| Your Letter No. 4 [2019] of the People's Government of Hainan Province has been received. Upon deliberation with the Office of the Foreign Affairs Commission of the CPC Central Committee, the Ministry of Foreign Affairs, the Ministry of Public Security, the Ministry of Finance, the Ministry of Commerce, the Ministry of Culture and Tourism, the General Administration of Customs, the State Taxation Administration, the State Immigration Administration and other departments, we have granted in principle our approval to your implementation plan for the pilot program. | | 你省发电琼府明电〔2019〕4号收悉。经商中央外事工作委员会办公室、外交部、公安部、财政部、商务部、文化和旅游部、海关总署、国家税务总局、国家移民管理局等部门，原则同意你省制定的试点实施方案，现提出意见如下： |

| For the purposes of implementing the Guiding Opinions of the CPC Central Committee and the State Council on Supporting Hainan in Comprehensively Deepening Reform and Opening Up (No.12 [2018], CPC Central Committee), based on the conditions of the waters nearby Hainan and the developments of cruises in Hainan, a no-destination route for Chinese-funded cruise ships flying flags of convenience shall be first launched on a trial basis in Sanya and Haikou cruise ports in Hainan before cruise ships flying five-star red flags are put into operation. | | 为贯彻落实《中共中央 国务院关于支持海南全面深化改革开放的指导意见》（中发〔2018〕12号），基于海南海域情况及海南国际邮轮发展状况，在五星红旗邮轮投入运营前，先期在海南三亚、海口邮轮港开展中资方便旗邮轮无目的地航线试点。 |

| Chinese-funded cruise transport operators and their own or leased cruise ships under a bare-boat charter flying flags of convenience. | | 中资邮轮运输经营人及其拥有或者光租的方便旗邮轮。 |
| A Chinese-funded cruise transport operator means an enterprise legal person that engages in international cruise transport business and whose Chinese capital (mainland capital) accounts for not less than 51%. The age of a cruise ship shall not exceed 30 years. | | 中资邮轮运输经营人是指中资（内地资本）出资比例不低于51%的国际邮轮运输业务的企业法人。邮轮船龄不得超过30年。 |
