| Chapter I General Provisions | | 第一章 总则 |
| Article 1 For purposes of strengthening the administration of offshore oil safety, safeguarding the life and property safety of personnel in the offshore oil industry, and preventing and reducing offshore oil work safety accidents, these Detailed Rules are developed in accordance with the Work Safety Law, and other laws, administrative regulations and standards. | | 第一条 为了加强海洋石油安全管理工作，保障从业人员生命和财产安全，防止和减少海洋石油生产安全事故，根据安全生产法等法律、法规和标准，制定本细则。 |
| Article 2 These Detailed Rules shall apply to work safety and supervision and administration of the activities of exploiting offshore oil (including natural gas, the same below) within inland waters, territorial waters, contiguous zones, exclusive economic zones and continental shelves of the People's Republic of China and other sea areas under the jurisdiction of the People's Republic of China. | | 第二条 在中华人民共和国的内水、领海、毗连区、专属经济区、大陆架，以及中华人民共和国管辖的其他海域内从事海洋石油（含天然气，下同）开采活动的安全生产及其监督管理，适用本细则。 |
| Article 3 Offshore oil operators and contractors shall be the responsible entities for offshore oil work safety, and be responsible for their work safety. | | 第三条 海洋石油作业者和承包者是海洋石油安全生产的责任主体，对其安全生产工作负责。 |
| Article 4 The Offshore Oil Operation Safety Office of the State Administration of Work Safety (hereinafter referred to as “OOOSO”) shall conduct supervision and administration of the offshore oil work safety nationwide; the branches of the OOOSO stationed in China National Offshore Oil Corp., China Petrochemical Corporation, and China National Oil Corporation (hereinafter referred to as the “relevant branches of the OOOSO”) shall be respectively responsible for the supervision and administration of the offshore oil work safety of China National Offshore Oil Corp., China Petrochemical Corporation, and China National Oil Corporation. | | 第四条 国家安全生产监督管理总局海洋石油作业安全办公室（以下简称海油安办）对全国海洋石油安全生产工作实施监督管理；海油安办驻中国海洋石油总公司、中国石油化工集团公司、中国石油天然气集团公司分部（以下统称海油安办有关分部）分别负责中国海洋石油总公司、中国石油化工集团公司、中国石油天然气集团公司的海洋石油安全生产的监督管理。 |
| Chapter II Recordation Administration of Facilities | | 第二章 设施的备案管理 |
| Section 1 Recordation Administration of Production Facilities | | 第一节 生产设施的备案管理 |
| Article 5 Offshore oil production facilities shall be put into trial production. An operator or contractor shall, 45 days prior to the trial production, report to the relevant branch of the OOOSO in the place where the production facilities are located for recordation, and submit a recordation application for trial production of production facilities, a recordation application for putting submarine long-distance oil (gas) transmission pipelines into use and the following materials: | | 第五条 海洋石油生产设施应当进行试生产。作业者或者承包者应当在试生产前45日报生产设施所在地的海油安办有关分部备案，并提交生产设施试生产备案申请书、海底长输油（气）管线投用备案申请书和下列资料： |
| (1) The final inspection certificate (or the temporary inspection certificate) and the inspection report of the production facilities issued by the certificate-issuing inspection authority. | | （一）发证检验机构对生产设施的最终检验证书（或者临时检验证书）和检验报告； |

| (5) The qualification certificate of the construction entity. | | （五）施工单位资质证明； |
| (6) Information on the work safety accidents and other major project quality accidents occurred during construction. | | （六）施工期间发生的生产安全事故及其他重大工程质量事故情况； |
| (7) Registration forms of relevant certificates and documents of production facilities. | | （七）生产设施有关证书和文件登记表； |
| (8) Descriptions about key technologies, general arrangement diagram and process flow chart of production facilities. | | （八）生产设施主要技术说明、总体布置图和工艺流程图； |
| (9) Safety qualification certificates of the principal person in charge and work safety management personnel of the operation of production facilities. | | （九）生产设施运营的主要负责人和安全生产管理人员安全资格证书； |
| (10) The certificate obtaining classification form of the equipment to which the production facilities belong and the relevant certificates and credentials. | | （十）生产设施所属设备的取证分类表及有关证书、证件； |

| (12) Emergency plans for the operation safety of production facilities. | | （十二）生产设施运营安全应急预案。 |
| If the production facilities are floating production storage and offloading units, the operator or contractor shall, in addition to the materials as prescribed in paragraph 1, submit the inspection certificates and ex-factory quality certificates of the quick release devices and devices for measuring mooring line's tension and distance, and the test reports after the installation thereof. | | 生产设施是浮式生产储油装置的，除提交第一款规定的资料外，还应当提交快速解脱装置、系缆张力和距离测量装置的检验证书、出厂合格证书、安装后的试验报告。 |
| If the production facilities are submarine long-distance oil (gas) transmission pipelines, the operator or contractor shall, in addition to the materials as prescribed in paragraph 1, submit the relevant certificates of recordation of putting the submarine long-distance oil (gas) transmission pipelines into use and the document registration forms thereof as well as relevant certificates and documents. | | 生产设施是海底长输油（气）管线的，除提交第一款规定的资料外，还应当提交海底长输油（气）管线投用备案有关证书和文件登记表及有关证书、文件。 |
| Article 6 The relevant branch of the OOOSO shall carry out strict examination of the materials on production facilities submitted by an operator or contractor, and shall carry out on-site inspection if necessary. | | 第六条 海油安办有关分部对作业者或者承包者提交的生产设施资料，应当进行严格审查。必要时，应当进行现场检查。 |
| Where on-site inspection is necessary, the relevant branch of the OOOSO shall, ten days before the inspection, determine the specific matters concerning on-site inspection through consultation with the operator or contractor. The operator or contractor shall cooperate with the on-site inspection conducted by the relevant branch of the OOOSO, and submit the following materials: | | 需要进行现场检查的，海油安办有关分部应当提前10日与作业者或承包者商定现场检查的具体事宜。作业者或承包者应当配合海油安办有关分部进行现场检查，并提供以下资料： |
| (1) Registration form of safety training certificates of the personnel. | | （一）人员安全培训证书登记表； |
| (2) Actual arrangement diagram of fire control and lifesaving equipment and the muster list. | | （二）消防和救生设备实际布置图和应变部署表； |
