| Several Opinions on the Establishment of a Long-Term Mechanism of Ensuring the Stable Supply of Natural Gas | | 关于建立保障天然气稳定供应长效机制的若干意见 |

| In recent years, China's natural gas supply capacity has improved continuously. However, for the rapid growth in consumption demand, weakness in demand-side management, insufficiency in peak load adjustment and response capacity, and other reasons, natural gas supply and demand tension occasionally occurs in some areas. Therefore, assurance of natural gas consumption for people's livelihood shall be strengthened. To guarantee long-term stable supply of natural gas, the following opinions are hereby offered: | | 近年来，我国天然气供应能力不断提升，但由于消费需求快速增长、需求侧管理薄弱、调峰应急能力不足等原因，一些地区天然气供需紧张情况时有发生，民生用气保障亟待加强。为保障天然气长期稳定供应，现提出以下意见： |
| I. General requirements | | 一、总体要求 |
| In accordance with various decisions and arrangements of the CPC Central Committee and the State Council and the principle of specifying responsibilities, conducting sufficient supervision, making general plans for long-term supply, following plans for additional supply, signing contracts for supply and demand, and rationalizing prices, the relevant departments shall make overall plans, conduct reasonable dispatch, ensure natural gas consumption for people's livelihood, and strive to realize basic balance between supply and demand of natural gas and long-term stable supply. | | 贯彻落实党中央、国务院各项决策部署，按照责任要落实、监管要到位、长供有规划、增供按计划、供需签合同、价格要理顺的原则，统筹规划，合理调度，保障民生用气，努力做到天然气供需基本平衡、长期稳定供应。 |
| II. Main tasks | | 二、主要任务 |
| (1) The supply of natural gas shall be increased. By 2020, natural gas supply capacity shall have reached 400 billion cubic meters, or with significant efforts, 420 billion cubic meters. | | （一）增加天然气供应。到2020年天然气供应能力达到4000亿立方米，力争达到4200亿立方米。 |
| (2) Natural gas consumption for people's livelihood shall be ensured. The demands for natural gas consumed by residents (including natural gas consumed for residents' living, natural gas consumed for teaching and students' living in schools, and natural gas consumed for seniors homes and other welfare institutions), natural gas consumed for centralized heating during the new-type urbanization development process, and natural gas consumed for people's livelihood such as natural gas consumed in buses and taxies shall be basically satisfied. In particular, safe and stable supply for natural gas consumed by residents shall be ensured. | | （二）保障民生用气。基本满足新型城镇化发展过程中居民用气（包括居民生活用气、学校教学和学生生活用气、养老福利机构用气等）、集中供热用气，以及公交车、出租车用气等民生用气需求，特别是要确保居民用气安全稳定供应。 |
(3) The “coal-to-gas switch” project shall be supported and promoted. The requirements of the Notice by the State Council of Issuing the Air Pollution Prevention and Control Action Plan (No. 37 [2013], State Council) shall be implemented, and the demand for 112 billion cubic meters of gas consumption in the “coal-to-gas switch” project shall have been satisfied cumulatively by 2020.
