MOFTEC announced the preliminary adjudication in its Notice No.45, 2002 on Nov.26, 2002 that China would impose temporary anti-dumping measures against the product-investigated that are originally produced in the United States, Japan, The Republic of Korea and Finland.

2002年2月6日，对外贸易经济合作部（以下简称“外经贸部”）发布公告，对原产于美国、日本、韩国和芬兰的进口铜版纸进行反倾销立案调查。2002年11月26日，外经贸部发布2002年第45号公告，公布了该案的初裁决定，并决定对原产于美国、日本和韩国的被调查产品采取临时反倾销措施。该被调查产品立案时在中华人民共和国2001年的海关进口税则号中列为“48101100、48101200”，自2002年起，中国海关起用了新的税则号，原48101100、48101200两个税则号取消，该被调查产品在中华人民共和国2002年的海关进口税则号应为48101300、48101400和48101900。
