| Announcement on Matters Concerning Rapid Handling of Simple Cases | | 关于简单案件快速办理有关事项的公告 |
| For purposes of further improving the efficiency of administrative law enforcement by the Customs and optimizing the means of administrative law enforcement, matters concerning rapid handling of simple cases involving customs administrative penalties are hereby announced as follows: | | 为进一步提高海关行政执法效率，优化行政执法方式，现就海关行政处罚简单案件快速办理有关事项公告如下： |
| I. The procedure for rapid handling shall apply to the following simple cases where: | | 一、以下简单案件适用快速办理程序： |
| (1) They are governed by subparagraphs (1) and (2) of Article 15 of the Regulation of the People's Republic of China on the Implementation of Customs Administrative Penalties (hereinafter referred to as the “Regulation”). | | （一）适用《中华人民共和国海关行政处罚实施条例》（以下简称《处罚条例》）第十五条第一项、第二项规定进行处理的； |
(2) They fall under any of the circumstances prescribed in subparagraphs (1) and (2) of Article 15 of the Regulation due to failure of relevant customs declaration enterprises or persons making customs declarations to conduct a reasonable examination of the authenticity of information provided by the clients or due to their negligence at work.
