Guiding Opinions of the State Council on Accelerating the Promotion of the "Internet + Government Services" Work 

国务院关于加快推进“互联网+政务服务”工作的指导意见

The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
The promotion of "Internet + Government Services" is a key step in implementing the decisions and deployment of the CPC Central Committee and the State Council, and further promoting the reform of streamlining administrative procedures, delegating powersto lower levels, and optimizing services in depth and breadth,and is of great significance to accelerating the transformation of government functions, improving the efficiency and transparency of government services, facilitating service to the general public and entrepreneurship, and further invigorate the market and social creativity. In recent years, some localities and departments have preliminarily built the Internet government service platforms to actively provide services online, and have made certain achievements. However, there are also such problems as insufficient online service items, low level of information sharing, low rate of online services, inconvenience for the enterprises and the general public to get the services online, and many localities and departments have yet to carry out this work. In order to accelerate the promotion of the "Internet + Government Services" work, and effectively improve the quality and effectiveness of government services, the following opinions are hereby offered: 推进“互联网+政务服务”,是贯彻落实党中央、国务院决策部署,把简政放权、放管结合、优化服务改革推向纵深的关键环节,对加快转变政府职能,提高政府服务效率和透明度,便利群众办事创业,进一步激发市场活力和社会创造力具有重要意义。近年来,一些地方和部门初步构建互联网政务服务平台,积极开展网上办事,取得一定成效。但也存在网上服务事项不全、信息共享程度低、可办理率不高、企业和群众办事仍然不便等问题,同时还有不少地方和部门尚未开展此项工作。为加快推进“互联网+政务服务”工作,切实提高政务服务质量与实效,现提出以下意见。
I. General Requirements   一、总体要求
(1) Guiding ideology. All relevant parties shall conscientiously implement the gist of the 18th National Congress of the Communist Party of China (“CPC”) and the Third, Fourth, and Fifth Plenary Sessions of the 18th CPC Central Committee; implement in depth the gist of a series of important speeches delivered by General Secretary Xi Jinping;firmly establish the development concept of innovation, coordination, greenness, openness and sharing; and, according to the requirements for building an innovative, clean and service-oriented government ruled by law, optimize the service process, innovate the service modes, promote data sharing, get through the information silos, implement open and transparent services, reduce institutional transaction costs, continuously improve the business environment, advance in depth the entrepreneurship and innovation among all people, offer conveniences to enterprises and the general public to the largest possible extent, enable the general public to undergo less formalities, easily access to services and face less troubles, and share the "Internet + Government Services" development achievements. (一)指导思想。认真落实党的十八大和十八届三中、四中、五中全会精神,深入贯彻习近平总书记系列重要讲话精神,牢固树立创新、协调、绿色、开放、共享的发展理念,按照建设法治政府、创新政府、廉洁政府和服务型政府的要求,优化服务流程,创新服务方式,推进数据共享,打通信息孤岛,推行公开透明服务,降低制度性交易成本,持续改善营商环境,深入推进大众创业、万众创新,最大程度利企便民,让企业和群众少跑腿、好办事、不添堵,共享“互联网+政务服务”发展成果。
(2) Basic principles. (二)基本原则。
Adhering to overall planning. Existing resources and facilities shall be made full use of to strengthen intensive construction, promote the integration of government service platforms, and boost the matrix interconnection so as to achieve the mutual recognition and sharing as well as multi-party utilization of government information resources 坚持统筹规划。充分利用已有资源设施,加强集约化建设,推动政务服务平台整合,促进条块联通,实现政务信息资源互认共享、多方利用。
Adhering to problem orientation. From the standpoints of solving the problems prominently reported by the general public, such as the difficulty in, low efficiency of, and redundant formalities for, the access to services, the service procedures shall be simplified and optimized; online and offline integration shall be promoted; social concerns shall be responded to in a timely manner; and the government services with diversified channels and easy-to-use shall be provided. 坚持问题导向。从解决人民群众反映强烈的办事难、办事慢、办事繁等问题出发,简化优化办事流程,推进线上线下融合,及时回应社会关切,提供渠道多样、简便易用的政务服务。
Adhering to the coordinated development. Coordination and cooperation as well as work linkage shall be strengthened; division of responsibilities shall be clarified; trans-regional, cross-level and interdepartmental overall promotion shall be achieved; and system transition shall be effectively conducted so as to provide system and mechanism guarantees for "Internet + Government Services." 坚持协同发展。加强协作配合和工作联动,明确责任分工,实现跨地区、跨层级、跨部门整体推进,做好制度衔接,为“互联网+政务服务”提供制度和机制保障。
Adhering to openness and innovation. Pilot programs shall be encouraged to be conducted. By using the Internet thinking and innovative service modes, service channels shall be broadened; service resources shall be opened; and the construction of new smart cities shall be advanced by grading and classification so as to construct a new government service landscape jointly participated in by the government, the public and enterprises, and featured by complementary advantages. 坚持开放创新。鼓励先行先试,运用互联网思维,创新服务模式,拓展服务渠道,开放服务资源,分级分类推进新型智慧城市建设,构建政府、公众、企业共同参与、优势互补的政务服务新格局。
