| All local offices of the China Banking and Insurance Regulatory Commission (“CBIRC”); and all insurance intermediaries: | | 各银保监局，各保险专业中介机构： |
| In recent years, the practitioners (including those for insurance agents, brokers and loss adjusters) of insurance intermediaries (hereinafter referred to as “intermediaries”) have expanded, but the practice management has failed to follow up. As a result, the information about practitioners is incomplete and inaccurate; the illegal practice of falsely reporting or increasing the personnel is relatively pervasive; and the distortion of data on practitioners is so serious. To this end, the China Banking and Insurance Regulatory Commission has decided to carry out the verification and rectification of the data on the practice registration of practitioners of intermediaries. You are hereby notified of the relevant matters as follows: | | 近年来，保险专业中介机构（以下简称中介机构）的从业人员（包括保险专业代理机构的代理从业人员、保险经纪机构的经纪从业人员、保险公估机构的公估从业人员等三类人员）队伍发展迅速，但执业管理工作未能及时跟进，从业人员信息不全不准，虚报虚挂虚增人员的违规做法比较普遍，从业人员队伍数据失真比较严重。为此，中国银保监会决定，对中介机构开展从业人员执业登记数据清核整顿工作。现将有关事项通知如下： |
| I. This verification work shall be divided into two stages, namely self-inspection and rectification of intermediaries and key inspection by the local offices of the CBIRC. All local offices of the CBIRC shall, on the basis of this Notice, develop the detailed verification plan in light of the realities within their jurisdictions. | | 一、本次清核分为中介机构自查整改和银保监局重点检查两个阶段。银保监局可在本通知基础上，结合辖区实际制定细化清核方案。 |
| II. Any intermediary shall establish two-level responsibility systems for the corporate institution and branches. An intermediary that has set up multiple branches under the jurisdiction of a local office of the CBIRC shall designate one branch to be fully responsible for the verification in the region. | | 二、中介机构要建立法人和分支机构两级清核工作责任体系，在银保监局辖内设有多个分支机构的中介机构，应指定一家责任分支机构全面负责该区域清核工作。 |
| III. As from the date of receiving this Notice, an intermediary shall, when effectively carrying out the practice registration of new employees, conduct self-inspection and verification of the practice registration of all practitioners of the institution in the practice management sub-system of the insurance intermediary regulation information system (hereinafter referred to as the “intermediary system”), and make reasonable arrangements for verification progress to avoid the system congestion caused by centralized filling before the end of self-inspection. To be specific, 30% of the self-inspection work shall be completed by May 15, 2019, more than 60% by June 15, and the rest by July 31. Self-inspection work mainly includes the following: | | 三、中介机构自收到本通知之日起，应在做好新入司从业人员执业登记的同时，对本机构所有从业人员在保险中介监管信息系统－执业管理子系统（以下简称中介系统）执业登记进行自查清核，并合理安排清核进度，避免在自查结束前集中填报造成系统拥堵。2019年5月15日前应完成自查任务的30%，6月15日前应完成60%以上，7月31日前完成全部自查清核工作。自查清核重点包括以下方面： |
| (1) Eliminating the data on falsely reported personnel. The illegal practices in practice registration shall be corrected. Efforts shall be made to remove the personnel who are falsely reported or increased for the illegal purpose of evading taxes or swindling money, and to eliminate the false names in the intermediary system. | | 1．人员清虚。纠正执业登记中的违规做法，清除为违规避税、套取费用等不法目的虚挂虚增、有名无实的人员，消除中介系统中的虚假人员。 |
(2) Making clear affiliation. Measures shall be taken to correct the improper practice of centralized registration of practitioners in the name of corporate institutions and clarify the practitioners' affiliation in strict accordance with the territorial principle of practice registration (i.e. a practitioner shall be affiliated to the branch of the region where he or she conducts business), in an attempt to make clear his or her affiliated branch of the region where he or she conducts business.
