| Your request for instructions on the continued implementation of the pilot program to reform the approval of investment in public service construction projects has been received, and an official reply is hereby made as follows: | | 你市关于继续开展公共服务类建设项目投资审批改革试点的请示收悉。现批复如下： |
I. The continued implementation of the pilot program to reform the approval of investment in public service construction projects at Beijing's sub-center has been approved. Beijing-based key construction projects of central and state organs may be subject to approval by reference to the pilot program. The term of the pilot program shall be three years, commencing from the date of approval by the State Council. The scope of the pilot program and major measures shall be governed by the Plan for the Pilot Program to Reform the Approval of Investment in Public Service Construction Projects in Beijing Municipality (Letter No. 83 [2016], State Council, hereinafter referred to as the “Pilot Plan”) as approved by the State Council, and the matters relating to functional adjustment of departments due to institutional reform shall be undertaken by the successor departments taking on the relevant functions.
．．．．．． | | 一、同意在北京城市副中心继续开展公共服务类建设项目投资审批改革试点，中央国家机关在京重点建设项目参照执行。试点期限为3年，自国务院批复之日起算。试点范围和主要措施按照国务院批复同意的《北京市开展公共服务类建设项目投资审批改革试点方案》（见国函〔2016〕83号，以下简称《试点方案》）执行，因机构改革涉及部门职能调整的事项由相关承接部门负责。
