| Work Plan for Integrating and Establishing a Uniform Public Resources Trading Platform | | 整合建立统一的公共资源交易平台工作方案 |
| For purposes of further implementing the spirit of the 18th National Congress of the Communist Party of China, as well as the Second, Third and Fourth Plenary Sessions of the 18th CPC Central Committee, and implementing the deployments of the Plan for the Institutional Restructuring and Transformation of Functions of the State Council, the following work plan for integrating and establishing a uniform public resources trading platform is hereby formulated. | | 为深入贯彻党的十八大和十八届二中、三中、四中全会精神，落实《国务院机构改革和职能转变方案》部署，现就整合建立统一的公共资源交易平台制定以下工作方案。 |
| I. Fully Understanding the Significance of Integrating and Establishing a Uniform Public Resources Trading Platform | | 一、充分认识整合建立统一的公共资源交易平台的重要性 |
| In recent years, local governments at all levels shall actively promote the construction of the trading markets of such public resources as bidding of engineering construction projects, granting of land use right and mining right, trading of state-owned property rights, and government procurement, and have played an active role in promoting and regulating the trading activities of public resources and strengthening the construction of anti-corruption. However, as the public resources trading market in general is still at an early stage of development, construction, operation, supervision and management thereof revealed many prominent problems: various trading markets are separately established and repeatedly constructed and market resources are not shared; some trading markets have inaccurate function orientation, substandard operation, insufficient openness and transparency, and illegally interfere with the decision-making power of trading entities; baseless charges exist in some trading markets, leading to heavy burden on market players; public resources trading services, management and supervision responsibilities are unclear, and supervision omission, offside, and malposition exist in varying degrees. These problems have seriously restricted the sound and orderly development of public resources trading markets, exacerbated local protectionism and market division, and is adverse to stimulation of market vitality. Therefore, these problems desperately need to be solved through innovation on system and mechanism. | | 近年来，地方各级政府积极推进工程建设项目招标投标、土地使用权和矿业权出让、国有产权交易、政府采购等公共资源交易市场建设，对于促进和规范公共资源交易活动，加强反腐倡廉建设发挥了积极作用。但由于公共资源交易市场总体上仍处于发展初期，各地在建设运行和监督管理中暴露出不少突出问题：各类交易市场分散设立、重复建设，市场资源不共享；有些交易市场职能定位不准，运行不规范，公开性和透明度不够，违法干预交易主体自主权；有些交易市场存在乱收费现象，市场主体负担较重；公共资源交易服务、管理和监督职责不清，监管缺位、越位和错位现象不同程度存在。这些问题严重制约了公共资源交易市场的健康有序发展，加剧了地方保护和市场分割，不利于激发市场活力，亟需通过创新体制机制加以解决。 |
| Integrating bidding of engineering construction projects, granting of land use right and mining right, trading of state-owned property rights, government procurement, and other trading markets and establishing a uniform public resources trading platform shall be conducive to preventing fragmentization of public resources trading and forming an open, competitive and orderly modern market system in an accelerated manner; promoting the transformation of government functions and improving the level of administrative supervision and public services; and promoting open operation of public resources trading, strengthening supervision and restriction of administrative power, and promoting the establishment of a system for prevention and punishment of corruption. | | 整合工程建设项目招标投标、土地使用权和矿业权出让、国有产权交易、政府采购等交易市场，建立统一的公共资源交易平台，有利于防止公共资源交易碎片化，加快形成统一开放、竞争有序的现代市场体系；有利于推动政府职能转变，提高行政监管和公共服务水平；有利于促进公共资源交易阳光操作，强化对行政权力的监督制约，推进预防和惩治腐败体系建设。 |
| II. Guiding Thought and Basic Principles | | 二、指导思想和基本原则 |
| 1. Guiding Thought. Comprehensively implementing the spirit of the 18th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 18th CPC Central Committee and in accordance with the decisions and deployments of the CPC Central Committee and the State Council, the decisive role of the market in resources allocation shall be played and the role of the government shall be better played; and by focusing on the integration of shared resources, uniformity of system and rules, and innovation on system and mechanism, and with information construction as the support, a uniform public resources trading platform shall be built in an accelerated manner, and legalization, standardization, and transparency of public resources trading shall be jointly promoted, to improve the efficiency and effectiveness of public resources allocation. | | （一）指导思想。全面贯彻党的十八大和十八届二中、三中、四中全会精神，按照党中央、国务院决策部署，发挥市场在资源配置中的决定性作用和更好发挥政府作用，以整合共享资源、统一制度规则、创新体制机制为重点，以信息化建设为支撑，加快构筑统一的公共资源交易平台体系，着力推进公共资源交易法制化、规范化、透明化，提高公共资源配置的效率和效益。 |
