| | 第一条 为了明确铁路运输企业对旅客的损害赔偿责任，维护旅客的合法权益，根据《中华人民共和国铁路法》，制定本规定。 |
Article 1 These Provisions are formulated in accordance with the Railway Law of the People's Republic of China | |

| | 第二条 本规定适用于铁路运输企业对在中华人民共和国境内的铁路旅客运输中发生的旅客人身伤亡及其自带行李损失的赔偿。 |
| Article 2 These Provisions shall apply to the compensation for the loss of life or personal injury of a passenger and the damage to the passenger's personal luggage arising in the period of railway passenger transportation within the territory of the People's Republic of China. | |
前款所称铁路旅客运输中，是指自旅客经剪票进站至到达行程终点出站时止。 |
The period of railway passenger transportation as referred to in the preceding paragraph starts at the moment when the passenger checks in and enters into the railway station and ends at the moment when the passenger arrives at the destination and comes out of the railway station. | |

| | 第三条 本规定所称旅客，是指持有效乘车凭证乘车的人员以及按照国务院铁路主管部门有关规定免费乘车的儿童。
