中国互联网禁毒公约

序言
当前,我国毒品形势严峻,禁毒工作任重道远。随着互联网信息技术快速发展,各类毒品违法犯罪活动向网上蔓延。制贩毒犯罪分子通过互联网发布毒品销售信息、传播制毒技术、联络毒品及涉毒物品交易,吸毒违法人员在网上集体视频吸毒、交流吸毒体会、引诱发展新吸毒人员。网络涉毒活动加速毒品传播,加重毒品危害,加剧毒品问题复杂程度,不仅严重侵害人民群众身心健康,破坏社会治安秩序,而且败坏社会风气,污染网络环境,损害社会主义精神文明,危害广大人民群众的根本利益。
禁毒工作全民有责。互联网服务提供者、广大网民是互联网禁毒工作的重要主体。为保障“两个一百年”和中华民族伟大复兴中国梦顺利实现,让祖国下一代生活在远离毒品危害、健康向上的环境中,一切使用互联网、从事互联网服务的单位、组织和个人,应当以高度的责任感,义不容辞地承担起禁毒责任,共同向毒品宣战,携手创造中华民族更加美好的明天。

一、总 则

  第一条 为全面落实互联网禁毒责任,遏制网络毒品违法犯罪,营造清朗网络空间,保障广大人民群众的根本利益,制定本公约。
  第二条 本公约以社会主义核心价值观为基础,以爱国、守法、诚信、自律为原则,以全民参与、共同治理为保障。
  第三条 本公约是全体互联网服务提供者和广大网民的行为准则。凡是使用互联网、从事互联网服务的单位、组织和个人,都应自觉遵守本公约、自觉维护本公约,坚决与毒品违法犯罪作斗争。
