| Announcement on the First Bidding for the Export Quotas of Licorice in 2016 | | 关于2016年甘草第一次配额招标的公告 |
| With a view to protect the resources and environment, reduce the pollution and energy consumption, and enhance the efficiency of the resource use, under the Measures for the Bidding for the Quotas of Export Commodities and the Detailed Rules for the Implementation of the Bidding for the Export Quotas of Industrial Products, both of which were issued by the Ministry of Commerce, Matters concerning the First Bidding for the Export Quotas of Licorice in 2016 are hereby announced as follows: | | 为保护资源和环境，减少污染能耗，提高资源的使用效率，根据商务部《出口商品配额招标办法》和《工业品出口配额招标实施细则》的有关规定，现将2016年度第一次甘草出口配额招标有关事项公告如下： |
| I. Commodities subject to the invitation for bid | | 一、招标商品 |
| Licorice and licorice products（check Annex I for the catalogue of commodity tariff numbers）。 | | 甘草及其制品（商品税号目录见附件1）。 |
| II. The starting time for bidding | | 二、招标时间 |
| From November, 2015, the Bidding Committee of Export Commodity Quotas of the Ministry of Commerce (hereinafter referred to as the Bidding Committee) will start the bidding for the export quotas of the commodities subject to the bid invitation, the announcement on the bidding for the specific commodities will be published on the International Business Daily, the official website of the Ministry of Commerce and China International Electronic Commerce Network. | | 从2015年11月起，商务部出口商品配额招标委员会（以下简称招标委员会）将对招标商品进行配额招标，具体商品招标公告将在《国际商报》、商务部网站及中国国际电子商务网上公布。 |
| III. Standards on the qualification of the bidding enterprises | | 三、投标企业资质标准 |
| 1. Enterprises shall obtain the qualification for operating the import and export business or complete the recordation and registration procedure for foreign trade operators or obtain the approval certificate for foreign-invested enterprises, and possess the status of independent legal persons. The business scope of foreign-invested enterprises shall include business of exporting the corresponding commodities, or have the export scale of the corresponding commodities upon the approval of the Ministry of Commerce. | | （一）获得进出口经营资格或办理对外贸易经营者备案登记或获得外商投资企业批准证书、具有独立法人资格，外商投资企业经营范围中应包括相应商品出口业务，或经商务部批准具有相关商品的出口规模。 |
| 2. Production enterprises shall have the environmental protection treatment facilities adapted to their production scale, and the emission of pollutants shall meet the national or local standards on the emission of relevant pollutants. | | （二）生产企业具有与生产规模相适应的环保治理设施，污染物排放达到国家或地方有关污染物排放标准。 |
| 3. Enterprises shall abide by the relevant national laws and regulations as well as relevant local regulations, and participate in such social insurances as the endowment insurance, unemployment insurance, medical insurance, work-related injury insurance and maternity insurance according to the law. | | （三）遵守国家有关法律法规和当地政府的有关规定，依法参加养老、失业、医疗、工伤、生育等各项社会保险。 |
| 4. The goods purchased by circulation enterprises shall be from the production enterprises meeting the provisions of the aforementioned 2 and 3. | | （四）流通企业所采购货物必须是来自符合上述第（二）、（三）款要求的生产企业所供产品。 |
| 5. There was no violation of the relevant laws and regulations of the state from 2012 to 2014 | | （五）2012-2014年无违反国家有关法律法规的行为。 |
| 6. Conditions on the specific commodities are as follows: | | （六）具体品种条件如下： |
| 1. Fresh or dry licorice: production and processing enterprises which had the actual export performance, or whose amount of the annual average consigned export had reached 300 thousand USD, or whose annual average export supply had reached 500 thousand tons from 2012 to 2014; or enterprises whose amount of the annual average export of Chinese medicinal materials had reached 500 thousand USD. | | 1.鲜或干的甘草：凡在2012-2014年，有出口实绩，或年平均委托出口额30万美元以上，或年平均出口供货数量达到50吨以上的生产加工企业；或中药材年平均出口额达到50万美元以上的企业。 |
| 2. Licorice juice and its extract: production enterprises who had the actual export performance, or whose annual average export supply had reached 80 tons from 2012 to 2014. | | 2.甘草液汁及浸膏：凡在2012-2014年，有出口实绩，或年平均出口供货数量达到80吨的生产企业。 |
| 3. Glycyrrhizin powder, glycyrrhizin salt and their derivatives: production enterprises which had the actual export performance, or whose annual average supply value had reached 2.2 million RMB, or enterprises whose annual average export of plant extract had reached 1.2 million USD from 2012 to 2014. | | 3.甘草酸粉、甘草酸盐及其衍生物：凡在2012-2014年，有出口实绩，或年平均供货值220万人民币以上的生产企业，或植物提取物年平均出口额120万美元以上的企业。 |
| 4. Enterprises engaging in the artificial cultivation with a planting area of no less than 5000 mu. | | 4.从事甘草人工种植，种植面积在5000亩以上的企业。 |
| The quantity of the export supply of any of the aforementioned commodities subject to the bid invitation does not include the quantity of the self-operating export by the production enterprises. The export quantity shall be subject to the customs statistics and the export supply shall be subject to the result of the qualification examination. | | 上述所有招标商品出口供货数量不包括生产企业自营出口数量。出口数量以海关统计为准，出口供货以资格审查结果为准。 |
IV. To promote the reasonable and efficient use of the export quotas for the commodities subject to the bid invitation, enterprises meeting the following conditions shall be allowed to conduct a one-time combined transfer of the actual export performance and the unused export quotas of the year of relevant commodities in 2016:
