The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange (“SAFE”) in all provinces, autonomous regions, and municipalities directly under the Central Government, and the branches of the SAFE in Shenzhen, Dalian, Qingdao, Xiamen and Ningbo: | |

In order to improve the trade credit investigation work, and improve data accuracy and timeliness, the SAFE decided to expand from 2011 the geographical areas subject to trade credit investigation across the whole country, and increase the investigation frequency from the current once half a year to once each quarter. You are hereby notified of the relevant matters as follows: | |
为改进贸易信贷调查工作，提高数据准确性和及时性，国家外汇管理局决定从2011年起将开展贸易信贷调查工作的地区扩大至全国，并将调查工作的频率由目前的半年提高至季度。现将有关事项通知如下： |

I. All branches and foreign exchange administrative departments of the SAFE (hereinafter referred to as all SAFE branches) shall participate in trade credit investigation. The branches failing to participate in trade credit investigation prior to the end of 2010 (hereinafter referred to as "newly-added branches”) shall commence the trade credit investigation work as of 2011. The organization and arrangement of the investigation work, the contents of the investigation reports and the explanations of the indicators therein, the operation methods for using the trade credit sampling investigation system and so forth shall be governed by the requirements of the Notice of the SAFE on Issuing the Investigation System for Trade Credit and the Implementation Plans for Trade Credit Investigation (No. 67 [2004] of the SAFE), the Notice of the General Affairs Department of the SAFE on Adjusting the Sampling Investigation Reports for Trade Credit and Using the Trade Credit Sampling Investigation System for Data Submission (No.12 [2009] of the General Affairs Department of the SAFE), the Notice of the Balance of Payments Department of the SAFE on Using the Credit Trade Sampling Investigation System (SAFE version) to Conduct the Trade Credit Investigation Work (No. 1 [2012] Balance of Payments Department of the SAFE), the Notice of the Balance of Payments Department of the SAFE on Matters concerning the Implementation of the Trade Credit Investigation at the End of June 2010
．．．．．． | | 一、全国各分局、外汇管理部（以下简称“各分局”）均须参加贸易信贷调查。对于2010年底前未参加贸易信贷调查的分局（简称”新参加分局”），应从2011年开始进行贸易信贷调查工作。调查工作的组织安排、调查报表的内容及其指标解释、使用贸易信贷抽样调查系统的操作方法等应按照《国家外汇管理局关于印发＜贸易信贷调查制度＞和＜贸易信贷调查实施方案＞的通知》（汇发[2004]67号）、《国家外汇管理局关于调整贸易信贷抽样调查报表和启用贸易信贷抽样调查系统报送数据的通知》（汇综发[2009]12号）、《国家外汇管理局国际收支司关于启用贸易信贷抽样调查系统（外汇局版）开展贸易信贷调查工作的通知》（汇国发[2010]1号）和《国家外汇管理局国际收支司关于开展2010年6月末贸易信贷调查有关事项的通知》（汇国发［2010］ 8号）等有关文件要求执行。
