| Accelerating the implementation of the strategies for free trade areas is an important content for a new round of opening-up in China. The 18th National Congress of the Communist Party of China requires the accelerated implementation of the strategies for free trade areas, and the Third and Fifth Plenary Sessions of the 18th CPC Central Committee further require the accelerated implementation of the strategies for free trade areas on the basis of surrounding areas, and the formation of a high standard global network of free trade areas. Currently, the number of free trade zones worldwide continues to escalate; the topics covered in negotiations on free trade areas rapidly expand; and the level of liberalization is significantly increased. China's economy has ushered in a development period of new normal; opportunities and challenges for the development of foreign trade coexist; and “bringing in” and “going out” are both at new development stages. Accelerating the implementation of the strategies for free trade areas is the objective requirement for China to adapt to the new trend of economic globalization, and an inevitable choice for comprehensive deepening of reform and building of an open economic system. For the purpose of accelerating the strategies for free trade areas, the following opinions are hereby offered: | | 加快实施自由贸易区战略是我国新一轮对外开放的重要内容。党的十八大提出加快实施自由贸易区战略，十八届三中、五中全会进一步要求以周边为基础加快实施自由贸易区战略，形成面向全球的高标准自由贸易区网络。当前，全球范围内自由贸易区的数量不断增加，自由贸易区谈判涵盖议题快速拓展，自由化水平显著提高。我国经济发展进入新常态，外贸发展机遇和挑战并存，“引进来”、“走出去”正面临新的发展形势。加快实施自由贸易区战略是我国适应经济全球化新趋势的客观要求，是全面深化改革、构建开放型经济新体制的必然选择。为加快实施自由贸易区战略，现提出如下意见： |
| I. General Requirements | | 一、总体要求 |
| 1. Guiding Thought. You shall comprehensively implement the spirit of the 18th National Congress of the Communist Party of China, and the Third, Fourth, and Fifth Plenary Sessions of the 18th CPC Central Committee; seriously implement the policies and deployments of the CPC Central Committee and the State Council; and according to the requirements of the “four comprehensive” strategic layouts, insist on the decisive role of the market in resources allocation and more effectively maximize the role of the government, insist on overall consideration to and comprehensive utilization of the international and domestic markets and two resources, insist on the close connection between promoting the common construction of the “Belt and Road” and the state's foreign strategies, and insist on opening and initiative and protecting state security, and gradually build a high-standard global network of free trade areas basing on the neighboring areas and covering the “Belt and Road.” | | （一）指导思想。全面贯彻党的十八大和十八届三中、四中、五中全会精神，认真落实党中央、国务院决策部署，按照“四个全面”战略布局要求，坚持使市场在资源配置中起决定性作用和更好发挥政府作用，坚持统筹考虑和综合运用国际国内两个市场、两种资源，坚持与推进共建“一带一路”和国家对外战略紧密衔接，坚持把握开放主动和维护国家安全，逐步构筑起立足周边、辐射“一带一路”、面向全球的高标准自由贸易区网络。 |
| 2. Basic Principles. | | （二）基本原则。 |
| First, expanding opening-up and deepening reform. You shall accelerate the implementation of more active strategies for free trade areas; through expanding the opening-up of the free trade areas, enhance the level and quality of opening-up; be highly involved in the development of international rules; expand a new space for open economy; form a new pattern of comprehensive opening-up; create a new situation of high-level opening-up; promote comprehensive deepening of reform; and better serve domestic development. | | 一是扩大开放，深化改革。加快实施更加主动的自由贸易区战略，通过自由贸易区扩大开放，提高开放水平和质量，深度参与国际规则制定，拓展开放型经济新空间，形成全方位开放新格局，开创高水平开放新局面，促进全面深化改革，更好地服务国内发展。 |
| Second, comprehensive participation and major breakthrough. You shall comprehensively participate in the cooperation of trade in free trade areas and other various regions, focus on accelerating the building of free trade areas upon consultations with the key countries, regions, and regional economic groups in neighboring areas and along the “Belt and Road,” and cooperate with them in production capacity. | | 二是全面参与，重点突破。全方位参与自由贸易区等各种区域贸易安排合作，重点加快与周边、“一带一路”沿线以及产能合作重点国家、地区和区域经济集团商建自由贸易区。 |
| Third, mutual benefit and common development. You shall establish correct idea of moral and profit, give consideration to both the interests and concerns of all parties, consider the actual situation of the developing economies and the least developed economies, seek common interests and common divisor of cooperation, strive to establish a mutually beneficial network of free trade areas, and promote the joint development of China and all countries and regions worldwide. | | 三是互利共赢，共同发展。树立正确义利观，兼顾各方利益和关切，考虑发展中经济体和最不发达经济体的实际情况，寻求利益契合点和合作公约数，努力构建互利共赢的自由贸易区网络，推动我国与世界各国、各地区共同发展。 |
