九十年代中期以来，随着我国宏观经济环境的改善和国内外市场需求的变化，我国产业结构也发生了深刻变化。产业结构调整的重点，从实现产业比例关系的协调转向全面提高产业素质和国际竞争力。为适应这一重大变化，主动进行产业结构调整，完善国家产业政策体系，经国务院批准，特颁布当前国家重点鼓励发展的产业、产品和技术目录（（外商投资按《外商投资产业指导目录》执行）。 |

确定当前国家重点鼓励发展的产业、产品和技术的原则是：①符合当前和今后一个时期的市场需求，有比较广阔的发展前景；②有比较高的技术含量，有利于企业设备更新，加快对传统产业的技术改造，促进产业结构的优化和升级，全面提高经济效益；③国内存在从研究到实现产业化的潜在技术基础，经过努力，可以填补国内产业和技术空白，有利于形成新的经济增长点；④符合可持续发展战略，有利于资源节约以及生态和环境保护；⑤供给能力相对滞后，提高其供给能力，有利于促进产业结构的合理化，保持国民经济的持续快速健康发展。 |

本目录是国家引导投资方向，改善投资结构以及审批基本建设和技术改造项目的主要依据之一。国内投资者投资于本目录内的项目，所需进口的自用设备和技术，在项目核算的设备和技术支出范围内，且不属于《国内投资项目不予免税的进口商品目录》之列的，经项目审批部门核准后，免征进口关税和进口环节增值税。 |