| (3) Safety management documents, mainly including: work safety responsibility system, safety operation rules, work licensing rules, safety inspection rules, mooring, loading and unloading rules of vessels, management rules of helicopters, management rules of hazardous articles, unmanned platform remote control detection procedures and oil (gas) delivery management rules. | | （三）安全管理文件，主要包括：安全生产责任制、安全操作规程、工作许可制度、安全检查制度、船舶系泊装卸制度、直升机管理制度、危险物品管理制度、无人驻守平台遥控检测程序和油（气）外输管理制度等； |
| (4) With respect to shores and beaches, quality documents of, and inspection certificates issued by the certificate-issuing inspection authority for the facilities and equipment installed for the purpose of linking sea route and along the sea route, and the test reports after the installation of the said facilities and equipment. | | （四）对于滩海陆岸，还应准备通海路及沿通海路安装的设施设备合格文件、发证检验机构检验证书和安装后的试验报告。 |
| Where it is found upon examination and on-site inspection that the relevant provisions are complied with, the relevant branch of the OOOSO shall issue to the operator or contractor a notice on the recordation of trial production of production facilities; and where the recordation materials and the on-site safety conditions of the facilities fail to comply with the relevant provisions, the relevant branch of the OOOSO shall send a written notice to the operator or contractor in a timely manner, requiring it to make rectification. | | 经审查和现场检查符合规定的，海油安办有关分部向作业者或者承包者颁发生产设施试生产备案通知书；备案资料、设施现场安全状况等不符合规定的，及时书面通知作业者或者承包者进行整改。 |
| Article 7 An operator or contractor shall, in strict accordance with the safety measures for trial production listed in the recordation documents, organize the trial production of production facilities for a period of not more than 12 months. Upon the normal operation of trial production, the operator or contractor shall organize safety completion acceptance. | | 第七条 作业者或者承包者应当严格按照备案文件中所列试生产安全保障措施组织试生产，生产设施试生产期限不得超过12个月。试生产正常后，作业者或者承包者应当组织安全竣工验收。 |
| The production facilities cannot be put into production and use until they have passed the completion acceptance and a safety production license has been obtained. | | 经竣工验收合格并办理安全生产许可证后，方可正式投入生产使用。 |
| Article 8 Where production facilities fall under any of the following circumstances, the operator or contractor shall report to the relevant branch of the OOOSO in a timely manner: | | 第八条 生产设施有下列情形之一的，作业者或者承包者应当及时向海油安办有关分部报告： |
| (1) Replacement or removal of the surface and subsurface safety valves, detection and alarm system of fire and inflammable, poisonous and harmful gases, fire control and lifesaving equipment, and other main safety facilities. | | （一）更换或者拆卸井上和井下安全阀、火灾及可燃和有毒有害气体探测与报警系统、消防和救生设备等主要安全设施的； |
| (2) Modification of the relevant content of emergency plans. | | （二）变动应急预案有关内容的； |
| (3) Suspension of oil (gas) production operation for more than ten days or termination of oil (gas) production operation. | | （三）中断采油（气）作业10日以上或者终止采油（气）作业的； |
| (4) Change of the original design purposes of submarine long-distance oil (gas) transmission pipelines. | | （四）改变海底长输油（气）管线原设计用途的； |
| (5) Exceeding the maximum delivery capacity or delivery pressure designed for the submarine long-distance oil (gas) transmission pipelines. | | （五）超过海底长输油（气）管线设计允许最大输送量或者输送压力的； |
| (6) Serious accidents such as damage, breakage and explosion of submarine long-distance oil (gas) transmission pipelines. | | （六）海底长输油（气）管线发生严重的损伤、断裂、爆破等事故的； |
| (7) Major pollution accidents due to the leakage of oil (gas) transmitted by submarine long-distance oil (gas) transmission pipelines. | | （七）海底长输油（气）管线输送的油（气）发生泄漏导致重大污染事故的； |
| (8) Exceeding the design tolerances of submarine long-distance oil (gas) transmission pipelines in the case of instable location, horizontal or vertical displacement, hanging, submersion and floating. | | （八）位置失稳、水平或者垂直移动、悬空、沉陷、漂浮等超出海底长输油（气）管线设计允许偏差值的； |
| (9) Production suspension of submarine long-distance oil (gas) transmission pipelines due to filter medium clogging. | | （九）介质堵塞造成海底长输油（气）管线停产的； |
| (10) Necessary overhaul and reconstruction of submarine long-distance oil (gas) transmission pipelines. | | （十） 海底长输油（气）管线需进行大修和改造的； |
| (11) Failure of the safety protection system (such as emergency blow-down device and fixed point truncation device) of submarine long-distance oil (gas) transmission pipelines. | | （十一）海底长输油（气）管线安全保护系统（如紧急放空装置、定点截断装置等）长时间失效的； |
| (12) Other circumstances having significant impact on work safety. | | （十二）其他对安全生产有重大影响的。 |
| Section 2 Recordation Administration of Operating Facilities | | 第二节 作业设施的备案管理 |
| Article 9 Where the offshore oil operating facilities are used to engage in such activities as geophysical prospecting, well drilling (work-over), pipe laying, hoisting and life support, the operator or contractor shall report to the relevant branch of the OOOSO for recordation. The operator or contractor shall, 15 days before operation, submit an application for the recordation of operating facilities and the following materials to the relevant branch of the OOOSO: | | 第九条 海洋石油作业设施从事物探、钻（修）井、铺管、起重和生活支持等活动应当向海油安办有关分部备案。作业者或者承包者应当在作业前15日向海油安办有关分部提交作业设施备案申请书和下列资料： |
| (1) Registration form of relevant certificates in respect of the application for the recordation of operating facilities. | | （一）作业设施备案申请有关证书登记表； |
| (2) The certificate obtaining classification form of the equipment to which the operating facilities belong and the relevant certificates. | | （二）作业设施所属设备的取证分类表及有关证书； |
| (3) Vessel operation manual. | | （三）操船手册； |
| (4) Operating contract. | | （四）作业合同； |
| (5) Operation safety manual of operating facilities. | | （五）作业设施运营安全手册； |
| (6) Safety emergency plans of operating facilities. | | （六）作业设施安全应急预案。 |
| For operating facilities used for well drilling (work-over), the operator or contractor shall, in addition to the materials as prescribed in paragraph 1, submit the following materials: | | 用作钻（修）井的作业设施，除提交第一款规定的资料外，还应当提交下列资料： |
| (1) Certificates issued by the certificate-issuing inspection authority, and ex-factory and repair quality certificates for dedicated equipment for well drilling (work-over), blowout preventer units, blowout preventer control system, choke manifold and the control panel thereof, kill manifold, cementing equipment and test equipment, and the test reports after the installation thereof. | | （一）钻（修）井专用设备、防喷器组、防喷器控制系统、阻流管汇及其控制盘、压井管汇、固井设备、测试设备的发证检验机构证书、出厂及修理后的合格证和安装后的试验报告； |
