资金来源成本。支持多渠道拓宽资金来源,推动和利用开发性、政策性银行对村镇银行开展转贷款业务。
III. Establishing and improving governance mechanisms in line with their own characteristics: Village banks shall focus on consolidating Party organizations and shall effectively play a core role of Party organizations in corporate governance. A governance structure suitable for the characteristics and orientation of small legal persons shall be established. The development of strategic plans to serve rural revitalization shall be formulated. Implementation shall be included in the performance evaluation of the board of directors and senior management. The board of supervisors shall focus on supervising the performance of the board of directors and senior management in sticking to their positions. An equity structure that is conducive to the principal promoter bank playing its role, and a system for the administration of equity trusteeship, transfer and pledge and related-party transactions shall be established and improved. The performance appraisal system shall also be improved. Specifically, the weight of indicators for supporting rural affairs and both micro and small-sized enterprises shall be significantly higher than that of other types of indicators (except those in compliance operation and risk management).

   三、建立完善符合自身特点的治理机制。村镇银行要着力加强党的建设,有效发挥党组织在公司治理中的核心作用。要建立适合自身小法人特点和定位导向的治理结构,制定服务乡村振兴的发展战略规划,将实施情况纳入董事会和高级管理层履职评价,监事会要重点监督董事会和高级管理层在坚守定位方面的履职情况。要构建有利于主发起行发挥作用的股权结构,建立健全股权托管、转让和质押管理制度和关联交易管理制度。要改进和完善绩效考核制度,支农支小方面的指标权重应显著高于其他类型指标(合规经营与风险管理类指标除外)。
