| Upon research and deliberation, the State Council has decided to cancel 47 professional qualification licensing and certification items, which are hereby announced. | | 经研究论证，国务院决定取消47项职业资格许可和认定事项，现予公布。 |
Cancelling unnecessary professional qualification licensing and certification items is a major move to reduce institutional transaction costs and promote the supply-side structural reform, and also creates favorable conditions for the employment and business startups of college graduates and the job transfer of persons in the de-overcapacity . All localities and departments shall, in consideration of the overall situation, further raise awareness, and take the initiative to carry out a self-review. The Ministry of Human Resources and Social Security shall, by reference to the Dictionary of Occupational Classification, conduct a comprehensive review of professional qualification licensing and certification items in categories of access and skill assessment, and continue to lower the threshold for employment and business startups. The control over market access of jobs not related to national security, public safety, or personal and property safety of citizens shall be generally relaxed. Those professional qualifications in category of skill assessment shall be truly market-oriented and cannot affect employment and business startups. In future, those profession qualifications in category of access without any basis in laws and regulations shall not be newly established. The Ministry of Human Resources and Social Security shall, in conjunction with relevant departments, accelerate the publication and implementation of a national professional qualification catalogue and accept social supervision while continuing to cancel professional qualification licensing and certification items, and no professional qualification licensing and certification beyond the catalogue shall be allowed, and those included in the catalogue other than professional qualifications in category of access shall not be linked with employment and business startups. The supervision over the establishment and implementation of professional qualifications in accordance with laws and regulations shall be strengthened, a national framework system of professional qualifications shall not be gradually built, and the scientific establishment of professional qualifications and their standardized operation and supervision according to law shall be promoted. In the promotion of the structural adjustments of professional education, use orientation shall be further highlighted, students' practical ability shall be enhanced, and the needs of the actual work for professional skills shall be enabled to become the guidance to professional education and the selection and appointment of professionals.
．．．．．． | | 取消不必要的职业资格许可和认定事项，是降低制度性交易成本、推进供给侧结构性改革的重要举措，也是为大中专毕业生就业创业和去产能中人员转岗创造便利条件。各地区、各部门要从大局出发，进一步提高认识，主动开展自我清查，人力资源社会保障部要对照职业分类大典对现有准入类和水平评价类职业资格许可和认定事项进行全面清理，持续降低就业创业门槛。只要不涉及国家安全、公共安全、公民人身财产安全的职业，原则上要放宽市场准入。水平评价类职业资格要真正市场化，不能影响就业创业。今后没有法律法规依据的准入类职业资格一律不得新设。人力资源社会保障部要会同有关部门在继续取消职业资格许可和认定事项的同时，抓紧公布实施国家职业资格目录清单，接受社会监督，清单之外一律不得许可和认定职业资格，清单之内除准入类职业资格外一律不得与就业创业挂钩。要依法依规加强对职业资格设置和实施的监管，逐步构建国家职业资格框架体系，推动职业资格科学设置、规范运行、依法监管。在推进职业教育结构调整时，要更加突出以用为本，提升学生实践能力，让实际工作对职业技能的需求真正成为职业教育和选人用人的导向。