| (2) Safety qualification certificates of the principal person in charge of and work safety management personnel of the facilities. | | （二）设施主要负责人和安全管理人员的安全资格证书； |
| (3) Competency certificates of the captain and chief engineer of self-propelled operating facilities. | | （三）有自航能力的作业设施的船长、轮机长的适任证书。 |
| For a self-elevating mobile platform, the operator or contractor shall, in addition to the materials as prescribed in paragraph 1, submit a stability calculation report, the inspection certificate issued by the certificate-issuing inspection authority for the hoisting equipment, the ex-factory and repair quality certificates, and the test report after the installation thereof. | | 对于自升式移动平台，除提交第一款规定的资料外，还应当提交稳性计算书、升降设备的发证检验机构的检验证书、出厂及修理后的合格证和安装后的试验报告等资料。 |
| For a geophysical prospecting vessel, the operator or contractor shall, in addition to the materials prescribed in paragraph 1, submit the following materials: | | 对于物探船，除提交第一款规定的资料外，还应当提交下列资料： |
| (1) Ex-factory quality certificates of, and inspection certificates issued by the certificate- issuing inspection authority for vibroseis system, main pressure vessels and devices of the vibroseis system, vibroseis towing wireropes and hoists, cable hoists and other equipment, and the test reports after the installation thereof. | | （一）震源系统、震源系统的主要压力容器和装置、震源的拖曳钢缆和绞车、电缆绞车等设备的出厂合格证、发证检验机构的检验证书和安装后的试验报告； |
| (2) Actual storage quantities, storage conditions, and warehouse entry and exit management measures of vibroseis hazardous articles (including explosives, detonators, inflammable and explosive gases), and rules for keeping and using them. | | （二）震源危险品（包括炸药、雷管、易燃易爆气体等）的实际储存数量、储存条件、进出库管理办法和看管、使用制度等资料。 |
| For a pipe laying vessel, the operator or contractor shall, in addition to the materials prescribed in paragraph 1, submit the following materials: | | 对于铺管船，除提交第一款规定的资料外，还应当提交下列资料： |
| (1) Ex-factory quality certificates of, and inspection certificates issued by the certificate- issuing inspection authority for tensioners and the control system thereof and the pipeline winches, and the test reports after the installation thereof. | | （一）张紧器及其控制系统、管线收放绞车的出厂合格证、发证检验机构检验证书和安装后的试验报告； |
| (2) Qualification certificates of the captain (the person in charge of the vessel), the hoist drivers, the crane riggers and the cranemen. | | （二）船长（或者船舶负责人）、起重机械司机、起重指挥人员及起重工的资格证书。 |
| For a crane vessel or a life support vessel, the operator or contractor shall, in addition to the materials prescribed in paragraph 1, submit the qualification certificates of the captain (the person in charge of the vessel), the hoist drivers, the crane riggers and the cranemen and other materials. | | 对于起重船和生活支持船，除提交第一款规定的资料外，还应当提交船长（或者船舶负责人）、起重机械司机、起重指挥人员及起重工的资格证书等资料。 |
| Article 10 The relevant branch of the OOOSO shall carry out strict examination of the materials on operating facilities submitted by an operator or contractor, and carry out on-site inspection if necessary. | | 第十条 海油安办有关分部对作业者或者承包者提交的作业设施资料，应当进行严格审查。必要时，进行现场检查。 |
| Where on-site inspection is necessary, the relevant branch of the OOOSO shall, ten days before on-site inspection, determine specific matters concerning on-site inspection through consultation with the operator or contractor. | (2) Fire control diagram, actual arrangement diagram of fire control and lifesaving equipment, and the muster list. | | （二）防火控制图、消防、救生设备实际布置图和应变部署表； |
| (3) Safety management documents, mainly including: the set-up of the safety management institution, work safety responsibility system, safety operation rules, safety inspection rules, and work licensing rules, among others. | | （三）安全管理文件，主要包括：安全管理机构的设置、安全生产责任制、安全操作规程、安全检查制度、工作许可制度等； |
| (4) Records of safety activities and emergency drills. | | （四）安全活动、应急演习记录。 |
| Where it is found upon examination and on-site inspection that the relevant provisions are complied with, the relevant branch of the OOOSO shall issue to the operator or contractor a notice on the recordation of offshore oil operating facilities; and where the recordation materials or the on-site safety conditions of the facilities fail to comply with the relevant provisions, the relevant branch of the OOOSO shall send a written notice to the operator or contractor in a timely manner, requiring it to make rectification. | | 经审查和现场检查符合规定的，海油安办有关分部向作业者或者承包者颁发海洋石油作业设施备案通知书；备案资料、设施现场安全状况等不符合规定的，及时书面通知作业者或者承包者进行整改。 |
| Article 11 The period for using offshore oil operating facilities to engage in such activities as geophysical prospecting, well drilling (work-over), pipe laying, hoisting and life support shall generally not exceed one year. Where it is necessary to extend the period, the operator or contractor shall, 15 days prior to the expiration of the said period, file an application with the relevant branch of the OOOSO for an extension, which shall not exceed three months. | | 第十一条 通常情况下，海洋石油作业设施从事物探、钻（修）井、铺管、起重和生活支持等活动期限不超过1年。确需延期时，作业者或者承包者应当于期满前15日向海油安办有关分部提出延期申请，延期时间不得超过3个月。 |
| Article 12 Where operating facilities fall under any of the following circumstances, the operator or contractor shall report to the relevant branch of the OOOSO in a timely manner: | | 第十二条 作业设施有下列情形之一的，作业者或者承包者应当及时向海油安办有关分部报告： |
| (1) Change of the well control system. | | （一）改动井控系统的； |
| (2) Replacement or removal of the detection and alarm system of fire and inflammable, poisonous and harmful gases, fire control and lifesaving equipment, and other main safety facilities. | | （二）更换或者拆卸火灾及可燃和有毒有害气体探测与报警系统、消防和救生设备等主要安全设施的； |
| (3) Alteration of the operating contract, operator or operating sea area. | | （三）变更作业合同、作业者或者作业海区的； |
| (4) Modification of the relevant content of emergency plans. | | （四）改变应急预案有关内容的； |
| (5) Suspension of operation for more than ten days or termination of operation. | | （五）中断作业10日以上或者终止作业的； |
| (6) Other circumstances having significant impact on operation safety. | | （六）其他对作业安全生产有重大影响的。 |
| Section 3 Recordation Administration of Prolonged Test Facilities | | 第三节 延长测试设施的备案管理 |
