| Measures for the Administration of Central Funds Guiding the Local Science and Technology Development | | 中央引导地方科技发展资金管理办法 |
| Article 1 For the purposes of regulating the administration of central funds guiding the local science and technology development (hereinafter referred to as the “guiding funds”), improving the efficiency of the use of guiding funds, and advancing science and technology innovation, these Measures are developed in accordance with the relevant provisions issued by the state. | | 第一条 为规范中央引导地方科技发展资金（以下称引导资金）管理，提高引导资金使用效益，推进科技创新，根据国家有关规定，制定本办法。 |
| Article 2 For the purpose of these Measures, “guiding funds” means the transfer payments from the central finance for supporting and guiding local governments in implementing the innovation-driven development strategy and the science and technology reform and development policies of the state, optimizing regional science and technology innovation environment, and enhancing regional scientific and technological innovation capabilities and over which the central finance and local finances have common fiscal powers. The implementation period shall be adjusted according to the plan for the reform of the division of fiscal powers and expenditure responsibilities between the Central Government and local governments in the field of science and technology and other policies. | | 第二条 本办法所称引导资金，是指中央财政用于支持和引导地方政府落实国家创新驱动发展战略和科技改革发展政策、优化区域科技创新环境、提升区域科技创新能力的共同财政事权转移支付资金。实施期限根据科技领域中央与地方财政事权和支出责任划分改革方案等政策相应进行调整。 |
| Article 3 Guiding funds shall be jointly administered by the Ministry of Finance and the Ministry of Science and Technology. The Ministry of Science and Technology shall take charge of examining relevant local materials and data, providing the basic data required for fund estimation, and putting forward the fund demand estimation plan and allocation proposal. The Ministry of Finance shall, in accordance with the relevant provisions on budget administration, determine the amounts of the budgets of guiding fund of all provinces in conjunction with the Ministry of Science and Technology. All provincial departments of finance and science and technology shall clarify the responsibilities of the departments of finance and science and technology at or below the provincial level in terms of fund arrangements and use administration, so as to effectively strengthen fund management. | | 第三条 引导资金由财政部、科技部共同负责管理。科技部负责审核地方相关材料和数据，提供资金测算需要的基础数据，提出资金需求测算方案和分配建议。财政部根据预算管理相关规定，会同科技部研究确定各省份引导资金预算金额。省级财政、科技部门明确省级及以下各级财政、科技部门在资金安排和使用管理方面的责任，切实加强资金管理。 |
| Article 4 The administration of guiding funds shall follow the principles of “guidance by the Central Government, overall planning at the provincial level, simplification of administrative procedures and delegation of powers, stimulation of vitality, focusing on key points, and highlighting of performance.” | | 第四条 引导资金管理遵循“中央引导、省级统筹，简政放权、激发活力，聚焦重点、突出绩效”的原则。 |
| Article 5 Guiding funds shall support the following four aspects: | | 第五条 引导资金支持以下四个方面： |
| (1) Basic research in the free exploration category. It mainly means the support for science and technology plans (special projects and funds, among others) aimed at conducting basic research in the free exploration category established by localities on their own initiatives by focusing on exploring unknown scientific issues and in consideration of the regional layout of basic research, such as locally established natural science funds, basic research plans, and basic research and applied basic research funds, among others. | | （一）自由探索类基础研究。主要指地方聚焦探索未知的科学问题，结合基础研究区域布局，自主设立的旨在开展自由探索类基础研究的科技计划（专项、基金等），如地方设立的自然科学基金、基础研究计划、基础研究与应用基础研究基金等。 |
| (2) Construction of science and technology innovation bases. It mainly means the support for various scientific and technological innovation bases built by local governments according to the relevant plans of these regions, among others, including science and technology innovation bases built based on universities, scientific research institutes, enterprises, and transformed scientific research institutions (including national key laboratories and clinical medical research centers, among others, jointly built by provinces and ministries), as well as industrial technology research institutes, technology innovation centers and new-type research and development (“R&D”) institutions with independent legal person status, among others. | | （二）科技创新基地建设。主要指地方根据本地区相关规划等建设的各类科技创新基地，包括依托大学、科研院所、企业、转制科研机构设立的科技创新基地（含省部共建国家重点实验室、临床医学研究中心等），以及具有独立法人资格的产业技术研究院、技术创新中心、新型研发机构等。 |
| (3) Transfer and transformation of scientific and technological achievements. It mainly means the support for the transfer and transformation of scientific and technological achievements conducted by localities with respect to regional key industries, among others, in consideration of actual local circumstances, including the building of technology transfer institutions, talent teams and technology markets, as well as scientific and technological achievement transformation demonstration projects and projects of poverty alleviation through science and technology which are of obvious public welfare nature, have prominent leading and driving role, and extensively benefit people. | | （三）科技成果转移转化。主要指地方结合本地区实际，针对区域重点产业等开展科技成果转移转化活动，包括技术转移机构、人才队伍和技术市场建设，以及公益属性明显、引导带动作用突出、惠及人民群众广泛的科技成果转化示范及科技扶贫项目等。 |
| (4) Building of regional innovation systems. It mainly means the support for the building of national independent innovation demonstration zones, national science and technology innovation centers, comprehensive national science centers, sustainable development agenda innovation demonstration areas, national agricultural high-tech industry demonstration zones, innovative counties (cities) and other regional innovation systems, with focus put on the support for cross-regional R&D cooperation and scientific and technological research and development activities of small and medium-sized scientific and technological enterprises in the regions. | | （四）区域创新体系建设。主要指国家自主创新示范区、国家科技创新中心、综合性国家科学中心、可持续发展议程创新示范区、国家农业高新技术产业示范区、创新型县（市）等区域创新体系建设，重点支持跨区域研发合作和区域内科技型中小企业科技研发活动。 |
| Article 6 Funds shall be used to support basic research in the free exploration category, the construction of science and technology innovation bases and the building science and technology innovation systems, localities shall be encouraged to adopt a varieties of input methods in the comprehensive manners, including giving direct subsidies, ex-post subsidies, or replace subsidies with rewards, among others, and be encouraged to invest funds supporting the transfer and transformation of scientific and technological achievements through the comprehensive financial investment methods of making risk compensation, giving ex-post subsidies, or giving venture capital guidance, among others. | | 第六条 支持自由探索类基础研究、科技创新基地建设和区域创新体系建设的资金，鼓励地方综合采用直接补助、后补助、以奖代补等多种投入方式。支持科技成果转移转化的资金，鼓励地方综合采用风险补偿、后补助、创投引导等财政投入方式。 |
