| The petrochemical industry is a significant pillar industry of the national economy, featuring wide coverage of products, funds and technology intensity, and high industrial relevancy, and plays an important role in stabilizing economic growth, improving people's life and ensuring safety of national defense. Since the reform and opening up, the petrochemical industry of China has made rapid progress, the yield of major projects has topped in the world, and positive results have been achieved in innovation on science and technology, energy conservation and emission reduction, and overseas cooperation, however, there still exist problems such as structural excess production capacity, weak ability in indigenous innovation, unreasonable industrial distribution, and increasing pressure on safety and environmental protection, which have slowed down the pace of the transformation and upgrade of the entire petrochemical industry. For the purpose of implementing the decisions and arrangements of the Central Committee of the Communist Party of China (CPC) and the State Council on advancing the structural reform of the supply side and building a strong manufacturing country, and promoting the sustainable and sound development of the petrochemical industry, with the approval of the State Council, the following opinions are hereby offered: | | 石化产业是国民经济重要的支柱产业，产品覆盖面广，资金技术密集，产业关联度高，对稳定经济增长、改善人民生活、保障国防安全具有重要作用。改革开放以来，我国石化产业发展取得了长足进步，主要产品产量位居世界前列，科技创新、节能减排、对外合作取得积极成效，但仍存在产能结构性过剩、自主创新能力不强、产业布局不合理、安全环保压力加大等问题，制约了石化产业整体转型升级的步伐。为贯彻落实党中央、国务院关于推进供给侧结构性改革、建设制造强国的决策部署，促进石化产业持续健康发展，经国务院同意，现提出以下意见： |
| I. General requirements | | 一、总体要求 |
| (1) Guiding thought. By comprehensively implementing the spirit of the 18th CPC National Congress, the Third, Fourth, and Fifth Plenary Sessions of the 18th CPC Central Committee, and the Central Economic Work Conference, conscientiously implementing the decisions and arrangements of the State Council, according to the overall layout for "economic, political, cultural, social, and ecological progress" and the strategic layout of the "Four Comprehensives," firmly developing the development concepts of innovation, coordination, greenness, openness and shared development, advancing the structural reform of the supply side, vigorously tapping the market, adhering to drive by innovation, improving development environment, focusing on reducing production capacity, lowering consumption, reducing emission, making up for the shortness, adjusting the layout, and promoting safety, the petrochemical industry shall be promoted to improve quality and effectiveness, transformation, upgrade, and sound development. | | （一）指导思想。全面贯彻党的十八大和十八届三中、四中、五中全会以及中央经济工作会议精神，认真落实国务院决策部署，按照“五位一体”总体布局和“四个全面”战略布局，牢固树立创新、协调、绿色、开放、共享的发展理念，推进供给侧结构性改革，积极开拓市场，坚持创新驱动，改善发展环境，着力去产能、降消耗、减排放，补短板、调布局、促安全，推动石化产业提质增效、转型升级和健康发展。 |
| (2) Basic principles. | | （二）基本原则。 |
| The combination of enterprises as participants and governments as guides shall be adhered to. The position of enterprises as market participants shall be strengthened, and enterprises shall be guided in reducing cost and increasing effectiveness, and improving competitiveness. The adjustment, control and guiding role of the government shall be vigorously made use of, relevant regulations and policies, and the standard system shall be improved, and the fair market environment shall be maintained in accordance with the law, so as to trigger the vigor and creativity of enterprises. | | 坚持企业主体与政府引导相结合。强化企业市场主体地位，引导企业降本增效、提高竞争能力。积极发挥政府调控引导作用，完善相关法规政策和标准体系，依法维护公平市场环境，激发企业活力和创造力。 |
| The combination of increasing supply and expanding demand shall be adhered to. The implementation of technology retrofits shall be accelerated, the quality of traditional products shall be improved, and high-end products shall be vigorously developed, so as to improve the ability of effective market supply. International and domestic markets shall be vigorously tapped, the fields for the application of traditional products shall be constantly expanded, and the advancement of the application and demonstration of new-type products shall be accelerated. | | 坚持增加供给与扩大需求相结合。加快实施技术改造，提高传统产品质量，大力发展高端产品，增强市场有效供给能力。积极开拓国际国内市场，不断拓宽传统产品应用领域，加快推进新型产品应用示范。 |
