| In recent years, a new round of scientific and technological revolution and industrial revolution has developed rapidly, has promoted the continuous deepening and remodeling of the global value chain, and has become the new features of the development of economic globalization. Whether a country is able to benefit from participation in globalization increasingly depends on whether it is able to successfully integrate into the global value chain and obtain new competitive advantage in a specific part of the global value chain. However, currently China's related industries are still in the low-end position in the global value chain as a whole, and there is relatively large gap between China and the developed economies. For the purpose of implementing the deployment requirements of the CPC Central Committee and the State Council on enhancing the status of China's industries in the global value chain, the following opinions are hereby offered: | | 近年来，新一轮科技革命与产业变革迅猛发展，推动全球价值链不断深化与重塑，成为经济全球化发展的新特征。一国能否从参与全球化中获益，日益取决于能否成功融入全球价值链、能否在全球价值链中某一特定环节占据新的竞争优势。但目前我国相关产业总体仍处于全球价值链的中低端，与发达经济体相比尚有较大差距。为贯彻落实党中央、国务院关于提高我国产业在全球价值链中地位的部署要求，现提出以下意见： |
| I. Guiding thought and basic principles for strengthening international cooperation and enhancing the status of China's industries in the global value chain | | 一、关于加强国际合作提高我国产业全球价值链地位的指导思想和基本原则 |
| 1. Guiding thought. The spirit of the 18th National Congress of the CPC and the Third, Fourth, Fifth, and Sixth Plenary Sessions of the 18th CPC Central Committee shall be comprehensively implemented, the development concepts of innovation, coordination, green, opening and sharing shall be firmly established, the new normal of economic development shall be actively adapted to, building a trade power shall be regarded as the goal, innovative development shall be regarded as the core, market orientation shall be insisted on, the status of China's industries in the global value chain shall be enhanced in an accelerated manner, the building of a manufacturing power shall be supported, the supply-side structural reform shall be promoted, and the transformation of development power shall be realized, to make greater constructions to the economic and social development. | | （一）指导思想。全面贯彻党的十八大和十八届三中、四中、五中、六中全会精神，牢固树立创新、协调、绿色、开放、共享的发展理念，主动适应经济发展新常态，以建设贸易强国为目标，以创新发展为核心，坚持市场导向，加快提升我国产业在全球价值链中的地位，支撑制造强国建设，推进供给侧结构性改革，实现发展动力转换，为经济社会发展作出更大的贡献。 |
| 2. Basic principles. First, being industry-oriented and respecting the rule. The objective development rule of such different industries as the manufacturing and service industries shall be complied with, enterprises shall be encouraged to explore diversified and multidimensional paths of enhancing their status in the global value chain under the market mechanism, and evaluation shall not be conducted according to a single dimension or index. Second, opening-up and innovation, and integration of resources. Under the globalization background of interaction between the domestic and foreign markets, interaction between upstream and downstream industries, and interaction between international trade and investment, enterprises shall be encouraged to efficiently integrate and utilize the global intellectual capital and the scientific and technological resources, realize the benign interaction between the strengthening of international cooperation and the promotion of industrial transformation and upgrading, and constantly improve the innovation capacity. Third, fair competition and stimulating vitality. An impartial and fair market competition environment shall be created as far as possible, and policy guidance that is dominated shall be transformed to the creation of a legalized and international business environment. | | （二）基本原则。一是产业为本，尊重规律。顺应制造业、服务业等不同产业的客观发展规律，鼓励企业在市场机制下探索多元化、多维度的全球价值链攀升路径，不以单一维度或指标进行评价。二是开放创新，整合资源。在国内外市场联动、上下游产业联动、国际贸易投资联动的全球化背景下，鼓励企业高效整合利用全球知识资本、科技资源，实现加强国际合作与推进产业转型升级良性互动，不断增强创新能力。三是公平竞争，激发活力。最大限度营造公平公正的市场竞争环境，由政策引导为主向营造法治化国际化营商环境转变。 |
| II. Development direction of strengthening international cooperation and enhancing the status of China's industries in the global value chain | | 二、加强国际合作提高我国产业全球价值链地位的发展方向 |
| 3. Continuously supporting enterprises to integrate into global division of responsibilities and cooperation. The new trend of technological innovation, organizational innovation, and business model innovation under the background of globalization shall be followed, and enterprises shall be encouraged to make overall arrangement for the global industrial ecological system in the emerging field, actively integrate into the division of responsibilities and cooperation of global industries with a more open attitude, and make better use of the global resources and market; and enterprises shall be supported to actively integrate into the global innovative network, participate in the allocation of global innovative resources, conduct cross-field and cross-industry collaborative innovation, and improve the independent innovation capacity, to lay a foundation for enhancing the status of the global value chain. | | （三）继续支持企业融入全球分工合作。顺应全球化背景下科技创新、组织创新和商业模式创新的新趋势，鼓励企业在新兴领域布局全球产业生态体系，以更加开放的姿态，积极融入全球产业分工合作，更好地利用全球资源和市场，加强产业全球布局和国际交流合作；支持企业积极融入全球创新网络，参与全球创新资源配置，开展跨领域跨行业协同创新，提高自主创新能力，为提高全球价值链地位奠定基础。 |
