| The justice departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government; and the Justice Bureau of Xinjiang Production and Construction Corps: | | 各省、自治区、直辖市司法厅（局），新疆生产建设兵团司法局： |
| In order to thoroughly study and implement the spirit of the 19th CPC National Congress, conscientiously implement the Opinions of Four Ministries and Commissions including the Ministry of Justice on Developing the Foreign-Related Legal Service Industry, strengthen the building of foreign-related legal service teams, cultivate and reserve a group of high-quality foreign-related lawyer talents with a good understanding of international rules and with world visions and international perspectives, and better serve the construction of the “Belt and Road” and other major development strategies of the state and provide legal services for Chinese enterprises and citizens going global and for China's major foreign-related economic and trade activities and the overall picture of China's diplomatic work, the Ministry of Justice has decided to establish the national foreign-related lawyer talent pool and foreign-related lawyer talent pools of all provinces (autonomous regions and municipalities directly under the Central Government). You are hereby notified of the relevant matters as follows: | | 为深入学习贯彻党的十九大精神，认真落实司法部等四部委《关于发展涉外法律服务业的意见》，加强涉外法律服务队伍建设，培养储备一批通晓国际规则、具有世界眼光和国际视野的高素质涉外律师人才，更好地为“一带一路”建设等国家重大发展战略、为中国企业和公民“走出去”、为我国重大涉外经贸活动和外交工作大局提供法律服务，司法部决定建立全国及各省（区、市）涉外律师人才库。现将有关事项通知如下： |
| I. Professional Fields | | 一、专业领域 |
| Foreign-related lawyer talent pools shall be classified according to the following foreign-related professional fields: | | 涉外律师人才库按照如下涉外专业领域进行分类： |
| (1) International economic cooperation, including international economic dialogues, negotiations of international organizations, bilateral or multilateral economic and trade agreements, and government investment agreements and negotiations, among others. | | （一）国际经济合作。包括国际经济对话，国际组织谈判，双边或多边经贸协定，政府投资协定谈判等； |
| (2) International trade, including WTO dispute settlement, anti-monopoly, anti-dumping, anti-subsidy and guarantee measures, Section 337 Investigations and Section 301 Investigations of the United States, international sales of goods, cross-border e-commerce, and customs affairs, among others. | | （二）国际贸易。包括WTO争端解决，反垄断，反倾销、反补贴及保障措施，美国337调查、301调查，国际货物买卖，跨境电子商务，海关事务等； |
| (3) Cross-border investment, including overseas greenfield investments, cross-border equity mergers and acquisitions, cross-border asset transactions, formation of legal persons or branches abroad, anti-commercial bribery, and anti-corruption, among others. | | （三）跨境投资。包括境外绿地投资，跨境股权并购，跨境资产交易，境外设立法人或分支机构，反商业贿赂、反腐败等； |
| (4) Financial and capital markets, including cross-border loans, overseas bond issuance, international financing, Internet finance, overseas listing, foreign-related funds, and trusts, among others. | | （四）金融与资本市场。包括跨境贷款，境外发债，国际融资，互联网金融，境外上市，涉外基金、信托等； |
| (5) Energy and infrastructures, including overseas infrastructure investment and construction, and international energy exploration and development, among others. | | （五）能源与基础设施。包括境外基础设施投资与建设，国际能源勘探与开发等； |
| (6) Maritime affairs, including vessels, shipping, marine losses, marine culture, and special maritime procedures, among others. | | （六）海商海事。包括船舶，航运，海损，海洋养殖，海事特别程序等； |
| (7) Cross-border crimes, manhunts and recovery of illicit property, including transnational drug-related crimes, money laundering, corruption, terrorism and other crimes, manhunts and recovery of illicit property, and international criminal judicial assistance, among others. | | （七）跨国犯罪与追逃追赃。包括跨国毒品、洗钱、腐败、恐怖主义等犯罪，追逃追赃，国际刑事司法协助等； |
| (8) Intellectual property and information security, including protection of foreign-related patents, trademarks, copyrights, and trade secrets, foreign-related intellectual property transactions, international network information security, and foreign-related intellectual property disputes, among others. | | （八）知识产权及信息安全。包括涉外专利、商标、著作权、商业秘密保护，涉外知识产权交易，国际网络信息安全，涉外知识产权争议等； |
(9) Civil and commercial litigation and arbitration, including foreign-related civil and commercial litigation, arbitration and relevant enforcements, and alternative dispute resolution, among others.