| The combination of focusing on the present and keeping the future in view shall be adhered to. The newly increased excessive production capacity shall be strictly controlled, and backward production capacity shall be weeded out, so as to raise the level of green and safe development. The factors such as resources, environment and land shall be overall arranged, and the industrial distribution shall be optimized and adjusted, so as to vigorously promote the transformation of mode of development. | | 坚持立足当前与着眼长远相结合。严格控制新增过剩产能，加快淘汰落后产能，提高绿色安全发展水平。统筹资源、环境、土地等要素，优化调整产业布局，有力推动发展方式转变。 |
| The combination of adjusting existing inventory and optimizing the increase shall be adhered to. Traditional industries shall be reformed and upgraded, and the restructuring of enterprises shall be promoted, so as to solidify existing competition advantages. New chemical engineering materials shall be vigorously developed, and special equipment manufacture and the relevant manufacturing service industry shall be developed, so as to cultivate new economic growth points. | | 坚持调整存量与做优增量相结合。改造提升传统产业，推动企业兼并重组，巩固现有竞争优势。大力发展化工新材料，发展专用装备制造和相关生产性服务业，培育新的经济增长点。 |
| (3) Main objectives. | | （三）主要目标。 |
| The production capacity structure shall be gradually optimized. Backward production capacity featuring backward craft and technology, hidden safety risks, and serious environment pollution shall be weeded out more rapidly so as to effectively resolve excess production capacity conflicts. The ability to supply basic raw materials such as olefin and arene shall be significantly improved, the self-sufficiency rates of new chemical engineering materials and other high-end products shall be significantly raised, and the quality of industrial development and core competitiveness shall be further improved. | | 产能结构逐步优化。加快淘汰工艺技术落后、安全隐患大、环境污染严重的落后产能，有效化解产能过剩矛盾。烯烃、芳烃等基础原料的保障能力显著增强，化工新材料等高端产品的自给率明显提高，产业发展质量和核心竞争能力得到进一步提升。 |
| The industrial distribution shall be increasingly more reasonable. The relocation of dangerous chemical manufacturers in populated urban areas into industrial parks, or the change of the line of production thereof, or shutdown thereof, shall be fully launched. All newly established refining and chemical programs shall move into petrochemical bases, and all newly established chemical engineering programs shall move into chemical engineering parks, so as to establish a group of large-scale enterprise groups and enterprise group parks with international competitiveness. | | 产业布局趋于合理。全面启动城镇人口密集区和环境敏感区域的危险化学品生产企业搬迁入园或转产关闭工作。新建炼化项目全部进入石化基地，新建化工项目全部进入化工园区，形成一批具有国际竞争力的大型企业集团和化工园区。 |
| Green development shall be comprehensively advanced. The energy consumption, carbon dioxide emissions and water use for every 10,000 yuan of industrial value-added output in the petrochemical industry shall be down respectively 8%, 10% and 14% from the end of the "12th Five-Year Plan." The major pollutant emissions of enterprises shall satisfy the requirement of pollutant emission standards for the petroleum refining industry, the petrochemical industry, the synthetic resin industry, and the inorganic chemical industry. | | 绿色发展全面推进。石化行业万元工业增加值能源消耗、二氧化碳排放量、用水量分别比“十二五”末下降8%、10%和14%。企业主要污染物排放达到石油炼制工业、石油化学工业、合成树脂工业、无机化学工业污染物排放标准要求。 |
| The innovation ability shall be significantly improved. The investment in scientific research shall account for no less than 1.2% of the main business income in the entire industry, the collaborative innovation system for enterprises, universities and research institutes shall be increasingly improved, breakthroughs shall be made in a group of key and common technologies, a group of significant equipment in set and core components shall be researched and developed, a group of comprehensive service research and development platforms shall be established, and a team of reasonably structured, innovative talents skilled at business shall be cultivated. | | 创新能力明显增强。科研投入占全行业主营业务收入的比例不低于1.2%，产学研用协同创新体系日益完善，突破一批关键共性技术，研制一批重大成套装备和核心零部件，建成一批综合性服务型研发平台，培育业务精湛、结构合理的创新型人才队伍。 |