| Fourth, making scientific evaluation, preventing and controlling risks. You shall strengthen scientific demonstration, effectively conduct risk evaluation, and strive to remove the risk factors in the construction of free trade areas. At the same time, you shall improve the government regulation capacity in an open environment, establish, improve and strictly implement laws and regulations on safety review, anti-monopoly, interim and ex post supervision, and other respects, and guarantee state security. | | 四是科学评估，防控风险。加强科学论证，做好风险评估，努力排除自由贸易区建设中的风险因素。同时，提高开放环境下的政府监管能力，建立健全并严格实施安全审查、反垄断和事中事后监管等方面的法律法规，确保国家安全。 |
| 3. Objectives and tasks. Recently, you shall accelerate the progress of the ongoing negotiation on free trade areas, gradually improve the liberalization level of the existing free trade areas under the circumstances that conditions are satisfied, actively promote the establishment of free trade areas with most surrounding countries and regions, and make the proportion of the volume of trade between China and free trade partners to China's total volume of foreign trade reach or exceed the level of most developed countries and emerging economies; and in the medium and long term, you shall form a global network of free trade areas including the surrounding countries and regions, and covering the countries along “the Belt and Road,” and the important countries in the five continents, to make most of China's foreign trade and bilateral investment achieve liberalization and facilitation. | | （三）目标任务。近期，加快正在进行的自由贸易区谈判进程，在条件具备的情况下逐步提升已有自由贸易区的自由化水平，积极推动与我国周边大部分国家和地区建立自由贸易区，使我国与自由贸易伙伴的贸易额占我国对外贸易总额的比重达到或超过多数发达国家和新兴经济体水平；中长期，形成包括邻近国家和地区、涵盖“一带一路”沿线国家以及辐射五大洲重要国家的全球自由贸易区网络，使我国大部分对外贸易、双向投资实现自由化和便利化。 |
| II. Further optimizing the layout of free trade areas to be constructed | | 二、进一步优化自由贸易区建设布局 |
| 4. Accelerating the construction of neighboring free trade areas. You shall strive to construct free trade areas with all neighboring countries and regions, continuously deepen the economic and trade relations, and establish a big neighboring market that enables win-win cooperation. | | （四）加快构建周边自由贸易区。力争与所有毗邻国家和地区建立自由贸易区，不断深化经贸关系，构建合作共赢的周边大市场。 |
| 5. Actively promoting the free trade areas along “the Belt and Road.” In combination with the construction of the neighboring free trade areas and the promotion of the cooperation in international production capacity, you shall actively establish free trade areas with countries along “the Belt and Road,” form a big market along “the Belt and Road,” and turn “the Belt and Road” into a smooth road, commerce and trade road, and open road. | | （五）积极推进“一带一路”沿线自由贸易区。结合周边自由贸易区建设和推进国际产能合作，积极同“一带一路”沿线国家商建自由贸易区，形成“一带一路”大市场，将“一带一路”打造成畅通之路、商贸之路、开放之路。 |
| 6. Gradually forming a global network of free trade areas. You shall strive to establish free trade areas with most emerging economies, large developing countries, major regional economic groups and some developed countries, and construct a big market of BRIC countries, a big market of emerging economies, and a big market of developing countries, among others. | | （六）逐步形成全球自由贸易区网络。争取同大部分新兴经济体、发展中大国、主要区域经济集团和部分发达国家建立自由贸易区，构建金砖国家大市场、新兴经济体大市场和发展中国家大市场等。 |
| III. Accelerating the construction of high-level free trade areas | | 三、加快建设高水平自由贸易区 |
7. Enhancing the level of the opening-up of trade in goods. You shall insist on paying equal attention to both import and export, improve bi-directional market access with free trade partners through free trade areas, reasonably design the rules of the country of origin, promote the development of trade with free trade partners, and promote the construction of more efficient global and regional value chains. Under the premise of ensuring economic security and industrial security and considering the dynamic development needs of industries, you shall steadily expand market access of trade in goods. At the same time, you shall insist on jointly reducing tariff and non-tariff barriers with free trade partners, mutually open up the markets of trade in goods, and achieve mutual benefit and win-win results.
．．．．．． | | （七）提高货物贸易开放水平。坚持进出口并重，通过自由贸易区改善与自由贸易伙伴双向市场准入，合理设计原产地规则，促进对自由贸易伙伴贸易的发展，推动构建更高效的全球和区域价值链。在确保经济安全、产业安全和考虑产业动态发展需要的前提下，稳步扩大货物贸易市场准入。同时，坚持与自由贸易伙伴共同削减关税和非关税壁垒，相互开放货物贸易市场，实现互利共赢。
