| Announcement on Clarifying Matters Concerning the Diversion of Imported Goods | | 关于明确进口货物疏港分流有关事项的公告 |
| In accordance with the relevant provisions of the Measures of the Customs of the People's Republic of China for the Administration of Manifests for the Means of Transport Entering and Leaving China (Issued by Order No.172, GACC, and Amended according to Order No. 240, GACC), for the purpose of further regulating the diversion of imported goods, relevant matters are hereby announced as follows: | | 根据《中华人民共和国海关进出境运输工具舱单管理办法》（海关总署令第172号公布，根据海关总署令第240号修改）有关规定，为进一步规范进口货物疏港分流作业，现对有关事宜公告如下： |
I. The operator of a place under customs supervision may apply for diverting special imported goods, such as imported frozen products, fresh products, special items (including organisms, human tissues, biological products, blood and blood products), medical products and dangerous chemicals, which must be diverted in the port area without the conditions for storage. Otherwise, the operator shall be only allowed to apply for diversion of goods for the purpose of preventing the goods from jamming the port.
