| The development and reform commissions, Taiwan affairs offices, industry and information technology departments, finance departments, human resources and social security departments, natural resources departments, departments of commerce, local offices of the China Banking and Insurance Regulatory Commission (“CBIRC”) and local offices of the China Securities Regulatory Commission (“CSRC”) of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; and the People's Bank of China (“PBC”) Shanghai Head Office, all branches and operations offices of the PBC, and all central sub-branches of the PBC in capital cities of provinces (or autonomous regions): | | 各省、自治区、直辖市、新疆生产建设兵团发展改革委、台办、工业和信息化主管部门、财政厅、人力资源社会保障厅、自然资源主管部门、商务厅、银保监局、证监局，中国人民银行上海总部，各分行、营业管理部，省会（首府）城市中心支行： |
For the purposes of putting into practice the decisions and arrangements of the CPC Central Committee and the State Council with regard to holistically advancing the prevention and control of the COVID-19 pandemic and economic and social development and further implementing the Several Measures for Promoting the Cross-Strait Economic and Cultural Exchanges and Cooperation | | 为贯彻落实党中央、国务院关于统筹推进新冠肺炎疫情防控和经济社会发展工作的决策部署，进一步落细落实《关于促进两岸经济文化交流合作的若干措施》和《关于进一步促进两岸经济文化交流合作的若干措施》，现就相关事项通知如下。 |
| I. Sustained efforts shall be made to help Taiwan-funded enterprises resume work and production. According to the overall arrangements of local governments for the pandemic prevention and control and the resumption of work and production, assistance shall be provided to Taiwan-funded enterprises in solving their difficulties in supply chain coordination and insufficient design capacity in the process of production and management to ensure that Taiwan-funded enterprises are equally entitled to the policies launched by the central and local governments for assisting enterprises and stabilizing employment. | | 一、持续帮扶台资企业复工复产。根据地方统筹做好疫情防控和复工复产总体安排，协助解决台资企业在生产经营过程中遇到的供应链协同、达产等方面困难，确保台资企业同等享有中央和地方出台的各类援企稳岗政策。 |
| II. Coordinated efforts shall be made to advance major Taiwan-funded projects. Major Taiwan-funded projects shall be advanced in a coordinated manner according to the relevant mechanisms for major foreign-funded projects. The progress of projects under negotiation shall be closely followed up. The advantages of various Taiwan-related industrial parks and other development platforms shall be used to introduce competitive and targeted policies for attracting investment. Interaction at all levels and inter-departmental coordination shall be strengthened to establish green channels for projects and ensure project construction support and approval item transition. The whole-process matching services shall be provided to accelerate the implementation of Taiwan-funded projects, and equal treatment shall be provided for Taiwan-funded enterprises participating in major local projects. | | 二、统筹协调推进重大台资项目。参照重大外资项目有关机制协调推进重大台资项目，密切跟踪在谈项目进展，充分发挥各类涉台产业园区等发展平台优势，出台具有竞争力和针对性的招商引资政策，加强各级联动和部门协同，建立项目绿色通道，做好工程建设保障、审批事项衔接，开展全流程对接服务，促进台资项目加快落地见效，为台资企业参与本地重大项目提供同等待遇。 |
III. Taiwan-funded enterprises shall be actively supported in increasing capital and expanding production. The relevant departments shall, according to local conditions, study and introduce specific measures for land use, energy use and employment within their statutory authority, so as to provide policy support for Taiwan-funded enterprises to increase capital and expand production. The policy for temporary exemption from withholding tax on direct investment by overseas investors with their distributed profits shall be fully implemented to support Taiwan-funded enterprises in reinvesting with distributed profits. Taiwan-funded enterprises shall be supported in participating in regional development strategies, such as for the building of the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area and for the integrated development of the Yangtze River Delta region, as well as the development of pilot free trade zones in various regions. Taiwan-funded enterprises in the eastern region that need industrial transfer shall be supported in giving priority to transferring industries to the central, western, or northeastern region.
．．．．．． | | 三、积极支持台资企业增资扩产。根据地方实际，在法定权限内研究出台用地、用能、用工等方面具体措施，为台资企业增资扩产提供政策支持。全面落实境外投资者以分配利润直接投资暂不征收预提所得税政策规定，支持台资企业以分配利润进行再投资。支持台资企业参与海南自由贸易港建设、粤港澳大湾区建设、长三角一体化发展等区域发展战略和各地自贸试验区建设。支持有产业转移需求的东部地区台资企业优先向中西部和东北地区转移。
