For purposes of deepening the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services,” advancing “Internet plus government services,” improving foreign exchange administration rules, and promoting the steady and high-quality growth of foreign trade, in accordance with the Foreign Trade Law of the People's Republic of China, the Administrative License Law of the People's Republic of China, the Regulation of the People's Republic of China on the Administration of the Import and Export of Goods, the Several Provisions of the State Council on Online Government Services, the Measures for the Administration of Export Licenses for Goods and other applicable laws, administrative regulations and rules, the Ministry of Commerce and the General Administration of Customs have decided to apply paperless application for export licenses and paperless customs clearance for applicable goods.
