| I. Amend the Organization Law of the People's Republic of China for Local People's Congresses at All Levels and Local People's Governments at All Levels | | 一、对《中华人民共和国地方各级人民代表大会和地方各级人民政府组织法》作出修改 |
| 1. Paragraph 3 of Article 14 is amended to read: “The chairman or the vice-chairman of the people's congress of a township, an ethnic township or a town shall be responsible for contacting the deputies to the people's congress at the corresponding level when the people's congress at the corresponding level is not in session, organize deputies to conduct activities in accordance with the arrangements of the presidium, convey suggestions, criticisms and opinions of the deputies and the people with respect to the work of the people's government at the corresponding level, and be responsible for handling the routine work of the presidium.” | | （一）将第十四条第三款修改为：“乡、民族乡、镇的人民代表大会主席、副主席在本级人民代表大会闭会期间负责联系本级人民代表大会代表，根据主席团的安排组织代表开展活动，反映代表和群众对本级人民政府工作的建议、批评和意见，并负责处理主席团的日常工作。” |
| 2. One paragraph is added in Article 15 as paragraph 2: “When the people's congress at the corresponding level is not in session, the presidium shall select some issues of vital public interests and general social concern in the area every year, make arrangements for deputies to attend to and discuss the special work reports of the people's government at the corresponding level, inspect the implementation of laws and regulations, conduct inspections, research and other activities, and listen to and convey suggestions, criticisms and opinions of the deputies and the people with respect to the work of the people's government at the corresponding level. The work of the presidium between sessions shall be reported to the people's congress at the corresponding level.” | | （二）第十五条增加一款，作为第二款：“主席团在本级人民代表大会闭会期间，每年选择若干关系本地区群众切身利益和社会普遍关注的问题，有计划地安排代表听取和讨论本级人民政府的专项工作报告，对法律、法规实施情况进行检查，开展视察、调研等活动；听取和反映代表和群众对本级人民政府工作的建议、批评和意见。主席团在闭会期间的工作，向本级人民代表大会报告。” |
3. Paragraph 1 of Article 30 is amended to read: “If necessary, the people's congress of a province, autonomous region, municipality directly under the Central Government, autonomous prefecture or a districted city may establish a legislative affairs committee, a financial and economic committee, a committee on education, science, culture and healthcare or any other special committee. If necessary, the people's congress of a county, autonomous county, a city not divided into districts or a municipal district may establish a legislative affairs committee, a financial and economic committee, or any other special committee. All special committees shall be subject to the leadership of the people's congress at the corresponding level, and the leadership of the standing committee of the people's congress at the corresponding level when the people's congress is not in session.”
