The people's governments of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; Xinjiang Production and Construction Corps; and the relevant departments of the State Council: 各省、自治区、直辖市及计划单列市人民政府,新疆生产建设兵团,国务院有关部门:
Consumption is the final demand and the enduring impetus for economic growth. For the purposes of following the trend towards upgrading individual consumption, expediting the improvement of systems and mechanisms for consumption promotion, further bettering the consumption environment, stressing the fundamental role of consumption, and contributing to creating a strong domestic market, the following opinions are hereby offered with the approval of the State Council: 消费是最终需求,是经济增长的持久动力。为顺应居民消费升级趋势,加快完善促进消费体制机制,进一步改善消费环境,发挥消费基础性作用,助力形成强大国内市场,经国务院同意,现提出以下意见:
I. Vigorously optimizing the supply on the domestic market   一、大力优化国内市场供给
1. Comprehensively enhancing the competitiveness of domestic goods and services: The action of quality improvement shall be actively advanced, and enterprises shall be directed to strengthen comprehensive quality management. The coordinated service and application of a national quality infrastructure shall be conducted in depth, and the pilot program of "one-stop" services shall be advanced. The system of standards for the service sector shall be improved as soon as possible, and the development, revision pilot program, and demonstration of service standards for elderly care, housekeeping, childcare, culture and tourism, sports, health, and other fields shall be promoted. High-end quality certification in the field of consumer goods shall be actively promoted, and the "same line, same standard, and same quality" project for products intended for domestic and foreign markets shall be comprehensively implemented. The pilot program of quality grading shall be launched, premium prices for good quality products shall be advocated, and brand and quality consumption shall be promoted. The integrated development of cultural creativity and design services within the manufacturing industry shall be advanced, and enterprises shall be supported in establishing platforms such as industrial design centers and creative design parks, training and introducing creative design talents, as well as improving the cultural significance of products. Processing and manufacturing enterprises aimed at foreign trade shall be encouraged to leverage their own production capacity, innovate business models, and increase the supply of premium goods on the domestic market by proprietary trade, cooperation, and other means. The qualification license in the inspection and testing industry shall be regulated, the capabilities of certification, accreditation, inspection and testing technical services in the field of consumer goods shall be heightened, and a model and benchmark of quality improvement shall be provided for enterprises. (The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Commerce, the Ministry of Culture and Tourism, the National Health Commission, the State Administration for Market Regulation, and the General Administration of Sport of China shall be responsible for this according to the division of functions) (一)全面提升国产商品和服务竞争力。积极推进质量提升行动,引导企业加强全面质量管理。深入开展国家质量基础设施协同服务及应用,推进“一站式”服务试点。尽快完善服务业标准体系,推动养老、家政、托育、文化和旅游、体育、健康等领域服务标准制修订与试点示范。在消费品领域积极推行高端品质认证,全面实施内外销产品“同线同标同质”工程。开展质量分级试点,倡导优质优价,促进品牌消费、品质消费。推进文化创意和设计服务与制造业融合发展,支持企业建立工业设计中心、创意设计园等平台,培养引进创意设计人才,提高产品文化内涵。鼓励外贸加工制造企业充分利用自身产能,创新商业模式,通过自营、合作等方式增加面向国内市场的优质商品供给。规范检验检测行业资质许可,提升消费品领域的认证认可检验检测技术服务能力,为企业树立质量提升的示范标杆。(发展改革委、工业和信息化部、民政部、商务部、文化和旅游部、卫生健康委、市场监管总局、体育总局按职责分工负责)
