| The year 2020 is a decisive year for completing the building of a moderately prosperous society in all respects and achieving the first centenary goal. In conducting the legislative work, the SAMR shall follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly put into practice the guiding principles from the 19th CPC National Congress and the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Committee, conscientiously carry out General Secretary Xi Jinping's new ideas, thinking and strategies as to comprehensive law-based governance, focus on central tasks, and serve the overall objectives. To build a scientific, systematic and complete market regulation system, the SAMR shall strengthen legislation in key areas, step up overall coordination of legislation, and speed up the legislative process, with the focus on the improvement of the quality and efficiency of legislation.
