| The Provisions of the Supreme People's Court on Several Issues concerning the Application of Law in the Trial of Private Lending Cases (hereinafter referred to as the “Provisions”), as adopted at the 1655th Session of the Judicial Committee of the Supreme People's Court on June 23, 2015 and issued on August 6, 2015, shall come into force on September 1, 2015. In order to further study, comprehendandcorrectly apply judicial interpretations,you are hereby notified of the following matters: | | 《最高人民法院关于审理民间借贷案件适用法律若干问题的规定》（以下简称《规定》）已于2015年6月23日经最高人民法院审判委员会第1655次会议通过并于8月6日予以公布，将于2015年9月1日起施行。为便于进一步学习领会和正确适用司法解释，特作如下通知： |
| I. Fully understanding the significance of the issuance of the Provisions | | 一、充分认识《规定》出台的意义 |
The Provisions are important judicial interpretations developed by the Supreme People's Court in accordance with current relevant legal provisions of China and on the basis of summarizing the practical experience in trial accumulated for a long time under the background that such various important strategic decisions as governing the country by law, deepening the financial system reform, and supporting the development of substantial economy, especially the development of medium, micro and small enterprises, are raised at the 18th CPC National Congress. The Provisions provide operable judicial adjudication basis for the correct and timely trial of cases of private lending disputes by the nationwide people's courts at all levels, and will play an extremely important role in maintaining the harmonious and stable economic and social development. The people's courts at all levels shall, based on the overall objectives ofachieving the strategy of governing the country by lawand maintaining and promoting economic and social development, correctly grasp, understand and apply the spirit and basic contents of the Provisions.
