At the invitation of Prime Minister Shavkat Mirziyoev of the Republic of Uzbekistan, Premier Wen Jiabao of the State Council of the People's Republic of China paid an official visit to the Republic of Uzbekistan on 3 November 2007. 应乌兹别克斯坦共和国总理米尔济约耶夫邀请,中华人民共和国国务院总理温家宝2007年11月3日对乌兹别克斯坦共和国进行了正式访问。
During his visit, Premier Wen Jiabao met with President Islam Karimov of the Republic of Uzbekistan, Chairman Ilgizar Sabirov of the Senate of the Oliy Majlis, and Speaker Erkin Khalilov of the Legislative Chamber of the Oliy Majlis. He had talks with Prime Minister Shavkat Mirziyoev. The leaders of the two countries had an in-depth exchange of views and reached extensive agreement on China-Uzbekistan relations and regional and international issues of common interest in a friendly atmosphere of mutual understanding. 访问期间,温家宝总理会见了乌兹别克斯坦共和国总统伊·阿·卡里莫夫、最高会议参议院主席伊·马·萨比罗夫、最高会议立法院主席叶·哈·哈利洛夫,同沙·米·米尔济约耶夫总理举行了会谈。两国领导人在相互理解和友好的气氛中就中乌关系以及共同关心的地区和国际问题深入交换意见,达成广泛共识。
The Government of the People's Republic of China and the Government of the Republic of Uzbekistan (hereinafter referred to as "the two sides") reached the following agreement: 中华人民共和国政府和乌兹别克斯坦共和国政府(以下简称“双方”)达成以下共识:
1. The two sides reviewed the development of the bilateral ties since the establishment of diplomatic relations between China and Uzbekistan 15 years ago, and applauded the achievements made in all cooperation fields. The two sides agree that the Treaty on Friendly and Cooperative Partnership Between the People's Republic of China and the Republic of Uzbekistan signed on 25 May 2005 is of great significance, marking a new level of development in China-Uzbekistan relations. The two sides will abide by the guidelines and principles set in the Treaty, strengthen exchange of high-level visits and contacts at all levels, expand ties between government departments, deepen practical cooperation in political, economic, cultural and security fields, and achieve continuous progress in China-Uzbekistan relations.   一、双方回顾了中乌建交十五年来双边关系的发展历程,高度评价各领域合作取得的成果,一致认为,2005年5月25日签署的《中华人民共和国和乌兹别克斯坦共和国友好合作伙伴关系条约》具有重要意义,标志着中乌关系迈上更高发展水平。双方愿恪守条约确定的方针和原则,进一步加强包括高层互访在内的各层次交往,扩大两国政府各部门之间的联系,深化两国在政治、经济、人文、安全等各领域务实合作,推动中乌关系不断迈上新台阶。
2. The two sides resolved to support each other's policies and actions on major issues of safeguarding state independence, sovereignty and security. The Uzbek side reiterated its firm commitment to the one China policy and recognition of the Government of the People's Republic of China as the sole legal government representing the whole China and Taiwan as an inalienable part of the Chinese territory. The Uzbek side is opposed to any form of "Taiwan independence", including "de jure Taiwan independence", or any attempt to create "two Chinas" or "one China, one Taiwan". It is opposed to Taiwan's membership in any international or regional organization where statehood is required. The Uzbek side reaffirms that it will not enter into any form of official relations or have any official exchanges with Taiwan. It supports all efforts made by the Chinese Government to realize national reunification. The Chinese side highly appreciates this position of the Uzbek side.   二、双方决心在维护国家独立、主权、安全等重大问题上相互支持对方的政策和行动。乌方重申坚持奉行一个中国政策,承认中华人民共和国政府是代表全中国的唯一合法政府,台湾是中国领土不可分割的一部分。乌方反对包括“法理台独”在内的任何形式的“台湾独立”,反对任何制造“两个中国”、“一中一台”的图谋,反对台湾加入任何必须由主权国家参加的国际和地区组织。乌方确认不同台湾建立任何形式的官方关系和进行任何官方往来,支持中国政府为实现国家统一所做的一切努力。中方对此表示高度赞赏。
The Chinese side reiterated its support for the efforts made by the Republic of Uzbekistan and its leaders to safeguard state independence, sovereignty, territorial integrity and national dignity, maintain internal stability and develop national economy. The Chinese side is against any interference into Uzbekistan's internal affairs under the pretext of "human rights". 中方重申支持乌兹别克斯坦共和国及其领导人为维护国家独立、主权、领土完整和民族尊严以及为保持国内稳定、发展民族经济所做的努力,反对以“人权”为借口干涉乌的内政。
3. The two sides stated that they would respect each other's development path chosen according to the respective national conditions. Neither side shall allow any third country to use its territory to engage in activities that would jeopardize the sovereignty, security and territorial integrity of the other party. Neither side shall allow the establishment or existence of any organization or entity in its territory that is aimed at jeopardizing the sovereignty, security and territorial integrity of the other party.

   三、双方表示,相互尊重对方根据本国国情选择的发展道路,不允许第三国利用本国领土从事损害另一方国家主权、安全和领土完整的任何活动,不允许在本国领土上成立和存在旨在损害另一方主权、安全和领土完整的组织和团体。
