| With high investment, high return, and high risk, the culture industry has substantial demands and dependency on capital. Accelerating the cultural and financial cooperation is not only beneficial to financial institutions in expanding business scopes and cultivating new profit growth points, but also favorable to cultural enterprises in expanding financing channels and increasing development momentum. In accordance with the requirements of the CPC Central Committee for encouraging the integration of financial capital, social capital, and cultural resources, to maximize the leverage of treasury funds, the Ministry of Finance and the Ministry of Culture have implemented a plan to provide financial support to culture since 2013. In March 2014, they issued the Opinions on Further Promoting the Cultural and Financial Cooperation jointly with the People's Bank of China (No. 14 [2014], Ministry of Culture). In order to more effectively promote this work, you are hereby notified of the relevant matters as follows: | | 文化产业是一个高投入、高回报、高风险的产业，对资本具有较强的需求和依赖。加快推动文化金融合作，不仅有利于金融机构拓展业务范围、培育新的盈利增长点，也有利于文化企业拓宽融资渠道，增强发展后劲。根据中央关于鼓励金融资本、社会资本、文化资源相结合的要求，充分发挥财政资金的杠杆作用，财政部、文化部自2013年起开始实施文化金融扶持计划，并于2014年3月联合中国人民银行共同印发了《关于深入推进文化金融合作的意见》（文产发〔2014〕14号）。为更好地推动此项工作，现就有关事项通知如下： |
I. Promoting the interconnection of financial capital and cultural resources is one of the six support orientations as determined in the Interim Measures for the Administration of Special Funds for the Development of the Culture Industry, and is also an important measure for innovative financial investment. All public finance departments (or bureaus) and culture departments (or bureaus) shall attach great importance to the declaration of subsidized loan projects supported by the special funds for the development of the culture industry in 2014, strengthen coordination, and ensure smooth connection and efficient operation.