| Article 13 An operator or contractor shall, 15 days prior to the prolonged test of the offshore oil field (well), submit to the relevant branch of the OOOSO a written report on the prolonged test facilities and the following materials: | | 第十三条 海上油田（井）进行延长测试前，作业者或者承包者应当提前15日向海油安办有关分部提交延长测试设施的书面报告和下列资料： |
| (1) Registration form of relevant certificates and documents in respect of the recordation of the prolonged test facilities. | | （一）延长测试设施备案有关证书和文件登记表； |
| (2) Process flow chart, general arrangement diagram and technology description of the prolonged test. | | （二）延长测试的工艺流程图、总体布置图及技术说明； |
| (3) Safety qualification certificates of the principal person in charge and safety management personnel of additional operating facilities and production facilities. | | （三）增加的作业设施、生产设施主要负责人和安全管理人员安全资格证书； |
| (4) Emergency plans for the prolonged test operation. | | （四）延长测试作业应急预案； |
| (5) Certificates and materials of the mooring points, anchors, anchor cables, quick release devices and devices for measuring mooring line's tension and distance of the oil tanker or the floating production storage and offloading units. | | （五）油轮或者浮式生产储油装置的系泊点、锚、锚链、快速解脱装置、系缆张力和距离测量装置的证书和资料； |
| (6) The ex-factory quality certificate of, and the inspection certificate issued by the certificate-issuing inspection authority for the dedicated equipment or system for the prolonged test, and the test report after the installation thereof. | | （六）延长测试专用设备或者系统的出厂合格证、发证检验机构的检验证书、安装后的试验报告。 |
| The term “dedicated equipment or system for the prolonged test” as mentioned in the preceding paragraph includes oil and gas heater, oil and gas separator, crude oil transfer pump, natural gas flare scruber and condensate pump, steam boiler, heat exchanger, waste oil recovery equipment, wellhead equipment, effluent oil treatment equipment, artificial lift equipment, surface and underwater blowout preventer units, anti-sulfureted hydrogen wellhead equipment, detection facilities and protection implements, inert-gas system, diesel displacement system, and detection and alarm system of fire and inflammable, poisonous and harmful gases, among others. | | 前款所称延长测试专用设备或者系统，包括油气加热器、油气分离器、原油外输泵、天然气火炬分液包及凝析油泵、蒸汽锅炉、换热器、废油回收设备、井口装置、污油处理装置、机械采油装置、井上和井下防喷装置、防硫化氢的井口装置、检测设施及防护器具、惰气系统、柴油置换系统、火灾及可燃和有毒有害气体探测与报警系统等。 |

| Where on-site inspection is necessary, the relevant branch of the OOOSO shall, ten days before the on-site inspection, determine specific matters concerning the on-site inspection through consultation with the operator or contractor. | (1) Registration form of safety training certificates of the additional operating personnel of the prolonged test operation of the original well drilling device, and personnel of the oil tanker or the floating production storage and offloading unit. | | （一）原钻井装置增加的延长测试作业人员、油轮或浮式储油装置人员的安全培训证书登记表； |
| (2) The arrangement diagram of the fire control and lifesaving equipment, the detection and alarm system of fire and inflammable, poisonous and harmful gases, danger area division diagram and the muster list after the original well drilling device is installed with additional equipment. | | （二）原钻井装置新加装设备后，其消防和救生设备、火灾及可燃和有毒有害气体探测报警系统布置图、危险区域划分图和应变部署表； |

| Where it is found upon examination and on-site inspection that the relevant provisions are complied with, the relevant branch of the OOOSO shall issue a notice of offshore oil field (well) prolonged test facilities to the operator or contractor; and where relevant materials, and on-site safety conditions of the facilities, among others, fail to comply with the relevant provisions, the relevant branch of the OOOSO shall send a written notice to the operator or contractor in a timely manner, requiring it to make rectification. | | 经审查和现场检查符合规定的，向作业者或者承包者颁发海上油田（井）延长测试设施通知书；有关资料、设施现场安全状况等不符合规定的，及时书面通知作业者或者承包者进行整改。 |
| Article 15 The period of the offshore oil field (well) prolonged test operation shall generally not exceed one year. Where it is necessary to extend the period, an operator or contractor shall, 15 days prior to the expiration of the said period, file an application with the relevant branch of the OOOSO for an extension, which shall not exceed six months. | | 第十五条 通常情况下，海上油田（井）延长测试作业期限不超过1年。确需延期时，作业者或者承包者应当提前15日向海油安办有关分部提出延期申请，延期时间不得超过6个月。 |
| Article 16 Where the offshore oil field (well) prolonged test facilities fall under any of the following circumstances, an operator or contractor shall report to the relevant branch of the OOOSO in a timely manner: | | 第十六条 海上油田（井）延长测试设施有下列情形之一的，作业者或者承包者应当及时向海油安办有关分部报告： |
| (1) Change of the main structure, equipment and well control system comprising prolonged test facilities. | | （一）改动组成延长测试设施的主要结构、设备和井控系统的； |
| (2) Replacement of the detection and alarm system of fire and inflammable, poisonous and harmful gases, fire control and lifesaving equipment, and other main safety facilities. | | （二）更换火灾及可燃和有毒有害气体探测与报警系统、消防和救生设备等主要安全设施的； |
| (3) Modification of the relevant content of emergency plans. | | （三）改变应急预案有关内容的； |

| Chapter III Safety Management of Production Operation | | 第三章 生产作业的安全管理 |
| Section 1 Basic Requirements | | 第一节 基本要求 |
| Article 17 During the operation of offshore oil production, operators and contractors shall ensure that the safety conditions of the offshore oil production and operating facilities (hereinafter referred to as “facilities”) comply with the provisions of laws, administrative regulations, and rules and the requirements of relevant national and industrial standards, and establish sound safety management systems. The principal persons in charge of facilities shall be fully responsible for safety management of facilities. | | 第十七条 在海洋石油生产作业中，作业者和承包者应当确保海洋石油生产、作业设施（以下简称设施）安全条件符合法律、法规、规章和相关国家标准、行业标准的要求，并建立完善的安全管理体系。设施主要负责人对设施的安全管理全面负责。 |
| Article 18 In accordance with the dangerousness of different areas of the facilities, danger areas are divided into three levels: | | 第十八条 按照设施不同区域的危险性，划分三个等级的危险区： |
| (1) Danger area level 0, which means the area with continuous occurrence of inflammable gas or vapor reaching inflammable or explosion concentration under normal operating conditions. | | （一）0类危险区，是指在正常操作条件下，连续出现达到引燃或者爆炸浓度的可燃性气体或者蒸气的区域； |
