| For the purposes of further promoting the transformation of government functions and the reform of simplification of administrative procedures, delegation of powers, combination of decentralization and appropriate control and optimization of services, stimulating the innovation and creative vitality of the market and society to a greater extent, and creating a legal, international and convenient business environment, the State Council has reviewed the administrative regulations involved. Upon review, the State Council has decided to amend some clauses of four administrative regulations. | | 为进一步推进政府职能转变和“放管服”改革，更大程度激发市场、社会的创新创造活力，营造法治化、国际化、便利化的营商环境，国务院对涉及的行政法规进行了清理。经过清理，国务院决定：对4部行政法规的部分条款予以修改。 |
| I. Article 8 of the Regulation of the People's Republic of China on Registered Architects is amended to read: “Whoever meets one of the following conditions may apply for participating in the qualification examination for Grade-I registered architects: | | 一、将《中华人民共和国注册建筑师条例 |
| “(1) He or she has a master's degree or above in architecture, or a doctor's degree of engineering in a closely related specialty, and has engaged in architectural design or the relevant business for two years or more. | | “（一）取得建筑学硕士以上学位或者相近专业工学博士学位，并从事建筑设计或者相关业务2年以上的； |
| “(2) He or she has a bachelor's degree in architecture or a master's degree of engineering in a closely related specialty and has engaged in architectural design or the relevant business for three years or more. | | “（二）取得建筑学学士学位或者相近专业工学硕士学位，并从事建筑设计或者相关业务3年以上的； |
| “(3) He or she has completed undergraduate programs in architecture and has engaged in architectural design or the relevant business for five years or more, or has completed undergraduate programs in a specialty closely related to architecture and has engaged in architectural design or the relevant business for seven years or more. | | “（三）具有建筑学专业大学本科毕业学历并从事建筑设计或者相关业务5年以上的，或者具有建筑学相近专业大学本科毕业学历并从事建筑设计或者相关业务7年以上的； |
“(4) He or she has the technical title of senior engineer and has engaged in architectural design or the relevant business for three years or more, or has the technical title of engineer and has engaged in architectural design or the relevant business for five years or more.
