| In order to implement the deployments of the Government Work Report for 2016 and guide more foreign investment in the Central and Western China, the National Development and Reform Commission (“NDRC”) is to revise the Catalogue of Priority Industries for Foreign Investment in Central and Western China (2013 Revision) (hereinafter referred to as the “Catalogue for Central and Western China”) jointly with the Ministry of Commerce and other departments. You are hereby notified of the relevant matters as follows: | | 为落实2016年政府工作报告部署，引导外资更多投向中西部地区，我委会同商务部等部门拟修订《中西部地区外商投资优势产业目录（2013年修订）》（以下简称《中西部目录（2013年修订）》）。现将有关事项通知如下： |
I. The revision of the Catalogue for Central and Western China (2013 Revision) shall implement the development concepts of innovation, coordination, green growth, openness, and sharing, promote the industrial structure optimization and adjustment, maximize such advantages of Central and Western China as industrial foundation, labor force, and resources, attract labor-intensive industries, promote the transformation and upgrading of traditional industries, and develop export-oriented industrial clusters, and improve the development level of service industries. Projects that do not meet the environmental protection requirements and have serious overcapacity are strictly restricted from being transferred to Central and Western China.