| (2) Danger area level 1, which means the area with the intermittent or periodic occurrence of inflammable gas or vapor reaching inflammable or explosion concentration under normal operating conditions. | | （二）1类危险区，是指在正常操作条件下，断续地或者周期性地出现达到引燃或者爆炸浓度的可燃性气体或者蒸气的区域； |
| (3) Danger area level 2, which means the area without the possibility of occurrence of inflammable gas or vapor reaching inflammable or explosion concentration under normal operating conditions; however, with the possibility of occurrence of inflammable gas or vapor reaching inflammable or explosion concentration under abnormal operating conditions. | | （三）2类危险区，是指在正常操作条件下，不可能出现达到引燃或者爆炸浓度的可燃性气体或者蒸气；但在不正常操作条件下，有可能出现达到引燃或者爆炸浓度的可燃性气体或者蒸气的区域。 |
| An operator or contractor of the facilities shall accurately mark the levels of danger areas on the attached drawing of the operating manual of the facilities. Eye-catching marks such as “Danger Area,” “No Smoking” and “No Kindling” shall be placed at the exterior of the opening of gangway, door or hatchway access to danger areas. | | 设施的作业者或者承包者应当将危险区等级准确地标注在设施操作手册的附图上。对于通往危险区的通道口、门或者舱口，应当在其外部标注清晰可见的中英文“危险区域”、“禁止烟火”和“禁带火种”等标志。 |
| Article 19 An operator or contractor of the facilities shall establish approval systems for the flame operation, electrician operation, operation at a confined space, high-altitude operation and outboard (outside the island) operation. | | 第十九条 设施的作业者或者承包者应当建立动火、电工作业、受限空间作业、高空作业和舷（岛）外作业等审批制度。 |
| Before engaging in the operations as prescribed in the preceding paragraph, an operating entity shall file a written application indicating the nature, place, period and safety measures of the operations, and may not engage in the operations until a notification for operation has been issued by the person in charge of the facilities upon approval. The notification for operation shall include the content of operation, relevant test reports, operating requirements, safety procedures, personal protective equipment, safety equipment, and the period of validity of the notification for operation, among others. | | 从事前款规定的作业前，作业单位应当提出书面申请，说明作业的性质、地点、期限及采取的安全措施等，经设施负责人批准签发作业通知单后，方可进行作业。作业通知单应当包含作业内容、有关检测报告、作业要求、安全程序、个体防护用品、安全设备和作业通知单有效期限等内容。 |
| The operating entity shall, upon receipt of the notification for operation, take relevant measures under the requirements of the notification, and develop detailed procedures for inspection and operation. | | 作业单位接到作业通知单后，应当按通知单的要求采取有关措施，并制定详细的检查和作业程序。 |
| Where the construction conditions undergo major changes during the operation, the operating entity shall suspend the construction and immediately report to the person in charge of the facilities, and may not resume the construction until it has received instructions on permitting construction. | | 作业期间，如果施工条件发生重大变化的，应当暂停施工并立即报告设施负责人，得到准予施工的指令后方可继续施工。 |
| Upon the completion of the operation, the person in charge of the operation shall fill in the completion date, work quality and safety conditions on the notification for operation, and give it to the person in charge of the facilities for keeping. The notification for operation shall be kept for not less than one year. | | 作业完成后，作业负责人应当在作业通知单上填写完成时间、工作质量和安全情况，并交付设施负责人保存。作业通知单的保存期限至少1年。 |
| Article 20 Eye-catching marks shall be placed at such places of facilities as all emergency exits access to life boats (rafts) and helicopter platforms and all passageways access to fire control equipment. | | 第二十条 设施上所有通往救生艇（筏）、直升机平台的应急撤离通道和通往消防设备的通道应当设置明显标志，并保持畅通。 |
| Article 21 All kinds of equipment of facilities shall comply with the following provisions: | | 第二十一条 设施上的各种设备应当符合下列规定： |
| (1) Complying with the safety requirements set forth in relevant laws, administrative regulations, rules and standards of the state, and having ex-factory quality certificates or inspection certificates. | | （一）符合国家有关法律、法规、规章、标准的安全要求，有出厂合格证书或者检验合格证书； |
| (2) Installing protective cover or other safety protection equipment at the exposed operating part endangering personal safety. | | （二）对裸露且危及人身安全的运转部分要安装防护罩或者其他安全保护装置； |
| (3) Establishing a system for reporting equipment operation records and equipment defects and failures records. | | （三）建立设备运转记录、设备缺陷和故障记录报告制度； |
| (4) Developing safety operating rules of equipment and a system of regular repair, maintenance and inspection of equipment, and developing a management system of fixing personnel and posts. | | （四）制定设备安全操作规程和定期维护、保养、检验制度，制定设备的定人定岗管理制度； |
| (5) Making risk analysis before adding or removing important equipment or changing the function thereof. In the case of a reconstruction or expansion project, the operator or contractor shall, in accordance with relevant provisions, go through the approval formalities with the relevant department of the government. | | （五）增加、拆除重要设备设施，或者改变其性能前，进行风险分析。属于改建、扩建项目的，按照有关规定向政府有关部门办理审批手续。 |
| Article 22 The lifesaving equipment on facilities, such as life boats, rescue boats, life rafts, life buoys, life jackets, immersion suits and accessories, shall comply with the provisions of International Convention for the Safety of Life at Sea, and pass the inspection by a certificate-issuing inspection authority recognized by the OOOSO. | | 第二十二条 设施配备的救生艇、救助艇、救生筏、救生圈、救生衣、保温救生服及属具等救生设备，应当符合《国际海上人命安全公约》的规定，并经海油安办认可的发证检验机构检验合格。 |
| The number of lifesaving equipment on offshore oil facilities shall satisfy the following requirements: | | 海上石油设施配备救生设备的数量应当满足下列要求： |
| (1) The rigid fully enclosed motor fire-proof life boats shall be able to hold all personnel on self-elevating and fixed-type facilities, or 200% of the total personnel on floating facilities. For unmanned facilities, the rigid fully enclosed motor life boats are not required. During the construction, installation or off-production overhaul of the facilities, life rafts may be used to replace life boats through risk analysis. | | （一）配备的刚性全封闭机动耐火救生艇能够容纳自升式和固定式设施上的总人数，或者浮式设施上总人数的200%。无人驻守设施可以不配备刚性全封闭机动耐火救生艇。在设施建造、安装或者停产检修期间，通过风险分析，可以用救生筏代替救生艇； |
