| Rules on Anti-Dumping Questionnaire Surveys | | 反倾销问卷调查规则 |
| Article 1 For the purposes of guaranteeing the regulated and orderly implementation of anti-dumping questionnaire surveys, these Rules are developed according to the provisions of the Anti-dumping Regulation of the People's Republic of China. | | 第一条 为了保证反倾销问卷调查规范有序地进行，根据《中华人民共和国反倾销条例》的规定，制定本规则。 |
| Article 2 The anti-dumping investigation carried out by the Ministry of Commerce (hereinafter referred to as the investigation authority) by questionnaires shall be governed by these Rules. | | 第二条 商务部（以下称调查机关）通过问卷方式进行的反倾销调查，适用本规则。 |
| Article 3 The investigation authority may, during the process of anti-dumping investigation, issue questionnaires to the manufacturers or exporters in the countries (regions) under investigation, domestic producers, domestic importers and downstream users, and other organizations and individuals with interest relationship (hereinafter collectively referred to as interested parties). | | 第三条 调查机关在反倾销调查过程中，可以向被调查国家（地区）的生产商或出口商、国内生产者、国内进口商和下游用户以及其他有利害关系的组织、个人（以下统称利害关系方）发放问卷。 |
| Article 4 Interested parties shall, according to the requirements of the investigation authority, enter questionnaires in a complete and accurate manner and submit corresponding evidence materials. | | 第四条 利害关系方应当按照调查机关的要求，完整、准确地填写调查问卷，并提交相应的证据材料。 |
| Article 5 An interested party shall, within 20 days of the anti-dumping docketing announcement, register with the investigation authority for anti-dumping investigations according to the requirements of the announcement. | | 第五条 利害关系方应当自反倾销立案公告之日起二十日内，按照公告要求向调查机关报名登记参加反倾销调查。 |
| Article 6 When registering for an investigation with the investigation authority, an interested party shall express the intention of participating in the anti-dumping investigation in writing, specify the name, address, contact information and contact person of the interested party, and submit information according to the following requirements: | | 第六条 利害关系方向调查机关报名登记时，应当以书面形式表示参加反倾销调查的意愿，载明利害关系方的名称、地址、联系方式和联系人，并按下列要求提交信息： |
| (1) The manufacturers or exporters of the countries (regions) under investigation shall submit the quantity and amount of the products under investigation to be exported to China during the investigation period. | | （一）被调查国家（地区）的生产商或出口商应当提交调查期内向中国出口被调查产品的数量、金额； |
| (2) The domestic producers shall submit the production capacity, output, sales quantity and sales amount during the investigation period. | | （二）中国国内生产者应当提交调查期内的生产能力、产量、销售数量和销售金额； |
| (3) The domestic importers shall submit the import quantity and import amount of the products under investigation during the investigation period. | | （三）中国国内进口商应当提交调查期内被调查产品的进口数量、进口金额； |
| (4) Other information required by the investigation authority. | | （四）调查机关要求的其他信息。 |
| An interested party, its legal representative or the person authorized thereby according to the law shall affix a seal and (or) signature to the registration document. | | 利害关系方本人、法定代表人或经其依法授权的人应当在报名登记文件上盖章和（或）签字。 |
| Article 7 The investigation authority shall usually issue questionnaires on the official website of the investigation authority within 10 working days of the deadline for registration, and notify the interested parties having registered and the governments of the exporting countries (regions). | | 第七条 调查机关通常自报名登记截止之日起十个工作日内在调查机关官方网站发布调查问卷，并通知已报名登记的利害关系方和出口国（地区）政府。 |
| Article 8 The investigation authority deciding to conduct anti-dumping investigations by sampling method may extend the time limit for issuing the questionnaires appropriately. | | 第八条 调查机关决定采取抽样方式进行反倾销调查的，可以适当延长发放问卷的期限。 |
| Article 9 An interested party having questions about the questionnaire when answering an questionnaire may consult the case investigators listed in the questionnaire. | | 第九条 利害关系方在回答问卷时对问卷有疑问的，可以向问卷所列明的案件调查人员咨询。 |
Article 10 An questionnaire shall be entered with standardized Chinese characters and digital symbols conforming to the national standards, and relevant evidence materials shall be provided as required. All evidence materials shall indicate the source. Where the original evidence material is in a foreign language, the Chinese translation shall be provided in the format of the original foreign language, and the original or a copy in foreign language shall be annexed.
