| Regulations of Shenzhen Special Economic Zone on Consumption Ban of Wild Animals was adopted at Fortieth Session ofthe Standing Committee of the Sixth People's Congress of Shenzhen Municipality on March 31, 2020 and is hereby promulgated, effective from May 1, 2020. | | 《深圳经济特区全面禁止食用野生动物条例》经市第六届人民代表大会常务委员会第四十次会议于2020年3月31日通过，现予公布，自2020年5月1日起施行。 |

| Article 1 For the purpose of effectively preventing major public health hazards, effectively protect human life and health, enhance ecological conservation for harmony between man and nature, these Regulations are hereby formulated in accordance with the Decision of the Standing Committee of the National Peoples Congress on a Complete Ban of Illegal Wildlife Trade and the Elimination of the Unhealthy Habit of Indiscriminate Wild Animal Meat Consumption for the Protection of Human Life and Health and the relevant laws and regulations and in light of actual circumstances of Shenzhen Special Economic Zone. | | 第一条 为了有效防范重大公共卫生风险，切实保障人民群众生命健康安全，加强生态文明建设，促进人与自然和谐共生，根据《全国人民代表大会常务委员会关于全面禁止非法野生动物交易、革除滥食野生动物陋习、切实保障人民群众生命健康安全的决定》和法律、行政法规的基本原则，结合深圳经济特区实际，制定本条例。 |
| Article 2 Consumption of the following wild animals and related products shall be prohibited: | | 第二条 禁止食用下列野生动物及其制品： |
| (1) Wild animals under national priority protection and other terrestrial wild animals naturally growing and reproducing in the wild; | | （一）国家重点保护野生动物以及其他在野外环境自然生长繁殖的陆生野生动物； |
| (2) Terrestrial wild animals bred artificially or in captivity. | | （二）人工繁育、人工饲养的陆生野生动物。 |
| It is prohibited from consuming any animals and related products for non-food use including but not limited to scientific experiments, public exhibition, and pet-raising. | | 禁止食用用于科学实验、公众展示、宠物饲养等非食用性利用的动物及其制品。 |
| Article 3 Consumable animals include: | | 第三条 可以食用的动物包括： |
| (1) Pigs, cattles, sheep and goats, donkeys, rabbits, chickens, ducks, geese, pigeons, quails and domestic other poultry and livestock listed in the National Catalogue of Livestock and Poultry Genetic Resources, which are raised for food use; | | （一）国家畜禽遗传资源目录所列的猪、牛、羊、驴、兔、鸡、鸭、鹅、鸽、鹌鹑以及该目录所列其他以提供食用为目的饲养的家禽家畜； |
| (2) Aquatic animals that are not prohibited from being consumed by laws and regulations. | | （二）依照法律、法规未禁止食用的水生动物。 |
| Article 4 No entity or individual may, for the purpose of providing food, produce or trade any animals and their products that are prohibited from being consumed. | | 第四条 任何单位和个人不得以提供食用为目的，生产、经营禁止食用的动物及其制品。 |
| Article 5 No entity or individual may, for the food use, provide any site or transaction service for producing and trading any animals that are prohibited from being consumed and related products. | | 第五条 任何单位和个人不得为以提供食用为目的生产、经营禁止食用的动物及其制品的行为提供场所或者交易服务。 |
| Article 6 No entity or individual may, for the food use, breed or raise any animals that are prohibited from being consumed, and the breeding or rasing any animals for non-food use including but not limited to scientific experiment, public exhibition and pet-raising shall be subject to provisions of relevant laws and regulations. | | 第六条 任何单位和个人不得以提供食用为目的，繁育、饲养禁止食用的动物；因科学实验、公众展示、宠物饲养等非食用性利用繁育、饲养的，依照有关法律、法规的规定执行。 |
| Article 7 No entity or individual may publish any advertisement that may promote or induce people to consume any animals that are prohibited from being consumed,and related products, and shall not adopt the names, nicknames, or patterns of any animals that are prohibited from being consumed and related products in any brands or menus of restaurants. | | 第七条 任何单位和个人不得发布含有宣传、诱导食用禁止食用的动物及其制品内容的广告，不得以禁止食用的动物及其制品的名称、别称、图案制作餐饮招牌或者菜谱。 |
| Article 8 Where any animals that are prohibited from being consumed and related products are used as medicine, it shall be subject to laws and regulations related to medicine administration. | | 第八条 禁止食用的动物及其制品作为药品使用的，应当遵守有关药品管理的法律、法规。 |
| It is prohibited from consuming, producing or trading under the pretext of herbal cuisine, any animals that are prohibited from being consumed and related products. | | 禁止以药膳名义食用或者生产、经营禁止食用的动物及其制品。 |
| Article 9 Consumable animals are encouraged to be delivered through cold chain. | | 第九条 推行可食用动物冷链配送。 |
| The following acts are prohibited: | | 禁止下列行为： |
| (1) Slaughter of any poultry or livestock without authorization; | | （一）私自屠宰家禽家畜； |
| (2) Sale of any poultry or livestock slaughtered without authorization; | | （二）销售私自屠宰的家禽家畜； |
| (3) Sale of any poultry or livestock to consumers for food use. | | （三）以提供食用为目的向消费者销售家禽家畜活体。 |
Article 10 Municipal and district people's governments shall enhance the leadership and organization of the work about a complete ban on the consumption of wild animals, organize and supervise relevant departments to perform their supervision and administration roles and responsibilities in accordance with law, strengthen coordination and cooperation, and make greater efforts on supervision, inspection, and responsibility investigation.