| (2) The inflatable life rafts shall be able to hold all personnel on facilities, be put at the place meeting the requirements concerning the height to the water surface. For unmanned facilities, the rated passenger capacity can be regarded as 12. | | （二）气胀式救生筏能够容纳设施上的总人数，其放置点应满足距水面高度的要求。无人驻守设施可以按定员12人考虑； |
| (3) At least eight life buoys in a rational distribution shall be provided, two of which have self-igniting lights, and four of which have self-igniting lights and can generate self-activating smoke signals. Each life buoy with self-igniting light and self-activating smoke signals shall be equipped with one buoyant lifeline, which shall be 1.5 times the height from the placed location of the said life buoy to the water surface of the lowest astronomical tide, and be at least 30 meters long. | | （三）至少配备并合理分布8个救生圈，其中2个带自亮浮灯，4个带自亮浮灯和自发烟雾信号。每个带自亮浮灯和自发烟雾信号的救生圈配备1根可浮救生索，可浮救生索的长度为从救生圈的存放位置至最低天文潮位水面高度的1.5倍，并至少长30米。 |
| (4) The number of life jackets shall be 210% of the total number of people. In particular, 100% for the living chamber, 100% for the life boat station and 10% for the work area of platform deck; and a certain number of life vests may be provided. In cold sea area, each staff member shall be provided with one immersion suit. For an unmanned platform, each staff member shall, when boarding the platform, carry one life jacket or immersion suit according to the water temperature of operation waters. | | （四）救生衣按总人数的210%配备，其中：住室内配备100%，救生艇站配备100%，平台甲板工作区内配备10%，并可以配备一定数量的救生背心。在寒冷海区，每位工作人员配备一套保温救生服。对于无人驻守平台，在工作人员登平台时，根据作业海域水温情况，每人携带1件救生衣或者保温救生服。 |
| The number of lifesaving equipment for oil facilities of shores and beaches shall satisfy the following requirements: | | 滩海陆岸石油设施配备救生设备的数量应当满足下列要求： |
| (1) At least four life buoys shall be provided, each of which shall be tied with one buoyant lifeline of at least 30 meters long, two of which have self-igniting buoy lights, and two of which can generate self-activating smoke signals and have self-igniting buoy lights. | | （一）至少配备4个救生圈，每只救生圈上都拴有至少30米长的可浮救生索，其中2个带自亮浮灯，2个带自发烟雾信号和自亮浮灯； |
| (2) Each staff member shall be provided with at least one life jacket; and the work area shall be equipped with a certain number of work life jackets or life vests. In cold sea area, each staff member shall be provided with one immersion suit. | | （二）每人至少配备1件救生衣，在工作场所配备一定数量的工作救生衣或者救生背心。在寒冷海区，每位人员配备1件保温救生服。 |
| All lifesaving equipment shall be marked with the name of the corresponding facilities, and shall be appropriately placed in accordance with the relevant provisions, and their places shall be indicated in the general arrangement diagram of the facilities. Under special construction operations, if the provided lifesaving equipment fails to satisfy the requirements, appropriate safety measures shall be prepared and submitted to the relevant branch of the OOOSO for examination and approval. | | 所有救生设备都应当标注该设施的名称，按规定合理存放，并在设施的总布置图上标明存放位置。特殊施工作业情况下，配备的救生设备达不到要求时，应当制定相应的安全措施并报海油安办有关分部审查同意。 |
| Article 23 The fire control equipment of facilities shall comply with the following provisions: | | 第二十三条 设施上的消防设备应当符合下列规定： |
| (1) In accordance with the relevant provisions of the state and in light of the nature and danger level of the hidden fire risks of facilities, fixed fire extinguishing equipment and devices such as water fire control system, foam extinguishing system, gas extinguishing system and powder extinguishing system shall be separately installed and certified by a certificate-issuing inspection authority. For an unmanned simple platform, the fire extinguishing equipment and devices such as the water fire control system are not required. | | （一）根据国家有关规定，针对设施可能发生的火灾性质和危险程度，分别装设水消防系统、泡沫灭火系统、气体灭火系统和干粉灭火系统等固定灭火设备和装置，并经发证检验机构认可。无人驻守的简易平台，可以不设置水消防等灭火设备和装置； |
| (2) An automatic or manual detection and alarm system of fire and inflammable, poisonous and harmful gases shall be installed, and the general alarm and control system shall be installed in the master control room. | | （二）设置自动和手动火灾、可燃和有毒有害气体探测报警系统，总控制室内设总的报警和控制系统； |
| (3) Four sets of fireman's outfits shall be provided, including protective clothing for proximity fire fighting, fire fighter's boots, gloves and helmets, positive pressure air breathing apparatuses, fire axes and portable safety lamps with a continuous service life of three hours. In accordance with the nature of platform and the number of staff members, the number of the outfits may be appropriately reduced with the approval of a certificate-issuing inspection authority. | | （三）配备4套消防员装备，包括隔热防护服、消防靴和手套、头盔、正压式空气呼吸器、消防斧以及可以连续使用3个小时的手提式安全灯。根据平台性质和工作人数，经发证检验机构同意，可以适当减少配备数量； |
| (4) The site management entity of oil facilities of shores and beaches shall be provided with at least two sets of fireman's outfits, including fire fighter's helmets, protective clothing, boots, safety lamps and fire axes, and at least three sets of positive pressure air breathing apparatuses with air bottles and one portable fire pump. | | （四）滩海陆岸石油设施现场管理单位至少配备2套消防员装备，包括消防头盔、防护服、消防靴、安全灯、消防斧等，至少配备3套带气瓶的正压式空气呼吸器和可移动式消防泵1台； |
| (5) All fire control equipment shall be kept at places easily accessible, be regularly inspected and be kept in good conditions. An inspection record tag shall be made for each inspection. | | （五）所有的消防设备都存放在易于取用的位置，并定期检查，始终保持完好状态。检查应当有检查记录标签。 |
| Article 24 For such operations as test, well logging and work-over in the danger area of facilities, the explosion-proof equipment shall be adopted, and the positive pressure explosion-proof equipment shall be adopted if there is non-explosion-proof electric equipment in a simply building. | | 第二十四条 在设施的危险区内进行测试、测井、修井等作业的设备应当采用防爆型，室内有非防爆电气的活动房应当采用正压防爆型。 |
| Article 25 Hoisting operations shall comply with the following provisions: | | 第二十五条 起重作业应当符合下列规定： |
| (1) The operators shall hold qualification certificates for personnel engaged in special operations, be familiar with the operating rules of the hoisting equipment and operate in accordance with the rules. | | （一）操作人员持有特种作业人员资格证书，熟悉起重设备的操作规程，并按规程操作； |
| (2) The safety hoisting load shall be clearly indicated on the hoisting equipment; and in the case of a swing crane boom, the safety hoisting loads at different angles of the crane boom shall be indicated. | | （二）起重设备明确标识安全起重负荷；若为活动吊臂，标识吊臂在不同角度时的安全起重负荷； |
