| Since the National Intellectual Property Strategy was issued for implementation, all regions and all competent departments concerned have earnestly implemented the relevant decisions and plans of the Central Committee of the Communist Party of China (CPC) and the State Council to promote work of the intellectual property strategy toward achievement of new progress and results, basically realizing the five-year targets for the first phase defined by the Outline of the National Intellectual Property Strategy, which has played an important role in supporting economic and social development. Along with in-depth development of the knowledge-based economy and economic globalization, intellectual property has increasingly become a strategic resource for national development and a core essential factor of international competitiveness. In-depth execution of the national intellectual property strategy is an important support and guarantee for full-scale deepening of reform, and is an important approach for promoting optimization and upgrade of the economic structure. | Under the guidance of the Deng Xiaoping Theory, the important thought of “Three Represents” and the Scientific Outlook on Development, in full-scale implementation of the spirit of the 18th National Congress of the Communist Party of China (CPC) and the 2nd, 3rd and 4th Plenary Sessions of the 18th CPC Central Committee, in full-scale implementation of the various relevant decisions and plans of the CPC Central Committee and the State Council, in realization of the innovation-driven development strategy, in accordance with the guiding principles of encouraging creation, effective application, protection by law and scientific management, in adherence to the path of development of intellectual property with Chinese characteristics, and with efforts focused on strengthening application and protection of intellectual property, a favorable environment of the rule of law, market environment and cultural environment for intellectual property shall be actively developed, and the route of development to build China into a country powerful in intellectual property shall be earnestly planned, in striving to turn China into a country powerful in intellectual property, and in providing powerful support for building China into an innovative country and for full-scale construction of a well-off society in China. | | 以邓小平理论、“三个代表”重要思想、科学发展观为指导，全面贯彻党的十八大和十八届二中、三中、四中全会精神，全面落实党中央、国务院各项决策部署，实施创新驱动发展战略，按照激励创造、有效运用、依法保护、科学管理的方针，坚持中国特色知识产权发展道路，着力加强知识产权运用和保护，积极营造良好的知识产权法治环境、市场环境、文化环境，认真谋划我国建设知识产权强国的发展路径，努力建设知识产权强国，为建设创新型国家和全面建成小康社会提供有力支撑。 |

| -- Remarkable promotion of the level of creation of intellectual property: The possession of intellectual property rights shall have further increased, with remarkable structural improvement, and with sharp growth in core patents, well-known brands, copyrights to fine works and fine new plant varieties. A number of enterprises competitive in intellectual property that are in possession of patent layouts in China and abroad and global well-known brands shall have formed. | | ——知识产权创造水平显著提高。知识产权拥有量进一步提高，结构明显优化，核心专利、知名品牌、版权精品和优良植物新品种大幅增加。形成一批拥有国外专利布局和全球知名品牌的知识产权优势企业。 |

The amount of investment and financing with intellectual property rights shall have remarkably increased. The market value of intellectual property shall have sufficiently manifested itself. The proportion of the value added generated by intellectual property-intensive industries in the Gross Domestic Product (GDP) shall have remarkably increased. Key higher education institutions and scientific and technological research institutions shall have generally established intellectual property management systems.