(3) Working objectives. Prior to the end of 2017,the people's governments of all provinces (autonomous regions or municipalities directly under the Central Government) and all relevant departments of the State Council shall complete the construction of integrated online government service platforms, comprehensively publicize government service items, and significantly improve the levels of government service standardization and networks. Prior to the end of 2020, the in-depth integration of Internet and government services shall be achieved; a nationwide “Internet + Government Services” system featured by overall linkage, departmental coordination, provincial overall planning, and handling through the unified network shall be established; and the intelligence level of government services shall be significantly improved so as to make government services smarter and enable the enterprises and the general public to access to services in a more convenient, faster and more efficient manner. (三)工作目标。2017年底前,各省(区、市)人民政府、国务院有关部门建成一体化网上政务服务平台,全面公开政务服务事项,政务服务标准化、网络化水平显著提升。2020年底前,实现互联网与政务服务深度融合,建成覆盖全国的整体联动、部门协同、省级统筹、一网办理的“互联网+政务服务”体系,大幅提升政务服务智慧化水平,让政府服务更聪明,让企业和群众办事更方便、更快捷、更有效率。
II. Optimizing and Transforming Government Services   二、优化再造政务服务
(1) Standardizing online service items. The people's governments of all provinces (autonomous regions or municipalities directly under the Central Government) and all departments of the State Council shall, according to their statutory functions, comprehensively sort out the specific service items provided by administrative organs and public enterprises and institutions directly for the public, prepare a catalogues of government service items, issue them in a concentrated and open manner via the web portals of the governments at the same levels prior to the end of 2017, and conduct real-time updating and dynamic administration thereof. The coding administration of government service items shall be conducted; and the names, conditions, materials, process and time limits, etc., of the service items shall be regulated so as to gradually achieve “the same standards and the same coding for the same items,” and lay a foundation for achieving information sharing and business collaboration and providing undifferentiated and equalized government services. (一)规范网上服务事项。各省(区、市)人民政府、国务院各部门要依据法定职能全面梳理行政机关、公共企事业单位直接面向社会公众提供的具体办事服务事项,编制政务服务事项目录,2017年底前通过本级政府门户网站集中公开发布,并实时更新、动态管理。实行政务服务事项编码管理,规范事项名称、条件、材料、流程、时限等,逐步做到“同一事项、同一标准、同一编码”,为实现信息共享和业务协同,提供无差异、均等化政务服务奠定基础。
(2) Optimizing the online service process. The online application for, acceptance, review, decision, and delivery of service items and other processes shall be optimized and simplified; the time limits for processing shall be shortened; and the costs of access to services by enterprises and the general public shall be reduced. Enterprises and the general public shall not be required to repeatedly submit any materials which can be shared and reused via the Internet; other entities shall not be required to repeatedly provide any information which can be verified online; and no requirement that the matters that can be handled online must be handled onsite shall be put forward. Catalogue-based, standardized and electronic materials on the access of services shall be promoted, and online completion, online submission and online review shall be conducted. An online preliminary review mechanism shall be established; the preliminary review results shall be delivered in a timely manner;and all materials that need to be supplemented and corrected shall be notified at one time. The application of electronic certificates and licenses, electronic official documents, and electronic signatures and seals, etc., to government services shall be actively promoted, and online verification shall be conducted so as to avoid repeated submission of materials or cycled certification. A service item that involves multiple departments shall be subject to one-window acceptance, online operation, concurrent processing and completion of processing within a prescribed time limit. A public participation mechanism shall be established. The general public shall be encouraged and directed to share their experiences in accessing to services; a satisfaction evaluation shall be conducted; and continuous study shall be conducted to improve the work. The governments at all levels and their departments shall smooth out the channels for communication via the Internet, fully understand the social conditions and public opinions, actively and effectively respond to hot issues involving public interests, etc., make an in-depth interpretation of policies, respond to the concerns of the society in a timely manner, and enhance the credibility and governance capacities of governments. (二)优化网上服务流程。优化简化服务事项网上申请、受理、审查、决定、送达等流程,缩短办理时限,降低企业和群众办事成本。凡是能通过网络共享复用的材料,不得要求企业和群众重复提交;凡是能通过网络核验的信息,不得要求其他单位重复提供;凡是能实现网上办理的事项,不得要求必须到现场办理。推进办事材料目录化、标准化、电子化,开展在线填报、在线提交和在线审查。建立网上预审机制,及时推送预审结果,对需要补正的材料一次性告知;积极推动电子证照、电子公文、电子签章等在政务服务中的应用,开展网上验证核对,避免重复提交材料和循环证明。涉及多个部门的事项实行一口受理、网上运转、并行办理、限时办结。建立公众参与机制,鼓励引导群众分享办事经验,开展满意度评价,不断研究改进工作。各级政府及其部门都要畅通互联网沟通渠道,充分了解社情民意,针对涉及公共利益等热点问题,积极有效应对,深入解读政策,及时回应关切,提升政府公信力和治理能力。
(3) Promoting the online handling of service items. Online acceptance, online handling and online feedback shall be implemented with respect to all service items closely related to enterprise registration, annual reporting, modification and cancellation, project investment, production and operation, trademark patent, qualificationaccreditation, payment of taxes and dues, and work safety, etc., and all service items closely related to residents' education and medical care, household registration administration, social security, labor employment, and housing security, etc., so as to achieve the “whole-process online handling of all government services items that should be handled online.”

 (三)推进服务事项网上办理。凡与企业注册登记、年度报告、变更注销、项目投资、生产经营、商标专利、资质认定、税费办理、安全生产等密切相关的服务事项,以及与居民教育医疗、户籍户政、社会保障、劳动就业、住房保障等密切相关的服务事项,都要推行网上受理、网上办理、网上反馈,做到政务服务事项“应上尽上、全程在线”。
