| Announcement on the Statistical Measures for Yangshan Special Comprehensive Bonded Zone | | 关于洋山特殊综合保税区统计办法的公告 |
| For the purpose of implementing the requirements of the Framework Plan for the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone, and guaranteeing the authenticity, accuracy, timeliness, and completeness of customs statistics on goods entering and leaving China and goods entering and leaving Yangshan Special Comprehensive Bonded Zone (“YSCBZ”), the statistical measures for YSCBZ are hereby announced as follows in accordance with the Regulation on Customs Statistics of the People's Republic of China, the Provisions of the Customs of the People's Republic of China on the Administration of the Statistics Work, the Measures of the Customs of the People's Republic of China for the Regulation of Yangshan Special Comprehensive Bonded Zone and other relevant regulatory documents: | | 为贯彻落实《中国（上海）自由贸易试验区临港新片区总体方案》要求，保障海关对洋山特殊综合保税区进出境及进出区货物统计的真实性、准确性、及时性、完整性，根据《中华人民共和国海关统计条例》《中华人民共和国海关统计工作管理规定》《中华人民共和国海关对洋山特殊综合保税区监管办法》及相关规范性文件，现就洋山特殊综合保税区统计办法公告如下： |
| I. Adding Customs Statistics Codes | | 一、增设海关统计代码 |
| (1) Adding the Customs Economic Zone Code “S” to represent a special comprehensive bonded zone. | | （一）增设海关经济区划代码“S”，表示特殊综合保税区。 |
| (2) Adding the Domestic Area Code “3122S” for YSCBZ which is used for compiling a 10-digit customs registration code for an enterprise within YSCBZ and for declaring the domestic destination and source of goods. | | （二）增设洋山特殊综合保税区国内地区代码“3122S”，用于编制10位数区内企业海关注册编码及申报境内目的地与货源地。 |
| (3) Adding the Mode-of-Transport Code “S” for a special comprehensive bonded zone which is used for the import and export declaration between YSCBZ and domestic areas outside of YSCBZ. | | （三）增设特殊综合保税区运输方式代码“S”，用于洋山特殊综保区与境内区外之间进出口申报。 |
| II. Goods Entering and Leaving China through YSCBZ | | 二、洋山特殊综合保税区进出境货物 |
| (1) Unless it is otherwise provided for, the goods transported from abroad to YSCBZ and from YSCBZ to overseas areas shall be subject to the customs statistics on import and export trade in goods. | | （一）除另有规定外，货物从境外运入洋山特殊综合保税区以及从洋山特殊综合保税区运往境外，实施海关进出口货物贸易统计。 |
