| Announcement on Inspections of Bonded Futures Delivery Services for Imported Iron Ores | | 关于进口铁矿石期货保税交割检验工作的公告 |
| For the purpose of implementing the Several Opinions of the State Council on Promoting the High-level Opening up and High-quality Development of Comprehensive Bonded Zones (No. 3 [2019], State Council), supporting the development of bonded futures delivery services for imported iron ores, and clarifying the inspection requirements of the Customs, the relevant matters are hereby announced as follows: | | 为贯彻落实《国务院关于促进综合保税区高水平开放高质量发展的若干意见》（国发〔2019〕3号），支持进口保税交割铁矿石期货业务发展，明确海关检验要求，现就有关事项公告如下： |
| I. Future iron ores used for bonded delivery shall be subject to inspection collectively as a single batch but shall be released in batches. | | 一、用于保税交割的期货铁矿石检验，实行“集中检验、分批放行”模式。 |
| (1) “Inspection collectively as a single batch” means that the Customs conducts inspections of future iron ores for bonded delivery before such iron ores enter the areas under special customs supervision or the bonded places under supervision from overseas or of the iron ores that have entered the areas under special customs supervision or the bonded places under supervision before such iron ores are exchanged for futures. | | （一）“集中检验”是指海关对用于保税交割的期货铁矿石，从境外进入海关特殊监管区域或保税监管场所前，或者已进入海关特殊监管区域或保税监管场所的铁矿石转成期货前，按照法律法规、标准和国家技术规范的强制性要求规定实施检验。 |
| (2) “Released in batches” means that the Customs releases the future iron ores that is declared for import and undergo customs clearance formalities for such iron ores, according to the inspection report issued by the import and export commodity inspection and appraisal institution and the actual circumstances of exit from above areas or places. | | （二）“分批放行”是指海关对申报进口的期货铁矿石，依据进出口商品检验鉴定机构的检验报告，按实际出区情况放行，办理海关通关手续。 |
II. For future iron ores used for bonded delivery, enterprises shall make a declaration to the Customs upon the strength of a Notice of Declaration for the Entry of Future Iron Ores into Warehouses (see Annex 1). Future iron ores that enter the areas under special customs supervision or the bonded places under supervision from overseas may be allowed to enter China if, upon inspections, such they satisfy the compulsory requirements as specified in relevant laws, regulations, standards and national technical specifications.
．．．．．． | | 二、对用于保税交割的期货铁矿石，企业应当凭《铁矿石期货入库申报通知单》（见附件1）向海关申报。对从境外进入海关特殊监管区域或保税监管场所的期货铁矿石，经检验后，如符合法律法规、标准和国家技术规范的强制性要求，则准予入境。
