| Provisions on the Administration of the Use of Visa Application Commissioner Cards of Travel Agencies Organizing Outbound Tour Groups | | 出境旅游组团社签证专办员卡使用管理规定 |
| Article 1 For the purposes of regulating the submission of applications for outbound group tourist visas by travel agencies organizing outbound tour groups to embassies and consulates of destination countries (regions) of outbound tourism in China, strengthening the administration of VAC (“VAC”) cards of travel agencies organizing outbound tour groups, and further facilitating the outbound tourism business conducted by travel agencies organizing outbound tour groups, these Provisions are developed in accordance with the Regulation on Travel Agencies, the Measures for the Administration of the Outbound Tours of Chinese Citizens and other relevant laws and regulations. | | 第一条 为规范出境旅游组团社向出境旅游目的地国家和地区驻华使领馆送办出境团体旅游签证工作，加强对出境旅游组团社签证专办员卡的管理，进一步便利出境旅游组团社开展出境旅游业务，根据《旅行社条例》《中国公民出国旅游管理办法》及有关法律法规，制定本规定。 |
| Article 2 For the purpose of these Provisions, “VAC cards” means the certificates which are printed by the Bureau of International Exchange and Cooperation of the Ministry of Culture and Tourism and used for proving to various embassies and consulates in China the identities of the personnel responsible for applying for group tourist visas of travel agencies organizing outbound tour groups (hereinafter referred to as “VACs”) based on the bilateral tourism agreements signed between China and the relevant countries (regions) for the purpose of facilitating the applications filed by travel agencies organizing outbound tour groups with embassies and consulates of destination countries (regions) of outbound tourism in China. | | 第二条 本规定所称签证专办员卡，是指依据我国与有关国家和地区签署的双边旅游协议，为便于出境旅游组团社向出境旅游目的地国家和地区驻华使领馆申请办理出境旅游团体签证，由文化和旅游部国际交流与合作局印制，用于向各驻华使领馆证明出境旅游组团社团体旅游签证办理人员（以下称“签证专办员”）身份的证件。 |
| A travel agency that has obtained a permit for engaging in the outbound tour business inside China may apply for a VAC card. | | 我国境内取得出境旅游业务经营许可的旅行社，可以申请办理签证专办员卡。 |
| Article 3 The Ministry of Culture and Tourism has established a management service system for VACs of travel agencies organizing outbound tour groups (hereinafter referred to as the “management system”). | | 第三条 文化和旅游部建立出境旅游组团社签证专办员管理服务系统（以下称“管理系统”）。 |
| Travel agencies organizing outbound tour groups shall handle such business as application for and the replacement, reissuance and cancellation of VAC cards through the management system. | | 出境旅游组团社通过管理系统办理签证专办员卡的申领、换发、补领和取消等业务。 |
Provincial culture and tourism administrative departments shall verify and submit the business information related to VAC cards in the local regions through the management system.
