| For the purposes of raising the market service level and improving the efficiency of handling bond investor account business, the Shanghai Clearing House has developed the direct processing system for bond account business (hereinafter referred to as the “direct processing system”) and will put the account into operation and enable relevant functions. You are hereby notified of the relevant matters as follows: | | 为提升市场服务水平，提高债券投资人账户业务办理效率，我公司开发建设了债券账户业务直通处理系统（以下简称“直通处理系统”），并将于2019年6月24日正式上线运行账户开立相关功能。现将相关事项通知如下： |
| I. As from today, members of the bond market may log on to the official website of the Shanghai Clearing House to apply for the availability of the direct processing system service. After the service is opened, market members may electronically submit the application for opening bond accounts through the direct processing system, and check the progress and results online. Both investors in the inter-bank bond market and qualified investors in non-financial institutions may handle the account business through the direct processing system. | | 一、即日起，各债券市场成员可登录我公司官网申请开通直通处理系统服务。开通服务后，市场成员可通过直通处理系统以电子化方式提交债券账户开立申请，在线查看办理进度和结果。银行间债券市场投资人、非金融机构合格投资人均可通过直通处理系统办理账户业务。 |
| Specifically, custodians for unincorporated products may apply for the opening of services and handle the relevant business of the custody account in their own names; asset managers may apply for opening an inquiry account in their own names. | | 其中，非法人产品托管人可以自身名义申请开通服务并办理所托管账户的相关业务；资产管理人可以自身名义申请开立查询账户。 |
| II. The direct processing system service is opened in the following procedures. | | 二、直通处理系统服务开通流程 |
1. An applicant applying for the opening of service and administrator users may make online submission of a scanned PDF of the Application for Opening the Direct Processing Business for Bond Accounts (Annex 1) by logging on to the direct processing system (website: https://investor.shclearing.com), and the Shanghai Clearing House shall examine it within one working day and at the same time the original copy shall mail it to the Shanghai Clearing House. In principle, each entity may apply for opening two administrator users, and different administrator users may be set up for the bank-custody business and the self-run/settlement agency business.
．．．．．． | | （一）申请开通服务及管理员用户的，申请机构登录直通处理系统（地址为：https：//investor.shclearing.com），在线提交《债券账户直通处理业务开通申请书》（附件1）PDF格式扫描件，上海清算所于一个工作日内审核处理，申请书原件应同时寄送上海清算所。原则上，每个单位可申请开立2个管理员用户，银行托管业务可与自营/结算代理业务分设不同管理员用户。
