| Your Letter on the Request for Specifying the Handling Methods for Matters concerning the Disclosure upon Application (Letter No. 4 [2019], General Office, Guangdong) has been received. In accordance with the relevant legal provisions, where the functions of an administrative organ change, the administrative organ responsible for exercising the relevant functions shall assume the corresponding responsibility. In accordance with the relevant provisions of the Regulation of the People's Republic of China on the Disclosure of Government Information, an application for the disclosure of government information shall be handled under the principle that “whoever receives the application shall handle it.” With respect to the issues concerning the division of responsibilities for government information disclosure after the functions of an administrative organ are transferred, the following handling opinions are raised:
