| Measures for the Sheltering and Rescue of Wild Animals | | 野生动物收容救护管理办法 |
| Article 1 For the purposes of regulating the sheltering and rescue of wild animals, these Measures are developed according to the Wild Animal Conservation Law of the People's Republic of China and other relevant laws and regulations. | | 第一条 为了规范野生动物收容救护行为，依据《中华人民共和国野生动物保护法》等有关法律法规，制定本办法。 |
| Article 2 Those whose shelter and rescue wild animals shall comply with these Measures. | | 第二条 从事野生动物收容救护活动的，应当遵守本办法。 |
| For the purpose of these Measures, “wild animals” means terrestrial wild animals protected by law. | | 本办法所称野生动物，是指依法受保护的陆生野生动物。 |
| Article 3 Sheltering and rescue of wild animals shall be conducted under the principles of timeliness, locality, proximity, and scientificity. | | 第三条 野生动物收容救护应当遵循及时、就地、就近、科学的原则。 |
| The trade of wild animals and their products in the name of sheltering and rescue shall be prohibited. | | 禁止以收容救护为名买卖野生动物及其制品。 |
| Article 4 The State Forestry Administration (“SFA”) shall be responsible for organizing, directing and supervising the sheltering and rescue of wild animals across the country. The competent forestry departments of the local people's government at or above the county level shall be responsible for organizing, supervising and administering the sheltering and rescue of wild animals within their respective administrative regions. | | 第四条 国家林业局负责组织、指导、监督全国野生动物收容救护工作。县级以上地方人民政府林业主管部门负责本行政区域内野生动物收容救护的组织实施、监督和管理工作。 |
| The competent forestry departments of the local people's governments at or above the county level shall, in accordance with the relevant provisions, specify the institutions for the sheltering and rescue of wild animals, guarantee the personnel and funds, and strengthen the sheltering and rescue work. | | 县级以上地方人民政府林业主管部门应当按照有关规定明确野生动物收容救护机构，保障人员和经费，加强收容救护工作。 |
| Where a competent forestry department of the local people's government at or above the county level carries out sheltering and rescue in accordance with these Measures, and needs to carry out the work across different administrative regions or needs the assistance of another administrative region, the competent forestry departments of both sides shall conduct full consultation and active coordination. If necessary, the common forestry administrative department at the higher level may conduct unified coordination. | | 县级以上地方人民政府林业主管部门依照本办法开展收容救护工作，需要跨行政区域的或者需要其他行政区域予以协助的，双方林业主管部门应当充分协商、积极配合。必要时，可以由共同的上级林业主管部门统一协调。 |
| Article 5 An institution for sheltering and rescuing wild animals shall, according to the requirements of the competent forestry department of the people's government at the same level and the actual needs for sheltering and rescuing wild animals, establish sheltering and rescue premises, and be equipped with corresponding professional technicians, rescue tools, equipment and drugs, among others. | | 第五条 野生动物收容救护机构应当按照同级人民政府林业主管部门的要求和野生动物收容救护的实际需要，建立收容救护场所，配备相应的专业技术人员、救护工具、设备和药品等。 |
| The competent forestry departments of the people's governments at or above the county level and their institutions for the sheltering and rescue of wild animals may, where necessary, organize the organizations and individuals engaged in the scientific research and artificial breeding of wild animals to participate in the sheltering and rescue of wild animals. | | 县级以上地方人民政府林业主管部门及其野生动物收容救护机构可以根据需要，组织从事野生动物科学研究、人工繁育等活动的组织和个人参与野生动物收容救护工作。 |
Article 6 The competent forestry departments of the local people's governments at or above the county level shall announce the names, addresses, contact information and other relevant information on the institutions for sheltering and rescuing wild animals.