2. Strengthening the building of indigenous brand: The strategies of increasing variety, improving quality, and building brand shall be implemented in depth. Time-honored Chinese brands shall be protected and developed, a dynamic management mechanism shall be established, and a group of time-honored Chinese brands with strong cultural characteristics, highly reputed, competitive on the market, shall be determined and cultivated. The establishment of a system for the list of Chinese agricultural brands shall be strengthened. Relevant assessment standards, systems, and norms shall be formulated and improved, and a group of internationally competitive Chinese agricultural brands shall be built. Chinese Brand Day events shall continue to be effectively held, and the International Forum on Chinese Brand Development, the China Indigenous Brand Exposition, and indigenous brands of consumer goods experience events shall be organized to create the image of Chinese brands, raise the awareness and influence of indigenous brands, and expand the consumption of indigenous brands. Industry associations and research institutions, among others, shall be encouraged to carry out research on Chinese brands. (The Publicity Department of the CPC Central Committee, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the Ministry of Culture and Tourism, and the State Administration for Market Regulation shall be responsible for this according to the division of functions) (二)加强自主品牌建设。深入实施增品种、提品质、创品牌的“三品”战略。保护和发展中华老字号品牌,建立动态管理机制,认定和培育一批文化特色浓、品牌信誉高、有市场竞争力的中华老字号品牌。加强中国农业品牌目录制度建设,制定完善相关评价标准和制度规范,塑造一批具有国际竞争力的中国农业品牌。持续办好中国品牌日活动,通过举办中国品牌发展国际论坛、中国自主品牌博览会以及自主品牌消费品体验活动等,塑造中国品牌形象,提高自主品牌知名度和影响力,扩大自主品牌消费。鼓励行业协会、研究机构等开展中国品牌研究。(中央宣传部、发展改革委、工业和信息化部、农业农村部、商务部、文化和旅游部、市场监管总局按职责分工负责)
3. Improving the supply of imported goods: Imports shall be actively expanded in reliance on the China International Import Expo, and the supply of premium goods on the domestic market shall be further increased. Central cities shall be supported in strengthening "first store economy" and "unveiling economy," and internationally famous brands shall be encouraged to unveil or concurrently launch new products on the Chinese market. The List of Cross-border E-commerce Retail Imports and relevant regulatory policies shall be implemented. Excluding goods from epidemic-affected areas of which the country has explicitly suspended the import and those with respect to which emergency response to risks has been initiated due to material quality safety risks, cross-border e-commerce retail imports shall be regulated as inbound articles for individual use, and the channel for return and replacement of goods shall be further opened. The online marketing ecology shall be optimized, the management of large cross-border e-commerce platforms shall be regulated, and the same price for the same domestic or foreign product shall be encouraged to be achieved online first. Measures to reduce import tariffs on everyday consumer goods shall be effectively implemented, the collection of several consumption tax classifications shall be adjusted and optimized, and the collection of the consumption tax on high-end watches, precious jewelry, and jewels shall be switched from the import link to the retail link. (The Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, the State Taxation Administration, and the State Administration for Market Regulation shall be responsible for this according to the division of functions) (三)改善进口商品供给。依托中国国际进口博览会主动扩大进口,进一步增加国内市场优质商品供给。支持中心城市做强“首店经济”和“首发经济”,鼓励国际知名品牌在中国市场首发或同步上市新品。落实好跨境电商零售进口商品清单和相关监管政策,除国家明令暂停进口的疫区商品以及因出现重大质量安全风险而启动风险应急处置的商品外,对跨境电商零售进口商品按个人自用进境物品监管,进一步畅通商品退换货通道。优化网络营销生态,规范大型跨境电商平台管理,鼓励线上率先实现境内外商品同款同价。落实好降低日用消费品进口关税的措施,调整优化部分消费税品目征收环节,将高档手表、贵重首饰和珠宝玉石的消费税由进口环节后移至零售环节征收。(财政部、商务部、海关总署、税务总局、市场监管总局按职责分工负责)