| (3) The hoisting equipment shall be repaired and maintained in accordance with the relevant provisions to ensure the completeness, accuracy, flexibility and reliability of the devices of brake, limit control, indication of hoisting load and alarm, among others. | | （三）按规定对起重设备进行维护保养，保证刹车、限位、起重负荷指示、报警等装置齐全、准确、灵活、可靠； |
| (4) The crane and hoisting accessories shall be inspected on a regular basis in accordance with the relevant provisions, with records kept on the hoisting equipment inspection book. | | （四）起重机及吊物附件按规定定期检验，并记录在起重设备检验簿上。 |
| For the swinging stage operation for carrying persons with respect to facilities, it shall, in addition to the requirements set forth in paragraph 1, comply with the following provisions: | | 设施的载人吊篮作业，除符合第一款规定的要求外，还应当符合下列规定： |
| (1) The number of passengers shall be limited. | | （一）限定乘员人数； |
| (2) The passengers shall, in accordance with the relevant provisions, put on the life vests or life jackets. | | （二）乘员按规定穿救生背心或者救生衣； |
| (3) The swinging stage shall only be used to hoist personnel and their carry-on articles. | | （三）只允许用于起吊人员及随身物品； |
| (4) Special persons shall be assigned to maintain and examine the swinging stage operation for carrying persons, and inspection institution shall be regularly organized to conduct inspections thereof. | | （四）指定专人维护和检查，定期组织检验机构对其进行检验； |
| (5) The swinging stage operation for carrying persons shall be immediately suspended when the wind velocity exceeds 15 m/s, or the safe hoisting of the swinging stage is affected. | | （五）当风速超过15米/秒或者影响吊篮安全起放时，立即停止使用； |
| (6) In the case of personnel hoisting, the swinging stage for carrying persons shall, to the greatest extent, be hoisted when it is moved over the water, and the slewing angle shall be as small as possible. | | （六）起吊人员时，尽量将载人吊篮移至水面上方再升降，并尽可能减少回转角度。 |
| Article 26 The high-altitude operation and outboard (outside the island) operation shall comply with the following provisions: | | 第二十六条 高处及舷（岛）外作业应当符合下列规定： |
| (1) The personnel engaged in the high-altitude operation and outboard (outside the island) operation shall wear safety helmets and safety belts, and the personnel engaged in the outboard (outside the island) operation shall put on life jackets, and take other safety measures. | | （一）高处及舷（岛）外作业人员佩戴安全帽和安全带，舷（岛）外作业人员穿救生衣，并采取其他必要的安全措施； |
| (2) The operation shall be immediately suspended in the case of bad weather such as the wind velocity of 15 m/s or more. | | （二）风速超过15米/秒等恶劣天气时，立即停止作业。 |
| Article 27 The management of hazardous articles shall comply with the following provisions: | | 第二十七条 危险物品管理应当符合下列规定： |
| (1) All hazardous articles on the facilities (including explosives, compressed gases, liquefied gases, flammable fluids, flammable solids, spontaneous combustible articles, articles flammable when wet, oxidizing agents, organic peroxides, poisonous substances, and corrosives, among others) shall be placed at appointed locations and containers far away from the danger areas and living areas, and the placed locations shall be indicated on the attached drawing of the operating manual of the facilities; and no one shall be allowed to store hazardous articles without authorization. | | （一）设施上任何危险物品（包括爆炸品、压缩气体和液化气体、易燃液体、易燃固体、自燃物品和遇湿易燃物品、氧化剂和有机过氧化物、有毒品和腐蚀品等）必须存放在远离危险区和生活区的指定地点和容器内，并将存放地点标注在设施操作手册的附图上；个人不得私自存放危险物品； |
| (2) Special persons shall be assigned to take charge of hazardous articles, and the records for warehouse entry, consumption and utilization of hazardous articles shall be made and kept. | | （二）设有专人负责危险物品的管理，并建立和保存危险物品入库、消耗和使用的记录； |
| (3) Eye-catching marks “hazardous articles” in both Chinese and English shall be placed at the opening of gangway or hatchway access to places storing hazardous articles. | | （三）在通往危险物品存放地点的通道口、舱口处，设有醒目的中英文“危险物品”标识。 |
| Article 28 The management of the taking-off and landing of helicopters shall comply with the following provisions: | | 第二十八条 直升机起降管理应当符合下列规定： |
| (1) A liaison in charge of the taking-off and landing of helicopters shall be assigned to take chare of the command and cooperation of the taking-off and landing of helicopters. | | （一）指定直升机起降联络负责人，负责指挥和配合直升机起降工作； |
| (2) Emergency equipment and tools in relation to the taking-off and landing of helicopters shall be provided, with the words “emergency tools for helicopters” in both Chinese and English indicated thereon. | | （二）配备与直升机起降有关的应急设备和工具，并注明中英文“直升机应急工具”字样； |
| (3) Where the round trip fuel from facilities to the airport exceeds the fuel stored by a helicopter itself, safe and efficient oil storage tanks for fueling the helicopter, fuel quality inspection equipment and fueling equipment shall be provided in accordance with the relevant provisions. | | （三）设施与机场的往返距离所需油量超过直升机自身储存油量的，按有关规定配备安全有效的直升机加油用储油罐、燃油质量检验设备和加油设备； |
| (4) A helicopter shall not take off or land until it has established contact with the facilities and obtained the permission of the principal person in charge of the facilities (except under emergencies). | | （四）直升机与设施建立联络后，经设施主要负责人准许，方可起飞或者降落（紧急情况除外）； |
| (5) Where the captain or any crew member of the helicopter makes a request for landing, the liaison in charge of the taking-off and landing of the helicopter shall immediately provide the helicopter with the data and information on wind velocity, wind direction, visibility and sea conditions, among others. | | （五）直升机机长或者机组人员提出降落要求的，起降联络负责人立即向直升机提供风速、风向、能见度、海况等数据和资料； |
| (6) A radioman shall keep monitoring the radio signals from the helicopter until its landing. | | （六）无线电报务员一直保持监听来自直升机的无线电信号，直至其降落为止； |
| (7) The liaison in charge of the taking-off and landing of the helicopter cannot command the passengers to get in or off the helicopter, load or unload articles or conduct the fueling operation until the crew opens the aircraft door. | | （七）机组人员开启舱门后，起降联络负责人方可指挥乘机人员上下直升机、装卸物品或者进行加油作业。 |
| Before the taking-off or landing of the helicopter, the liaison in charge of the taking-off and landing of the helicopter shall effectively make the following preparations: | | 直升机起飞或者降落前，起降联络负责人应当组织做好下列准备工作： |
