| In order to strengthen and improve the administration of special value-added tax (“VAT”) invoices, the State Taxation Administration has decided to adjust the anti-counterfeiting measures for special VAT invoices. From the first quarter of 2019, special VAT invoices shall be printed according to the adjusted anti-counterfeiting measures. The relevant matters are hereby announced as follows: | | 为加强和改进增值税专用发票管理，税务总局决定调整增值税专用发票防伪措施，自2019年第一季度起增值税专用发票按照调整后的防伪措施印制。现将有关事项公告如下： |
The anti-counterfeiting measures such as the optical color-changing fiber in form of a ring and the paper anti-counterfeiting line are cancelled, and the anti-counterfeiting measures such as the anti-counterfeiting variable ink by rubbing, special shaped numbers, and the composite anti-counterfeiting information shall continue to be retained. See Annex for some adjusted anti-counterfeiting measures for special VAT invoices.