| 2. Basic Principles. | | （二）基本原则。 |
| Government promotion and social participation shall be adhered to. The government shall make overall planning to propel the integration of the public resources trading platform, improve the management rules, optimize the market environment, and promote fair competition. Encouragement shall be granted to direct social forces to participate in supply of platform services and improve service quality and efficiency, by government procurement of services and other means. | | 坚持政府推动、社会参与。政府要统筹推进公共资源交易平台整合，完善管理规则，优化市场环境，促进公平竞争。鼓励通过政府购买服务等方式，引导社会力量参与平台服务供给，提高服务质量和效率。 |
| Public service and resource sharing shall be adhered to. The public services function orientation of the public resources trading platform shall be based on and public resources trading information, experts, places, and other resources shall be integrated, to accelerate the whole process of electronic transactions and realize transparency and resource sharing in the whole trading process. | | 坚持公共服务、资源共享。立足公共资源交易平台的公共服务职能定位，整合公共资源交易信息、专家和场所等资源，加快推进交易全过程电子化，实现交易全流程公开透明和资源共享。 |
| Transformation of functions and innovation on supervision shall be adhered to. In accordance with the requirements of separation of government functions from enterprise management and supervision according to the law, administrative intervention in trading activities by governments shall be further reduced; interim and ex post supervision and credit management shall be strengthened; electronic means of supervision shall be innovated; and a supervision mechanism combining administrative supervision and social supervision shall be improved. | | 坚持转变职能、创新监管。按照管办分离、依法监管的要求，进一步减少政府对交易活动的行政干预，强化事中事后监管和信用管理，创新电子化监管手段，健全行政监督和社会监督相结合的监督机制。 |
| Overall planning for promotion shall be made and categorized guidance shall be offered. Industrial characteristics and regional differences shall be fully considered; overall planning for promotion of various tasks shall be made, and categorized guidance shall be strengthened; and the systematicness, pertinence, and effectiveness of policy measures shall be improved. | | 坚持统筹推进、分类指导。充分考虑行业特点和地区差异，统筹推进各项工作，加强分类指导，增强政策措施的系统性、针对性和有效性。 |
| III. Scope and Objective of Integration | | 三、整合范围和整合目标 |
| 3. Scope of Integration. Bidding of engineering construction projects, granting of land use right and mining right, trading of state-owned property rights, government procurement, and other trading platforms separately established shall be integrated, to realize sharing of information and resources on a uniform platform system and promote the high-efficient and standardized trading of public resources according to the law. Incorporation of other public resources trading into a uniform platform system shall be actively and orderly promoted. The construction entities shall independently decide whether to incorporate projects invested by private investors that are not subject to bidding according to the law into the uniform platform. | | （三）整合范围。整合分散设立的工程建设项目招标投标、土地使用权和矿业权出让、国有产权交易、政府采购等交易平台，在统一的平台体系上实现信息和资源共享，依法推进公共资源交易高效规范运行。积极有序推进其他公共资源交易纳入统一平台体系。民间投资的不属于依法必须招标的项目，由建设单位自主决定是否进入统一平台。 |
| The establishment of a uniform public resources trading platform shall be promoted by governments. The function orientation of providing public services shall be adhered to. Uniform system and rules, shared information system, and standardized and transparent operation mechanism shall be implemented, to provide comprehensive services to the market players, the public, and the administrative supervision departments, among others. | | 统一的公共资源交易平台由政府推动建立，坚持公共服务职能定位，实施统一的制度规则、共享的信息系统、规范透明的运行机制，为市场主体、社会公众、行政监管部门等提供综合服务。 |
4. Objective of Integration. Before the end of June 2016, local governments at all levels shall basically complete the integration of the public resources trading platform. Before the end of June 2017, a transparent public resources trading platform system that has uniform rules, provides efficient services, and offers standardized supervision shall be formed across the country, to basically realize the whole process of electronic public resources trading. On this basis, other public resources shall be gradually promoted to be traded on the uniform platform, to realize transition of the public resources trading platform from a tangible place to an electronic platform.
．．．．．． | | （四）整合目标。2016年6月底前，地方各级政府基本完成公共资源交易平台整合工作。2017年6月底前，在全国范围内形成规则统一、公开透明、服务高效、监督规范的公共资源交易平台体系，基本实现公共资源交易全过程电子化。在此基础上，逐步推动其他公共资源进入统一平台进行交易，实现公共资源交易平台从依托有形场所向以电子化平台为主转变。
