| The Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture, the General Administration of Customs, the State Administration of Taxation, the General Administration of Quality Supervision, Inspection and Quarantine, the State Administration of Press, Publication, Radio, Film and Television, the General Administration of Sport, the State Forestry Administration, the China National Tourism Administration, and the China Insurance Regulatory Commission; the public finance departments (bureaus), development and reform commissions and price bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning; and the Public Finance Bureau and the Development and Reform Commission of Xinjiang Production and Construction Corps: | | 民政部、人力资源社会保障部、国土资源部、住房城乡建设部、交通运输部、农业部、海关总署、国家税务总局、国家质检总局、新闻出版广电总局、国家体育总局、国家林业局、国家旅游局、保监会，各省、自治区、直辖市、计划单列市财政厅（局）、发展改革委、物价局，新建生产建设兵团财务局、发展改革委： |
| According to the work arrangements of the State Council for furthering the review and reform of charges, we have comprehensively reviewed the administrative charges of the state, central departments and entities and decided to cancel and suspend a group of administrative charges. You are hereby notified of relevant matters as follows: | | 根据国务院关于推进收费清理改革工作部署，我们对全国性及中央部门和单位行政事业性收费项目进行了全面清理，决定取消和暂停征收一批收费项目。现将有关事项通知如下： |
| I. From November 1, 2015, 37 administrative charges shall be uniformly cancelled or suspended nationwide (see the Annex). | | 一、自2015年11月1日起，在全国统一取消和暂停征收37项行政事业性收费（见附件）。 |
| II. From January 1, 2016, management service fees (including operating service charges) for the collective registered permanent residence of individuals as collected by the public employment and personnel service institutions subordinate to human resources and social security departments and other departments shall be cancelled. | | 二、自2016年1月1日起，取消人力资源社会保障等部门所属公共就业和人才服务机构收取的人才集体户口管理服务费（包括经营服务性质的收费）。 |
| III. After the cancellation and suspension of the aforesaid administrative charges, the funds needed by the departments concerned and their subordinate public institutions for fulfilling their functions according to the law shall be guaranteed by the fiscal budget at the same level through overall arrangements to ensure their normal functioning. | | 三、取消和暂停征收上述收费后，有关部门及所属事业单位依法履行管理职能所需经费，由同级财政预算予以统筹安排，保障工作正常开展。 |
| IV. The departments and entities concerned shall undergo formalities for the surrender and write-off of fiscal receipts with public finance departments. Revenues from the recovery of administrative charges in arrears shall be turned over in full amount to the state treasury through the channels prescribed by public finance departments. | | 四、有关部门和单位要到财政部门办理财政票据缴销手续。有关收费的清欠收入，应当按照财政部门规定的渠道全额上缴国库。 |
V. The public finance departments and price departments of all provinces (autonomous regions and municipalities directly under the Central Government) shall accelerate the all-round review of administrative charging items established at the provincial level. Those charging items for the general public services provided or common administration functions embodied by the governments and those unreasonable charging items that are mainly intended to pay for staffing or that violate the fundamental principles of the market economy shall be cancelled. All irregular charges shall be banned.