4. Further improving the policies on the tax-free industry: With the goal of building a tax-free system with Chinese characteristics, top-level design shall be strengthened, obstacles to industry development shall be removed, and the quality and level of industry development shall be improved. The functional position of the duty-free industry shall be scientifically determined, an equal focus on serving both foreigners and outbound Chinese residents shall be adhered to, the overall planning of the development of the duty-free industry shall be strengthened, and the framework of policies on the tax-free industry shall be bettered. The policy on duty-free stores away from ports shall be improved, and a group of duty-free stores with Chinese characteristics shall be established. Cities with good conditions shall be encouraged to provide land, financing and other support for the construction and operation of duty-free stores away from ports, and points of pick-up on departure shall be established at airport duty-free stores for duty-free stores away from ports. Port duty-free business shall be expanded, and port duty-free stores shall be added. According to the improvement of residents' income level and consumption upgrading, the adjustment of tax exemption limits and tax-exempt categories shall be researched in due course. Domestic goods from a certain area shall be established in duty-free stores, relevant enterprises shall be directed to develop premium and characteristic domestic products exclusively for duty-free channels, and duty-free stores shall be developed into an important platform to support premium domestic products, display indigenous brands, and spread national traditional culture. (The Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the State Taxation Administration shall be responsible for this according to the division of functions) (四)进一步完善免税业政策。以建设中国特色免税体系为目标,加强顶层设计,破除行业发展障碍,提高行业发展质量和水平。科学确定免税业功能定位,坚持服务境外人士和我出境居民并重,加强对免税业发展的统筹规划,健全免税业政策体系。完善市内免税店政策,建设一批中国特色市内免税店。鼓励有条件的城市对市内免税店的建设经营提供土地、融资等支持,在机场口岸免税店为市内免税店设立离境提货点。扩大口岸免税业务,增设口岸免税店。根据居民收入水平提高和消费升级情况,适时研究调整免税限额和免税品种类。在免税店设立一定面积的国产商品销售区,引导相关企业开发专供免税渠道的优质特色国产商品,将免税店打造成为扶持国货精品、展示自主品牌、传播民族传统文化的重要平台。(财政部、商务部、海关总署、税务总局按职责分工负责)
II. Focusing on advancing the quality improvement and upgrading of cultural tourism and leisure consumption   二、重点推进文旅休闲消费提质升级
5. Enriching cultural tourism products: A leisure consumption system integrating cultural tourism industries and fields shall be developed, and demonstration zones for the integration of the cultural industry and the tourism industry shall be built. The protection and inheritance of intangible cultural heritage shall be promoted, and tourism and shopping places with Chinese cultural characteristics shall be built. Key cities shall be prompted to accelerate the construction of cultural and leisure neighborhoods, art neighborhoods, characteristic bookstores, theater clusters, and cultural and entertainment venue clusters, and consumption clusters integrating multiple forms of business shall be developed. The performance ticketing market shall be regulated, the management of complimentary performance tickets and employee tickets shall be strengthened, and the regulation of ticketing information shall be enhanced. New forms of cultural and tourism businesses shall be cultivated, cultural experience tours such as museum tours, science and technology tours, and folklore tours shall be encouraged, and a group of tourist routes, tourist destinations, tourism performing arts, and creative tourism products with regional and ethnic characteristics that meet the needs of domestic and foreign tourists shall be developed. The development of all-for-one tourism shall be boosted, and the quality and brand influence of national tourism resorts shall be improved. All regions shall be encouraged to develop special tourism based on local conditions such as inbound island tours, offshore tourism, rural tourism, ice and snow tours, and cultural tours of historical and ancient capitals. The construction of demonstration zones and pilot zones for the development of China's cruise tourism shall be accelerated.  (五)丰富特色文化旅游产品。构建文旅多产业多领域融合互通的休闲消费体系,建设文化产业和旅游产业融合发展示范区。推动非物质文化遗产保护传承,打造具有中国文化特色的旅游购物场所。推动重点城市加快文化休闲街区、艺术街区、特色书店、剧场群、文化娱乐场所群等建设,发展集合多种业态的消费集聚区。规范演出票务市场,加强对演出赠票和工作票管理,强化票务信息监管。培育新型文化和旅游业态,鼓励博物馆游、科技旅游、民俗游等文化体验游,开发一批适应境内外游客需求的旅游线路、旅游目的地、旅游演艺及具有地域和民族特色的创意旅游商品。促进全域旅游发展,提升国家级旅游度假区品质和品牌影响力。鼓励各地区因地制宜发展入境海岛游、近海旅游、乡村旅游、冰雪游、历史古都文化游等特色旅游。加快中国邮轮旅游发展示范区和实验区建设。(文化和旅游部、发展改革委、住房城乡建设部、商务部按职责分工负责)
