| The joint prevention and control mechanisms that have arisen in response to the COVID-19 outbreak of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; the transport departments (bureaus and commissions), foreign affairs offices, and health commissions of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; the Guangdong Branch of the General Administration of Customs and all customs offices directly under the General Administration of Customs; all general stations for exit and entry and frontier inspection; all regional administrations of the Civil Aviation Administration of China; Changjiang River Administration of Navigational Affairs; and all maritime safety administrations directly under the Ministry of Transport: | | 各省、自治区、直辖市、新疆生产建设兵团应对新冠肺炎疫情联防联控机制，各省、自治区、直辖市、新疆生产建设兵团交通运输厅（局、委）、外事办、卫生健康委，海关总署广东分署、各直属海关，各出入境边防检查总站，民航各地区管理局，长江航务管理局，各直属海事局： |
| For the purposes of thoroughly implementing the spirit of important instructions given by General Secretary Xi Jinping and other leaders of the CPC Central Committee, advancing the implementation of the decisions and arrangements made by the CPC Central Committee and the State Council for advancing in an overall manner the prevention and control of the COVID-19 outbreak and economic and social development, precisely and effectively conducting prevention and control of the COVID-19 outbreak among the crew of vessels engaged on international voyages, guaranteeing Chinese crew's shifts and return to China upon the expiration of contracts, among others, in an orderly manner, and protecting the lawful rights and interests of crew according to the law, in accordance with the arrangements and requirements of the joint prevention and control mechanism of the State Council in response to the COVID-19 outbreak, you are hereby notified of precisely and effectively conducting the prevention and control of the COVID-19 outbreak among the crew on vessels engaged on international voyages as follows: | | 为深入贯彻习近平总书记等中央领导同志重要指示批示精神，推动落实党中央、国务院关于统筹推进疫情防控和经济社会发展工作的决策部署，精准做好国际航行船舶船员疫情防控工作，有序保障中国籍船员换班、合同到期回国等，依法保障船员合法权益，按照国务院应对新冠肺炎疫情联防联控机制部署要求，现就精准做好国际航行船舶船员疫情防控工作通知如下： |
| I. Strictly implementing the responsibilities for the prevention and control of the COVID-19 outbreak | | 一、严格落实新冠肺炎疫情防控责任 |
| (1) Strictly implementing responsibilities of enterprises: Shipping enterprises and institutions assigning seafarers abroad are the first persons responsible for the prevention and control of the COVID-19 outbreak, and shall further improve the companies' management system and rules, strictly implement various requirements for the prevention and control of the COVID-19 outbreak onboard vessels and among their crew members, abide by the quarantine inspection provisions, effectively strengthen the administration of crew members onboard, train crew members on epidemic prevention and control knowledge, guide vessels in supervising and urging the crew's effective self-protection on board and during production and operations, be equipped with sufficient and complete protective equipment onboard, and guarantee the supply of shipping supplies, crew meals and daily necessities. | | （一）严格落实企业主体责任。航运企业、海员外派机构是船员疫情防控第一责任人，要进一步完善公司管理体系和制度，严格落实船舶、船员疫情防控各项要求，遵守检疫检测规定，切实加强对在船船员的管理，开展船员疫情防控知识培训，指导船舶督促船员做好在船和生产作业期间的自我防护，配足配齐船上各类防护用品，保障船舶物料、船员膳食和生活必需品供给。 |
| (2) Strictly implementing industry supervision responsibilities: Transport departments and the maritime safety administrations directly under the Ministry of Transport shall, according to division of functions, strengthen the legal supervision of shipping enterprises and institutions assigning seafarers abroad, supervise and direct the establishment and improvement and strict implementation of various rules on the prevention and control of the COVID-19 outbreak, and proactively support local governments and all port inspection entities in implementing the prevention of entry of the coronavirus into China. Local transport, port inspection and health entities shall, according to their functions, further optimize the relevant joint prevention and control measures, and effectively conduct the exit and entry administration of the crew of vessels engaged on international voyages. | | （二）严格落实行业监管责任。交通运输主管部门、直属海事局要按照职责分工加强对航运企业、海员外派机构的依法监管，督促指导建立健全并严格执行疫情防控工作各项制度，积极配合地方政府和各口岸查验单位落实防范境外疫情输入工作。各地交通运输、口岸查验和卫生健康单位要根据自身职责，进一步优化相关联防联控措施，做好国际航行船舶船员出入境管理。 |
(3) Strictly implementing the territorial responsibilities of local governments: The people's government at the places where ports are located shall strictly implement territorial responsibilities, strictly implement the provisions on the shifts of Chinese crew, satisfy crew's reasonable requests for disembarkation; and shall organize transport, public security, health and other relevant departments to arrange special forces to effectively strengthen the administration of inbound crew members and effectively control of potential risk of epidemic spread.