| (1) Cleaning up the obstacles and inflammables on the helicopter's deck. | | （一）清除直升机甲板的障碍物和易燃物； |
| (2) Examining whether the safety facilities of the helicopter's deck are in good conditions, including lights, non-slip net, fire control equipment and emergency tools. | | （二）检查直升机甲板安全设施是否处于完好状态，包括灯光、防滑网、消防设备和应急工具等； |
| (3) Stopping the hoisting operation close to the helicopter's deck and the naked fire operation within 15 meters around the deck. | | （三）停止靠近直升机甲板的吊装作业和甲板15米范围内的明火作业； |
| (4) Preventing irrelevant personnel from coming close to the helicopter's deck. | | （四）禁止无关人员靠近直升机甲板； |
| (5) Making the standby vessel guard and firefighters ready for work in the vicinity of facilities. | | （五）守护船在设施附近起锚待命，消防人员做好准备； |
| (6) For operations of natural gas emission, perforation or testing for oil, preventing the helicopter from coming close to facilities in the absence of reliable safety measures. | | （六）排放天然气、射孔或者试油作业时，若未采取可靠的安全措施，禁止直升机靠近设施。 |
| Article 29 Labor protection shall comply with the following provisions: | | 第二十九条 劳动防护应当符合下列规定： |
| (1) All staff members on the facilities shall be provided with the labor protection articles meeting the relevant safety standards. | | （一）设施上所有工作人员配备符合相关安全标准的劳动防护用品； |
| (2) The work areas on the facilities shall, in accordance with the relevant provisions and design requirements of the state, be provided with labor protection equipment, which shall be inspected on a regular basis. | | （二）设施上的工作场所按照国家有关规定和设计要求配备劳动防护设备，并定期进行检测； |
| (3) In accordance with the provisions on the occupational disease prevention, personnel engaging in the operations involving poisonous and harmful substances shall receive occupational health examinations on a regular basis, and the patients with occupational diseases shall receive rehabilitation treatment. | | （三）按照国家有关职业病防治的规定，定期对从事有毒有害作业的人员进行职业健康体检，对职业病患者进行康复治疗。 |
| Article 30 A clinic shall comply with the following provisions: | | 第三十条 医务室应当符合下列规定： |
| (1) A clinic with basic medical rescue conditions shall be established on manned facilities. If there are 15 operating persons or more, full-time medical personnel shall be staffed; and if there are less than 15 operating persons, part-time medical personnel may be staffed. | | （一）在有人驻守的设施上，配备具有基础医疗抢救条件的医务室。作业人员超过15人的，配备专职医务人员；低于15人的，可以配备兼职医务人员； |
| (2) In accordance with the relevant provisions of the state, the clinic shall be provided with common medicines, first-aid medicines, oxygen, medical devices and sick beds, among others. | | （二）按照国家有关规定配备常用药品、急救药品和氧气、医疗器械、病床等； |
| (3) In accordance with the relevant provisions of the state, the clinic shall develop relevant rules for the reporting and handling of epidemic situation and sanitary inspection rules. | | （三）按照国家有关规定，制定有关疫情病情的报告、处理和卫生检验制度； |
| (4) In accordance with the relevant provisions of the state, the clinic shall develop emergency rescue procedures. | | （四）按照国家有关规定，制定应急抢救程序。 |
| Article 31 An emergency shelter of shores and beaches shall comply with the following provisions: | | 第三十一条 滩海陆岸应急避难房应当符合下列规定： |
| (1) It shall be able to hold all production operating personnel. | | （一）能够容纳全部生产作业人员； |
| (2) The strength of its structure shall be one level higher than that of the wellbay of shores and beaches in terms of safety level. | | （二）结构强度比滩海陆岸井台高一个安全等级； |
| (3) Its ground shall be one meter higher than the wave wall. | | （三）地面高出挡浪墙1米； |
| (4) It shall be constructed in the fixed-type reinforced concrete structure which is stable in foundation and reliable in structure, or in the portable-type steel structure. | | （四）采用基础稳定、结构可靠的固定式钢筋混凝土结构，或者采用可移动式钢结构； |
| (5) It shall be provided with emergency food and drinking water on which personnel taking shelter can make a living for five days. | | （五）配备可以供避难人员5日所需的救生食品和饮用水； |
| (6) It shall be provided with a first aid kit, containing at least two sets of life jackets, a waterproof flashlight and its matching battery, common medical bandaging articles and common medicines. | | （六）配备急救箱，至少装有2套救生衣、防水手电及配套电池、简单的医疗包扎用品和常用药品； |
| (7) It shall be provided with emergency communication devices. | | （七）配备应急通讯装置。 |
| Article 32 An on-duty vehicle of shores and beaches shall comply with the following provisions: | | 第三十二条 滩海陆岸值班车应当符合下列规定： |
| (1) It shall be subject to the command of the person in charge of the operation of the oil facilities of shores and beaches, and shall not enter or leave without authorization. | | （一）接受滩海陆岸石油设施作业负责人的指挥，不得擅自进入或者离开； |
| (2) It shall ensure uninterrupted communication between it and oil facilities of shores and beaches and onshore bases through communication devices that it is provided with. | | （二）配备的通讯工具保证随时与滩海陆岸石油设施和陆岸基地通话； |
| (3) It shall be able to hold all personnel of oil facilities of shores and beaches for which it serves, and be provided with 100% life jackets. | | （三）能够容纳所服务的滩海陆岸石油设施的全部人员，并配备100%的救生衣； |
| (4) It shall have the ability to operate under difficult circumstances such as emergency rescue and personnel evacuation. | | （四）具有在应急救助和人员撤离等复杂情况下作业的能力； |
| (5) It shall participate in the rescue drills of oil facilities of shores and beaches. | | （五）参加滩海陆岸石油设施上的营救演习。 |
| Section 2 Management of Standby Vessels | | 第二节 守护船管理 |
Article 33 Before a vessel undertaking the task of guarding facilities (hereinafter referred to as “standby vessel”) conducts the guarding operation, the entity to which the vessel belongs shall submit to the relevant branch of the OOOSO the registration form of the standby vessel and the registration form of relevant certificates of the standby vessel, and go through registration formalities for the standby vessel. Upon the examination and approval of the relevant branch of the OOOSO, the vessel shall be registered and a registration certificate of the standby vessel shall be issued. After the standby vessel is registered, if the original registration conditions for the standby vessel undergo any change, or the standby vessel stops undertaking the guarding task, the entity shall report to the original relevant branch of the OOOSO in charge of the registration of the standby vessel.