| 4. Continuously increasing China's export value added. The steady development of China's foreign trade shall be promoted, the export value added shall be continuously increased, and the active role of foreign trade in stabilizing growth, adjusting structure, and increasing employment shall be maximized. In the field of information technology and other industrial fields with distinct characteristics of division of responsibilities for the global value chain, and in the service trade field in which China has advantage, the proportion of Chinese entities' export value added shall be gradually increased and the gap with the developed economies shall be gradually narrowed. | | （四）不断提高我国出口增加值。推动我国对外贸易平稳发展，不断提升出口增加值，发挥对外贸易在稳增长、调结构、扩就业中的积极作用。在全球价值链分工特征明显的信息技术等产业领域，以及我国具有优势的服务贸易领域，稳步提升我国单位出口的增加值比重，逐步缩小与发达经济体差距。 |
| 5. Actively creating a global value chain in which mutual benefits and win-win results are achieved. In consideration of the layout of overseas investment in China's advantageous industries, extension of industrial cooperation dominated by processing and manufacturing to cooperative research and development, joint design, marketing, brand cultivation, and other high-end links shall be promoted, and a global industrial chain, supply chain, and value chain in which China takes an active position, advantages are mutually complemented, and mutual benefits and win-win results are achieved shall be created. The new opportunity brought about by the development of internet and other information technologies shall be taken, enterprises shall be encouraged to accelerate the development of manufacturing and service coordination, and the rise of value chain shall be achieved through innovating on the business model. | | （五）主动打造互利共赢的全球价值链。结合我国优势产业的海外投资布局，推动产业合作由加工制造环节为主向合作研发、联合设计、市场营销、品牌培育等高端环节延伸，打造我国占据主动地位、优势互补、互利共赢的全球产业链、供应链、价值链。顺应互联网等信息技术发展带来的新机遇，鼓励企业加快制造与服务协同发展，通过创新商业模式实现价值链攀升。 |
| III. Strengthening international cooperation and exchange in the field of global value chain | | 三、加强全球价值链领域的国际合作与交流 |
| 6. Strengthening the international cooperation for the accounting of trade value-added in the global value chain. The Ministry of Commerce shall, in conjunction with the People's Bank of China, the General Administration of Customs, the National Bureau of Statistics, and other departments, establish an inter-ministerial cooperation mechanism, continue to strengthen the cooperation with all economies, the World Trade Organization, the Organization for Economic Cooperation and Development, and other international economic organizations, and further study and promote China's accounting of trade value-added, by relying on the building of the accounting database of trade value-added jointly promoted by China and the United States under the framework of the Asia-Pacific Economic Cooperation (“APEC”). All relevant local departments shall effectively complete the statistics of basic data and other work. | | （六）加强全球价值链贸易增加值核算的国际合作。商务部将会同人民银行、海关总署、国家统计局等部门，建立部际合作机制，依托亚太经济合作组织（APEC）框架下中美共同推进的贸易增加值核算数据库建设工作，继续加强与各经济体、世界贸易组织、经济合作与发展组织等国际经济组织合作，进一步研究推动我国贸易增加值核算工作。各地相关部门做好基础数据统计等工作。 |
7. Actively carrying out international policy exchanges in the field of global value chain. By centering around the construction of “Belt and Road” and international production capacity cooperation that are being promoted, and in consideration of some mature practices and experience of China in infrastructure construction, development of characteristic parks, upstream, midstream, and downstream cooperation, and other fields, economic and technological cooperation on the global value chain shall be carried out with relevant economies, targeted capacity building projects shall be developed, public-private partnership in global value chain, and cooperation on human resource development, and technology transfer, and other fields shall be explored, to provide China's program for relevant economies, especially developing economies, for integration into the global value chain. Policy communication and coordination with developed economies and relevant international organizations shall be effectively completed, and the development and cooperation of the developed economies and the developing economies centering on the global value chain shall be jointly promoted.
