| I. The Framework Plan for the Construction of the China-Shanghai Cooperation Organization (SCO) Demonstration Zone for Local Economic and Trade Cooperation (hereinafter referred to as the “Framework Plan”) is hereby approved in principle, and you shall conscientiously organize the implementation thereof. | | 一、原则同意《中国-上海合作组织地方经贸合作示范区建设总体方案》（以下简称《总体方案》），请认真组织实施。 |
II. In the construction of the China-Shanghai Cooperation Organization (SCO) Demonstration Zone for Local Economic and Trade Cooperation, under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be thoroughly implemented, the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy shall be promoted in an integrated and coordinated manner, the people-centered philosophy of development shall be adhered to, and a new vision for development shall be firmly established; and in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, efforts will be made to establish a new platform for international cooperation along the “Belt and Road,” expand cooperation in such fields as international logistics, modern trade, bilateral investment, business and cultural exchanges, maximize the role of Qingdao in the construction of the New Eurasian Land Bridge Economic Corridor (NELBEC) and maritime cooperation in the Belt and Road Initiative, enhance the interconnection between China and the Shanghai Cooperation Organization (SCO) countries, and focus on promoting the formation of a new ground in opening China further through links running eastward and westward, across land and over sea.
