| The commerce departments and the public security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, and Xinjiang Production and Construction Corps; Guangdong Branch of the General Administration of Customs, and all customs offices directly under the General Administration of Customs: | | 各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门、公安厅（局）、海关总署广东分署、各直属海关： |
| Promoting the export of used vehicles actively yet prudently is not only an important move to advance the high-quality development of foreign trade and maintain the stable growth in foreign trade, but an essential means of stimulating the vitality of the domestic automobile consumption market and encouraging the healthy development of automobile industry. Therefore, we shall support the export of used vehicles in certain regions with mature conditions (See Annex for List of the First Batch of Regions). To this end, relevant matters are hereby announced as follows: | | 积极稳妥开展二手车出口业务，是推动外贸高质量发展、做好外贸稳增长工作的重要举措，也是激发国内汽车消费市场活力、促进汽车产业健康发展的重要途径。经研究，我们支持在条件成熟地区（首批名单附后）开展二手车出口业务。为做好相关工作，现就有关事项通知如下： |
| I. Strictly selecting the exporters. The regions that support the export of used vehicles shall develop an implementation plan. They shall select the exporters in a strict manner based on local conditions and in consideration of the exporters' capabilities of integrating sources of used vehicles, overseas market channels, after-sales service support system, and credit records. In the meanwhile, an assessment and exit mechanism shall be established to provide annual assessment services. The list of selected exporters and the annual assessment result shall be reported to the Ministry of Commerce for recordation. | | 一、严格甄选出口企业。开展二手车出口业务的地区要制定实施方案。结合本地实际，综合考虑二手车车源整合能力、海外市场渠道、售后服务保障能力、信用记录等情况，严格甄选出口企业，同时建立考核与退出机制，实行年度考核，通过甄选的企业名单及年度考核结果报商务部备案。 |
| After the recordation, the exporters of used vehicles may apply for an export license with the local commerce departments at the provincial level (including the commerce departments in cities under separate state planning). In the “Remarks” section of the export license, the vehicle identification numbers (VINs) of the used vehicles shall be entered. | | 经备案的二手车出口企业可向本地区省级（含计划单列市）商务主管部门申领出口许可证，许可证备注栏应填写车辆识别代号（VIN）。 |
II. Rigorously performing the used vehicle transaction registration and deregistration formalities. After purchasing a used vehicle in the domestic market, the exporter of used vehicles shall go through the used vehicle transaction registration procedures according to the law. Within two months after completing the export customs clearance for used vehicles, the exporter shall, by presenting export declaration forms and other licenses and certificates according to laws and regulations, apply for the deregistration to the traffic administration department of local public security organ of the place where the vehicle is registered; and, before applying for the deregistration, complete the handling of the illegal acts on road traffic safety or traffic accidents involving the exported vehicles.
．．．．．． | | 二、严格履行二手车交易登记和注销手续。二手车出口企业在国内收购车辆后，应当依法办理二手车交易登记手续。在办理二手车海关出口通关手续后2个月内，凭出口报关单及法律法规规定的证明凭证向机动车登记地公安交管部门申请注销登记；申请注销登记前，应当将涉及出口车辆的道路交通安全违法行为和交通事故处理完毕。
